You are not 100percent correct with number 1. Cos very smart people actually are disorganized. So appearance shouldn't be a major factor cos anybody can fake it to make it.

If I have a skilled base job, I rather not look for appearance. It should just be neat not obvious
Except it's a routine or admin job

Someone is talking about restrictions, in this era that younger generations are more knowledgeable than their parents in technology, they know how to disable the restrictions.

My suggestion
Fixed mobile set at home
Get them a desktop computer system for anything online
They can use parent's phone at home
But use of their personal smart phone is as soon as their admission to tertiary institution is confirmed

While those who love it took it as a side delicacy to go along with other food like beans, fish, coconut, groundnuts etc and always richly laden with beverages
