HOUSE OF REPRESENTATIVES
FEDERAL REPUBLIC OF NIGERIA

ORDER PAPER

Thursday, 17 July, 2008

Urgent Need for the Immediate Take-off of the Tinapa Business and Tourism Resort:

Notes the socio-economic importance of the Tinapa Business and Tourism Resort to the development of the
country;

Worried that the Tinapa Project has remained idle because of the Federal Government failure to provide
regulatory and operational guidelines on the status of Tinapa as a Free Trade Zone;

Concerned that investors and enterprises that moved into Tinapa Resort have literally closed shop and/or
relocated after committing millions of dollars into the said project;

Regrets that the aim of establishing the Tinapa Resort, which is to reduce Nigeria's dependence on crude oil, is
being defeated by the lukewarm attitude of the Federal Government towards the Project;

Disturbed that the United Arab Emirates is already moving into Ghana and Senegal to set up complexes like
Tinapa to stem the influx of the Nigerian businessmen into their country;

Resolves to:

Urge the Federal Ministries of Commerce and Industry, Justice and Finance as a matter of national
importance, to immediately provide the regulatory-precipitate-operational guidelines for the smooth take-off of the
Tinapa Business and Tourism Resort.

Tinapa wasn't for people abroad only or for people in far away distances. There are people in Calabar and surrounding areas that enjoy it, plus Tinapa is a resort.

So what's the big deal about having some for 10 million but carrying 18 million when the extra people aren't even being carried?
Lagos has VERY ethnic group in Nigeria (if not Africa) in her. There is no place with such diversity without clashes.

It is a VERY big deal. Imagine if your boss slashes your salary in half?!

jmaine:
It's good thing to rhyme away . . . I would just ask you guyz a simple question . . .how conversant are you with Cross River State . .  An Obscure and impoverished state was turned around in a jiffy and brought into lime light . . making it the number one tourist destination in Nigeria . . . Your all harping on Tinapa being a failure . . . is that all you got . . . . TInapa had a great vision and the reasons for it's disappointment has being well documented . . .
First of all, is Tinapa not worth "harping" on about?? After all, when a NATURAL DISASTER occurred in Lagos, we all "harped" on about it. Some even called for Fashola's resignation.
Secondly, who told you that Cross river is the NO1 destination for tourist in Nigeriahuh Man, don't get it twisted and don't even try to give me some razz data( cheesy) because you know that that does not smack on reality. Again, I ask you. As a foreigner coming to Nigeria, where will you visit?? Abuja and Lagos or Cross riverhuh Where in the world will you tell your friends that you went to Cross river Nigeria without them asking if you visited Lagoshuh

jmaine:
Not at all, am dead serious . . .
cheesy cool

jmaine:

That is your opinion because you chose to believe it

If the funds at your disposal is commiserate with the population . . .then whatever number of people you have should not be a problem . . .  C.R.S never enjoyed the same privileges of Akwa Ibom ,Delta state, Port Harcourt and Bayelsa in terms of huge funds . . . they received about N2billion naira with a wage bill of over N1 billion .  . .so how much is left . . .The State is mostly a civil servant dominated sate with a paltry sum coming in as IGR cos of this . .or you want to compare that with the mega amount Lagos state receive on a monthly basis . . .Fashola even be should be doing more bruv  . . . but we understand that he is trying his best . . .
And those civil servants don't pay tax, abi?? Com'n man, these things are not valid excuses. The point of a state is to continuously generate money by CONTINUOUSLY making her state attractive for foreign investors.
Yes,I quite agree. Fashola should be doing more BUT has any Governor achieved what he has achievedhuh As I said, Lagos state is lacking behind because it was starved off funds for THREE SOLID YEARS. In fact, Lagos state wanted to be self sufficient in producing her own electrical power BUT the FG commanded it to be passed to the National grid. With all these, I cannot blame Lagos or Fashola.

jmaine:
Guess you don't know that we have area boys clashing here and there often . . . the peace of Lagos is a function of the tolerant level of the people within . . .we have a largely civilized population and it has nothing to do with Fashola . .Don't get it confused . . .

I know Lagos state faces through these challenges. Even NY and London have gangs. But the question is, how did that "largely civilized population" come to behuh Is it not through the conducive environment created by investors (who were attracted by this man, Fashola and his predecessors), who create jobs. Hence, forcing the population to get a form of education so as to make earns meet??

jmaine:
We have dealt with the false assumption of the emboldened one  . . cos Lagos state still receives about 6 billion monthly as we speak
How?? Is it not through the environment created by the Governorhuh (As I said earlier)

jmaine:
Lagos would certainly attract investors cos it's the economic power house of Nigeria . . . the demographics in itself would attract investors cos of it's advantages . . .The buzzing activities of the Sea port is also very advantageous bruv . . .and those were not the creation of Tinubu and Fashola . . .
Tinubu was able to pull that stunt cos of the immense IGR at his disposal and we all knew he did nothing during that period  . . . so what are we saying (Blame it on OBJ).
No one commanded Lagos to be the "Economic power house of Nigeria". Its her leaders that CREATED that environment.
Are the demographics any different from the demographics of PH or Delta statehuh
About the funds stagnation, yes he was able. Why?? Do you think if he started a project like Tinapa ( cheesy) there will still be bankrupt free Lagos??
Btw, Eko atlantic started BEFORE Fashola.

jmaine:
The failure of Tinapa has been widely documented and it's nothing new . . and that is just the only strong point you might wish to cling on to in this discussion . . . A functioning Tinapa and a functioning Eko Atlantic would not out do anyone . . . the Obudu cattle range is a top tourist point for visitors outside Nigeria . . . so what do you have to say . . .
Yes, it is and it is a WORTHY string point! After all, we can blame Fashola for the Floods.

jmaine:
How much is Lagos generating annually from it's IGR . . .The above does not hold water cos at the moment . . .each year the multiple taxation regime of the state doubles . . and we are paying it . . So we expect even more from him
Multiple taxation?? shocked shocked How come we are just hearing about it nowhuh Can you please give evidence of this?
Certainly, you should expect more. After all, he is your Governor and you elected him to be there. I am not against this. But what about someone like me?? I also expected more from Duke, afterall, we "tourist" troop in and pay our dues in the state! wink

jmaine:
Really, Fashola should be begged cos he is the most capable person ever in Nigeria to handle the affairs of the country . . .  Even in lagos . . . he is still questionable . . .did you know that his grease and efficiency could be attributed to the administrative prowess of Muiz Banire . . .he is the hidden force behind Fashola . . . and the factor you listed above is not full proof . .as to why he is the best
Okay, so you reckon Muiz banire to be our President or Dukehuh For Tinubu to have found Fashola, we praised him. For Fashola to have for this Muiz, he also deserves praised not castigation.

Who cares about Lagos being Benin or Yoruba land. As long as we are ONE!!! Yorubas and Edos should leave these petty fights!!! The Yorubas and Benins have a LONG history together and thus, are NATURAL ALLIES to eachother. I am an Itsekiri man and I see Yorubas, Edos, Uhrobos as my BLOOD BROTHERS (culturally and linguistically). ezeagu:
We can clearly see this by the amount of dusty people on the streets.
Lol  grin . Oga, where in Nigeria will you walk without being dusty?? With that sort of population density, the city will be NATURALLY dirty. Moreover, there are construction sites every few kilometers in Lagos and also a Timber-mill in Makoko. Do you expect the air to be clean, not to talk of the ground?

ezeagu:
Most of the clashes are because of land (usually cows grazing) and they are usually between muslim and Christians in rural communities. Lagos land is not split between different indigenous people.
There are ethnic clashes as well as Political crises and all sorts in the North and other states that have the population diversity as close to Lagos. Take for example, Warri. Most of the people in Warri are christains, YET they kill eachother over "conquered territories". The same cannot be said about Lagos.

ezeagu:
Of course Lagos will attract investors as the financial capital with 18 million people and large amounts of people with fat wallets.
Who made it the Financial capital?? You?me? Babangiga?? OBJ?? or Whohuh Bros, its is due to careful planning and God's grace (to the atheist, Luck!). No one said, "Hey, today this will be OUR financial capital". It just happened because Lagos state has found a constantly attract investors both LOCALLY (From the SWestern states and the SE) and international.
About the "large amount of people with fat wallets". Haba! Since your last visit to Lagos, how many people have you seen with a "fat wallet"?? In fact, most working class people who work in Marina (I hope you know that is the work district of Lagos) actually live in Ogun state. The price of houses in Lagos is too high. So where do you see your "fat wallet"?? undecided

ezeagu:
Tinapa failed because it was killed by Northerners.
There is ABSOLUTELY no evidence of this. How can you build Tinapa without an International Airport close byhuh It just does not make sense. I mean, who wants to land at MMA or NAA, then travel all the way to Cross river because of Tinapa?? Most but not all of the fun they will ever dream of in Nigeria is in Lagos or Abuja. Why will I go to Tinapa when I can go to STV cinema or Palms to get what ever I wants. More still, travel abroad and show off to my friends yet I will still get whatever I want.
The commercial environment was not conducive enough for investors and tourist. It was not properly planned.

ezeagu:
What airport is this?
The one that is current being built in Lekki

ezeagu:
Cater in what? Building houses in Makoko?
In a city like Lagos with funds for 10milllion people when 18 million are actually living there (minus the extras that come everyday), you certainly do not expect Fashola to go to Makoko and build houses for them, do you shocked? Agreed, only about 12 or so million people will benefit from his schemes and I will consider that a success.
Even if he builds houses for them in Makoko, how do you expect the citizens of that area to pay for renthuh Moreover, people from other states (especailly neighbouring ones) will take advantage of such a scheme.
All in all, it will not be viable.
PoliticsRe: Lagos: Echoes Of Praises On Cameron’s Visit by jason123: 1:25am On Jul 28, 2011
jmaine:
There are  alternatives to Fashola, and Fashola can never be the best option for Nigeria my brother  . . .It all depends on the caliber of people competing with him at an instant to warrant your believe . . .  Imagine a Fash versus a Duke . . . do you think Fash would out pace Duke  cheesy . . . Though Fash belongs to the top class level of leaders we can count on  wink
You are joking, right??
Fashola, to me, is WAY WAY better than Donald Duke. Reasons:

1) Fashola is managing 18 million people not 2 million or so people
2) The population density of Lagos is way higher than that of Cross river state. This makes it an enormous challenge to build infrastructures without unnecessary disruption and commotion.
3) It takes a whole LOT to manage a multi-cultural place like Lagos without ethno-religious clashes as we have been witnessing in Kaduna and other multi-ethnic states.
4) Cross river is considered as an Oil producing state, thus, entitled to more money than Lagos state BUT Lagos stats has found a way to constantly attract investors (Eko atlantic etc). Thereby, making the Federal revenue USELESS (Lagos survived without the Federal revenue for 3 SOLID YEARS. No state can do it in Nigeria)
5) The Tinapa project was a monumental failure because he over invested without taking other factors into account BUT the Eko-atlantic project is ALREADY a success before its even completed. Tell me, if you are given the option of going to Tinapa or Eko atlantic (All expense paid wink). Which will you choosehuh
6) It is ONLY Lagos state that can build an Airport without the help of the FG and yet compete with Muritala.
7) Lagos state is being paid to cater 10 million people while the actual population is DOUBLE in size. Tell me, which state can do suchhuh

Personally, I think Fashola should be BEGGED to lead this country, that is, if we love ourselves. I know he has his short comings but who does not? undecided But comparing him to Duke is a bit belittling considering these factors I listed, don't you thinkhuh
