PassingShot: You're a huge joke really!
You keep denying your statements. If not, what do you mean by this statement of yours if not that the FG should acknowledge an error?
Anyone who reasons upside down can rightly be called a wailing wailer. So?
The first word ("No" answers the question. So, you're convinced the degree is not fake. Good. Whether he chooses to be addressed as "Dr." or not is not our business. Throughout the world, people answer "Doctor" based on honorary degrees. Fact! That you won't do it doesn't make it morally wrong for another person who chooses to do it.
And again you lied about it being removed from his Wikipedia page. I just checked it and it's there https://en.wikipedia.org/wiki/Babatunde_Fowler It says
Wrong again. It's a common saying that "the burden of proof lies with who alleges. So spare the preaching.
I know. It's what people with no points to defend their position say.
Take care. Correction: Earlier, I wrote this: "Why have it just now been removed from his Wikipedia page, as people are saying?" It was from his profile on the Lagos State Internal Revenue Service website that Fowler deleted the reference to his honorary doctorate from the Irish International University. He also deleted the "Dr." prefix in his name. Yesterday. For those not familiar with the subject, Mr Babatunde Fowler got an honourary doctorate from a fake university (difference between that and fake doctorate is one between six and half a dozen) and has commenced deletion of same from public portals. Not sure yet how he will delete it from the CVs and profile he submitted to President Buhari. Anyway, na Naija we dey. The rest of what Mr PassingShot wrote above only betrays his inability to comprehend posts. |

PassingShot: Boy, what is your point?
I have proved to you that the degree in question is not fake based on definitions of "fake" and you have agreed.
On your part, you want the presidency to acknowledge an error based on the unproven allegation even though no error exists until proven. No, kiddo, that is not what I said. Read again. This time, slowly. PassingShot: So, what is your argument per se? Read my posts. PassingShot: I state again that:
1. There is no moral burden on the man or the FG to prove that the degree is fake. 2. It is those who allege that have to prove it is fake. After all, it is morally wrong to allege without facts based on investigation.
What has SR or Farooq being Buharists got to do with the argument? Or you expect that because one Farooq or SR say something, people don't have to use their God-given brain to think things through? I will explain this carefully so you can see link. Now, read your own post again. You brought "wailing wailers" into this, implying that only Buhari's enemies would be interested in this matter. PassingShot: I ask you again, what is your main problems? The moral burden is on SR and Farooq to prove that the honorary award is fake and not anyone else.
That the uni is "blacklisted" doesn't make the awards they've given out become fake? Or does it? No. But I'd remove it from my CV to avoid embarrassments and distractions like this one. (I'm even prepared to accept it was an oversight, hence my earlier post which you cited wrongly.) And, of course, I wouldn't be so vain as to parade myself as "Dr" with some "honourary" piece of paper against the position of those charged with such matters in the country. Why have it just now been removed from his Wikipedia page, as people are saying? If it is okay to leave it on his CV, why not leave it on Wikipedia? And you say the government has no business investigating or responding to clear up things and avoid distractions Buhari and Nigeria don't need at this time. SR and Kperogi have no moral burden. To illustrate, ever heard of plagiarism in academics? If someone says you plagiarised his work, he has not alleged a crime, he has only called your moral character and fitness to be a prof or an academic into question. The school's senate will investigate the allegation and if proved, the prof in question will be fired. He is not a criminal but he has a morally broken character. But this is something you can't comprehend, even if I spent a thousand years explaining it. You will keep yodeling about "crime" and "fake" and other issues I'm not disputing. This is a waste of time. Cheers. Carry go. You done win. |

PassingShot: Sorry, I disagree completely with you.
That the degree was included in his citation is not a crime as far as there is no proof so far that it's fake.
That he has it on his website and addresses himself is also not an issue as far as the award is genuine.
That the university is "less than reputable" or "blacklisted" as some of you claim still doesn't make the award fake.
The degree ONLY becomes fake if and when it is proved that "the less than reputable" university didn't really honor him with it.
From May 29th to August 21st is not four months my friend. It's not even three months yet. You only expose yourself for what you are - a wailing wailer.
And what are the economic losses you're talking about? I am willing to engage you on them if you bring something reasonable up. No, I won't engage you, because you you can't be engaged. PassingShot: I get it from all you've written that you agree nothing has been proved against the man and that's exactly my problem with SR or anyone who clings to the unsubstantiated and unproven news. We must desist from Pull Him Down (PhD) politics we play in Nigeria just to get at the opponents. It's completely wrong of SR and Kperogi to make an unverified claim and brand his honorary degree "fake" without having completed their investigations. The onus is on those who allege to prove their point and not who is being accused. So, your point suggesting someone to make inquiries (perhaps you expect the presidency to do that even) on a degree which would definitely NOT have been submitted alongside his credentials holds no water. For crying out loud, IT IS A HONORARY AWARD and as such he needn't submit same along his documents while being considered for the post.
Finally, note that even as a Buharist, I have called out the president on few occasions on this forum. Check my posts/threads record to clear your doubt. But on this one, the president has not erred a bit. Nobody has said Buhari has done anything wrong here. Now these allegations have surfaced, what the president should do is ask the NIA to investigate those foreign certificates. Under Jonathan's odious government, it won't matter. Under Buhari's change government, it should. It seems you don’t understand what the problem is. Let me spell it out – * The fact this doctorate from a less than ok university was read in his citation by Buhari's spokesman means he himself included it in his CV and the government didn’t bother to check. * The fact he parades himself as a doctor (on his website) when he has no PhD or medical degree, against the stipulations of the Committee of Vice Chancellors, though not a crime, calls his moral character into question. * It is right to point out anything that is not on the level regarding someone being appointed into high office so you have no case against the vigilant media here. The government should make findings and come out to tell us the result. The government may say something like, “Nigerians, our attention was drawn to some issues raised against Babatunde Fowler. We can tell you that the issue of his doctorate is immaterial since it was an honourary degree. But since the university is less than reputable we should not have included it in his citation. The error is regretted. On the matter of his degrees, we can confirm that he obtained his first degree from the University of Wisconsin at ____________. Bla bla bla.” That should settle the matter. Thank you. And, mind you, Buhari has wasted the country's three months or so yet no cabinet - with the attendant economic losses. He better come up with a mix of angels and archangels to justify that. Not a bunch of people with question marks trailing them. |

So this accusation is just noise to me. Well, this may be a fair point for Mr Fowler at the end of the day, even if it doesn’t erase all the few question marks trailing him. Nigerian journalists are notorious for “dashing” people titles such people have not called themselves by. I remember Nelson was labelled Dr Mandela by the Nigerian media - I'm sure the dunces actually thought they were adding something to the man when they did it. Similarly, it was from Radio Nigeria I used to hear Dr Jacob Zuma. So, yeah, Dr Babatunde Fowler may well have been created by some yeye news editor. |
Politics › Re: Babatunde Fowler Has Fake Honorary Doctorate Degree - Sahara Reporters by JuanDeDios: 10:11pm On Aug 20, 2015 |
PassingShot: First of, it's not uncommon practice in Nigeria for people to attach Dr. to their name on honorary award as this. Secondly, the Farooq guy is equally holding on to straw. The fact that the Committee of VC frowns at the practice has not made it illegal. And him talking abt multi campuses of an institution makes no sense. What is wrong in someone who attended Enugu campus of UNN saying he attended UNN? Did he have to attend the Nsuka campus b4 we accept he graduated from UNN? The point he raised about multi-campus does not prove anything but it's sufficient ground for scrutiny. Nobody has said Mr Fowler should be taken to Kirikiri yet. I myself have never met someone who introduced himself as attending the University of California, for example - you say University of California at Los Angeles, at San Diego, at Berkerley, etc. University of Texas at Austin. It's not quite the same thing as UNN. If I met someone who tells me he went to the University of California I would not conclude he is a fraud, but I'd make enquiries if we are dealing with something important. On the Dr title, I didn't even know about the VCs' resolution - I just found that practice an ugly manifestation of the Nigerian's love for titles and aggrandisement. Now, if the VCs who're responsible or handing out the "honourary" titles in Nigeria resolve that recipients don't prefix their name with Dr, DECENT people are expected to comply. You say it's not illegal, yeah, not brushing your mouth in the morning is not illegal. Remember nobody has said he has done anything illegal - what SR and Kperogi have revealed have called his MORAL character into question at a time Nigerians at still holding their noses from the stench of the Jonathan era and looking forward to a new era. Your assertion that Kperogi is holding straws is in bad faith. But this is Nigeria, so I guess you reckon it's okay for people appointed into high office to have big question marks trailing them as long as it's the side you support that is doing the appointing. That's what the rest of us get from you partisans. |

PassingShot: Let's assume the university is blacklisted, does that make the honorary award become fake? The answer is "NO" as far as the degree was actually awarded by that institution. The worst that can be said abt it is to call it "unrecognized" award. It is only a fake award if he was never honored with it and he claims otherwise. You're right on that particular score but I wasn't particular about the word "fake". I was merely giving vent to my heartfelt dislike for people who parade themselves as "Dr" because of some honourary doctorate. It's a dumb thing to do really and I find it hard to take them seriously. That sort of thing should be done by illiterates like Gabriel Igbinedion and not educated people. Anyway, you will find this Facebook post by Farooq Kperogi interesting. It appears SR knows what they're talking about. After months of delays, ostensibly to properly vet his appointees, President Buhari just appointed somebody that may turn out to be a total fraud. He appointed a certain "Dr." William Babatunde Fowler as the Executive Chairman of the Federal Inland Revenue Service (FIRS). In a news release signed by Femi Adesina, this red flag appears on the man's qualifications: "Fowler, who holds an Honorary Doctorate Degree [sic] of the Irish International University, is a Fellow of the Chartered Institute of Taxation of Nigeria and the Business Management Association of the United Kingdom." Well, Irish International University is a fraudulent, non-existent university ( see http://news.bbc.co.uk/2/hi/uk_news/education/7175730.stm). Second, the Committee of Vice Chancellors in Nigeria has ruled that people with even legitimate honorary doctorates cannot prefix "Dr." to their names, as is the practice globally ( see http://www.farooqkperogi.com/.../finally-some-good-news...). I fear that if this Fowler's other qualifications are looked into, a big scandal may break out. His bachelor's degree, for instance, is said to be from the "University of Wisconsin" and his master's degree from "California State University." The trouble is, University of Wisconsin and California State University are multiple-campus universities; you can't just say you attended the University of Wisconsin without mentioning the location. The University of Wisconsin has 26 campuses, and California State University has 23 campuses. Something is fishy here! |

SenseiX: Pres Jonathan had already ordered all MDAS to close down all accounts and make all transactions with the Single TSA with the Federal govt far back in January so I don't get what's the big deal about it. Buhari probably got it from GEJ'S Handover notes. The decision of GEJ then was well reported in the news then, it even made Nairaland's front page. Here's a punch report on it from January The Federal Government on Tuesday directed all its Ministries, Departments and Agencies to close their revenue accounts with Deposit Money Banks latest by February 28.
The government gave the directive while unveiling an electronic revenue collection platform aimed at checking theft, diversion of collected revenue and all sorts of corrupt practices associated with revenue collection.
The balances in the revenue accounts, it said, should be transferred to the Consolidated Revenue Fund of the Federal Government.
It warned that any MDA that failed to comply with the directive by the end of February would be appropriately sanctioned.
The Accountant-General of the Federation, Mr. Jonah Otunla, disclosed these in Abuja at a workshop to sensitise the MDAs to the commencement of the electronic revenue collection project.
The implementation of the project, he stated, began on January 1 this year and that it was meant to enthrone a new regime of centralised, transparent and accountable internally generated revenue management system.
The House of Representatives had in an investigative report on unremitted revenue last year said that 60 revenue generating agencies of the Federal Government failed to remit over N9.4tn to the coffers of the government between 2009 and 2012.
The Chairman, House Committee on Finance, Abulmumin Jibrin, had said of the N3.06tn the agencies generated in 2009, only N46.8bn, or 1.53 per cent was remitted to the government.
In 2010, the sum of N3.07tn was generated, but N54.1bn or 1.76 per cent was remitted; and in 2011, the generated figure stood at N3.17tn, out of which only N73.8bn or 2.33 per cent was remitted.
Otunla said going forward, the new platform would improve the availability of funds for financing of developmental projects and budgets as well as plugging loopholes in government revenue collection and management.
He said the commencement of the e-collection platform was a product of series of treasury reforms that began in 2012 and aimed at ensuring transparency and accountability in the management of the nation’s resources.
The reforms, he stated, led to the introduction of the Government Integrated Financial Management Information System and the Treasury Single Account.
Otunla said, “We have rolled out the GIFMIS and TSA implementation. At inception, a total of 93 agencies were enrolled and as of today, we have about 551, which is about three quarter of the total budget of the federation.
“We have yet to realise the full potential of the reforms. Some big budget MDAs to wit the National Assembly, National Judicial Council, the armed forces and some other autonomous agencies have been reluctant to be brought into the GIFMIS and TSA process.
“The implication of this is that substantial cash resources of the government are still lying idle at a time when our cash flow is facing a lot of challenges. In the face of the cash flow problem, we need to be more creative. We can enhance the performance of the budget by either improving revenue or reducing costs.”
The accountant-general added, “Our efforts this morning on the e-collection of revenue is a revenue enhancing programme by freeing more funds for budget performance. We are perfecting a system of collection. We are not perfecting a system depriving the commercial banks of income.
“So, we just want to make revenue collection a little more efficient; but in the process, it might influence the inflow to the commercial banks and that’s why the Central Bank of Nigeria is playing a pivotal role.”
Shedding more light on the new revenue collection platform, the Director, Funds, Office of the Accountant-General of the Federation, Mr. Mohammed Dikwa, said, henceforth, government revenues would now be paid into the CRF/TSA at the central bank through any branch of the DMBs.
He said, “A treasury circular on e-collection will be issued next week. With the coming of e- collection, MDAs can no longer maintain revenue bank accounts with commercial banks. You are, therefore, advised to transfer any outstanding balance in your RBA to the CRF and immediately commence the processes of closing them.
“The MDAs are given up to February 28, 2015 to close the RBAs. Appropriate sanctions shall be applied against any MDA that fails to comply.”
To ensure the successful implementation of the project, Dikwa explained that a multi-stakeholder committee comprising the OAGF, CBN and representatives of all the commercial banks was set up to agree on the implementation plans and timelines. http://www.punchng.com/business/business-economy/close-revenue-accounts-with-banks-fg-orders-mdas/ Here is the Nairaland front page thread on it back in January https://www.nairaland.com/2082943/close-revenue-accounts-banks-fg
So Buhari only just re-issued an order already issued by GEJ Cc lalasticlala Yes, but most MDAs did not comply. It was necessary for Buhari to give the order again. |
