Those are called face visors or face shields. They are meant to protect the wearers from splash or droplets landing directly on the face. This is because health workers cannot really maintain social distance while caring for their patients, so they need additional protection in case the patient suddenly coughs, sneezes or vomits into their faces while attending to them.
The visors should not be worn in isolation. You still need face mask while wearing visors cos the visors won't prevent you from inhaling droplets of secretion that can come out from the mouths or noses of people you're in close contact to. Wearing a visor without mask is self deception. Even the surgical masks are not very protective of the wearers, because they have no ability the filter out pathogens from the air inhaled. Only FFP masks can do that, but are very expensive. Surgical masks are more helpful if everybody wears it, such that infected people won't release viruses into the environment when they cough, sneeze or talk.
So as you can see, what that lady has done is more of stupidity than an ingenious act to protect herself. If she knew better, she wouldn't waste her time on that.
