One mistake most bakers/beginner bakers make is adding excess flour while kneading. Excess flour will alter the recipe. Just knead with little flour...knead with the base of your palms (the side closer to your wrist).
Alternatively, you can oil your hands well and work with it. After minutes of kneading, the gluten will form and the dough will come out less sticky, elastic and smooth.

Some of you here (up to 7 of you as of now) are misquoting the OP. In his post, he indicated that some people made allegations that the reason for the cheap hard bread is because sawdust is being mixed with millet and wheat flour. But that is NO doubt a FALSE rumor. There's no way the OP would knowingly eat hard bread made of sawdust and then come over to brag about it here on a discussion forum like NL. Lol.
The bakeries where these loaves of bread are made would have been raided long ago by the law enforcement agencies and the owners of the bakeries arrested.
I'm certain that the "millet flour" that was added to the wheat flour is the primary cause of the hard bread and NOT the addition of sawdust as alleged by the Northern rumor mongers.

First off, what part of the North of Nigeria are you based? I know that most kinds of food are cheaper in the North of Nigeria that those commercial and urban areas in the Southern States where "greedy Piranhas" called middlemen and retailers exist.
Second, the no sugar, no milk pap isn't bad. Sugar and cow milk reduction in the human diet is very important these days when there's been a spike of all kinds of cancer worldwide. Some Akara (or Kosai in Hausa) to go with your pap and bread would have made your meal to be more balanced instead of the carbohydrate PLUS carbohydrate breakfast combo you had.
Third, the bolded got me raising my eyebrows here! If the alleged sawdust mixed into the wheat flour and millet is true, then the folks living in the North have to make a quick Intel report to the government, the regulatory agency such as NAFDAC and traditional rulers in that area of the North of Nigeria where this bread is sold.
Anyways, I suspect that the reason why the N100 bread is hard is because of the addition of millet flour to the wheat flour to reduce the cost of production and NOT necessarily sawdust.

A second shipment of U.S. light sweet crude oil is on its way to Nigeria, according to a trader and ship tracking data. The Dangote refinery is increasing its crude oil purchases.
The vessel Otis, carrying about 850,000 barrels of WTI Midland crude oil, left Houston last week and is headed for Lekki, Nigeria.According to tracking services Kpler and LSEG, it is expected to arrive around mid-March. The vessel was chartered by Vitol, a major energy and commodities company.
Earlier, the first shipment of 2 million barrels of U.S. crude on the large vessel Gem No. 1, also chartered by Vitol, was nearing Nigeria and is expected to arrive next week.
The Dangote refinery, Africa's largest with a capacity of 650,000 barrels per day, is located on a peninsula near Lagos, built by Africa's richest man, Aliko Dangote. The refinery started purchasing crude oil in December last year, with Nigeria's state-owned oil company, NNPC Ltd, being the main supplier.
Recently, the refinery issued tenders to sell two fuel cargoes for export, according to a tender document and trading sources.
In summary, Aliko Dangote’s refinery is now importing crude oil from the USA to meet its processing needs, marking a significant step in Nigeria's oil industry.

There's NO way though that Heineken Lokpobiri wouldn't have known that cheap crude shipments are on the way from the United States because it's been reported in the global media on sites such as Bloomberg and other international sites that I regularly visit which are devoted to reporting global energy issues. The newspaper publication may have misrepresented him here. It's either he meant that he wasn't aware of imported crude oil that has recently landed in Nigeria for Dangote. Dangote Refinery can always complement crude oil sourced from Nigeria with cheaper crude oil sources from the U.S. and even TotalEnergies is also gearing up to supply Dangote with crude oil. As long as the pump price of fuel is cheaper than it is now, and Dangote Refinery is able to declare profits, then all is well.
