Why is it so hard to get this into your thick skull. The constitution says there must be 36 ministers. Unfortunately we dont have the funds to run 36 minstries.

You that is insulting people are the one that does not have the minimum requisite understanding of the constitution; for starters, the constitution did not '..says there must be 36 ministers' as erroneously been touted by you.

Secondly, the constitution states...

1. Section 147(1) Mandates the President to establish "office of the Minister" of the Government of the Federation....
2. Section 147(2) indicates that the Senate shall confirm any appointment to the "office of the Minister of the Government"
3. Section 147(3) states that any appointment under section 147(2) above must be done in such a way that, at least one Minister is appointed from each State.

If you read the language of the constitution, it appear to state that, if section 147(3), which is state requirement is not met, then any appointment made under section 147(2) is invalid.

So, yes the constitution mandates the President to at least create 36 Ministries and appoint at least one Minister to these offices from one state. If the President, go ahead and appoint ministers from certain states and ignore other states, those states have the right to sue the President, because that is a clear violation of the constitution.

It appear that, the constitution want each and every state to benefit from holding a federal ministerial level office. And the President cannot fault the economy for been the reason to violate the constitution.

The constitute did not mention 36 ministers either....

The constitution mentioned the establishment of the office of the Minister of the Federal Republic of Nigeria and that each "Office of the Minister of the Federal Republic of Nigeria" shall be appointed from each state of the federation.

Therefore the President is bounded by the constitution to create 36 offices of Ministers of the Federal Republic of Nigeria and those offices can be federal departments, ministries, etc.

Merely appointing 36 ministers does not create the offices of ministers of the Federal Republic of Nigeria as mandated by the constitution.

It surprises me how some sections will celebrate the word "Laity" and wear it as some type of award or honor.

It is even surprising, that members have to achieve this 'noble' position...

Laity simply means lay people as in ordinary when distinguished from professionals or clerics.

We are all workers in God's vineyards, if you are not a clergy, then you must be among the laity.

What is the point of having a minister without a ministry aka portfolio.

Though the constitution did not mention 36 ministries, but it must have implied 36 ministries when it mandated that ministers must come from all states of the federation unless the short sighted madness to create more states did not envisage this gapping hole.

Maybe best to rotate the Ministers through each of the ministries or update the constitution to reflect the reality on ground.

Despite your current refusal, it appear you still like him and would not mind getting him back...the only thing I sense is the fact that, you do not want to "be the cause of another woman's sorrow"...well, a broken engagement is better than a battered woman, a loveless marriage or a divorce.

If you still feel for him and he have truly turn a new leave, do not let that be the hindrance, he might just be the one for you. The golden rule, I go by is, no one snatches a a boyfriend, girlfriend or spouse from another, people change their minds, make new choices, etc so long it is not done maliciously, it is better than living the rest of your live in misery with someone you do not love or battering them...think about the children the divorce and that relationship will entrust to us society to deal with...so, causing another woman sorrow is the lesser of the evils, if you think about the whole picture.

Also, you might be doing that lady a big favor by saving her from a loveless marriage to come....put yourself in that lady's shoe, getting married to someone that do not love you but loves another...you will at least want to know that, and I believe you will not want to go into that marriage, knowing that the person you want to spend the rest of your life with does not love you...and you will wish someone can tell you that or if there is a crystal ball that can tell you if the guy love you or not and if you find out, even if it will cause a temporary discomfort, you will want to at least but that engagement on hold. So, in the bigger scheme of things, considering the whole picture, you might be doing that lady, yourself and this guy a big favor once you stop looking at the temporary pains that lady will pass through as a factor in your decisions.

This is not a scam, it is an inside job from the bank period!

Someone have access to your online banking details, then initiated a transaction and a OTP was sent to your phone to confirm the traffic, they called you to read back the OTN to them, so they can enter it into the online confirmation form.

Some info only an inside will know, they cleared your account to the nearest thousand.

Using token will help prevent this, definitely a red flag will be raised if anyone call you to give then your transaction token number. Token is not initiated and sent to you, you manual operate it and key in the token.

Go to bank, threaten them, make lots of noise, tell them you are writing a petition against then, they will quickly and quietly return your money and catch the culprit, their are lots of trail the culprit will leave behind, if you do not put the bank on notice that, you will not go quiet on this, they will seat on it and do nothing.

No, if you do not have a bank account then you do not need BVN, but the Nigeria government want to change that, hence the next phase is to link BVN to the National ID card, which is similar to SSN in the US.

Yes, the US keep bio data of people into a database; for starters all immigrants have a bio data of them in the US kept by the FBI, if you are arrested even if you are innocent and before going to court or seeing a judge, the US collect your bio data; if you want to work for some government entities in the US, they collect your bio data to do a background check, even some employers in the US do background checks on you before giving you a job, guess where they send you to? To a local lab that collect your bio data and those bio data are sent to the fbi, where they are stored in their database and compared with other bio data to see if you have a record or not.

If you want to get a gun in the US, they get your bio data; in fact it is literally impossible to live in the US be it natural born citizens or immigrants without the US government collecting your bio data at some point. A friend who is a medical doctor had his bio data taken becos he want to work with CDC, there are some places you cannot go unless your bio data is taken and checked to make you are clean...while trying to get a liquor license few months ago, my bio data was taken.

As you can see, you can't escape it in the US, maybe that is why their crime fighting is more effective..so the national ID is a good start in Nigeria, it is a good crime fighting tool.

From time immemorial, the US has been using social security number and today, all 300 millions in the US have it; it is also central base numbering system, without which you cannot basically not do anything meaningful in the US...BVN is a good thing in 9ja and it does not help or hinders the anti-Christ as, they don't need it.

Against, the anti-Christ will not issue the mark of the beast under false pretense or through an agency...when anyone gets the number, they will know exactly what they are getting, it is like an initiation number, you will know that, you are denying Christ and henceforth are worshiping the anti-Christ.

Yes, BVN can be registered after the deadline. BVN is a continuous exercise that will never end, all new and future account holders will have to get their BVN as a condition of opening their account.

At the worst her account will be frozen and she will not be able to make any transaction, but once they completes her BVN registration and submit same to her bank, her account will be unfrozen; but some banks might charge a fee to unfrozen the account.

It you ask me, I am 99.9% sure that, the deadline will be extended once again....

I was at the OIS Services office on Monday at Fleet Street, Central London and they told everyone there that the deadline for Bank customer livining abroad has been extended to December 31st and on their website http://oisservices.com/bvn.php, they are still Accepting appointment as it is now and in fact the appointment I made 2 weeks ago is scheduled for 20th of November . I asked 2 of their staffs out there and they both told me the same thing.
There is no expiration in doing the BVN, it is now the norm for all new/future account holders, so the exercise will not expire. Only that, from Nov 1, you will not be able to make any bank transaction until your account is linked to your BVN.

I have not done mine also, just looked up the centers, the only one in the US appear to be in Washington DC, was planning on making the 3hrs drive until I noticed that my 9ja passport don expire, so na to find time go renew that one first.

First bank should be liable for this stolen fund....if it was a USA bank that issued the card, I know your charge back would have gone smoothly. Everything with Nigeria is headache. If the merchant didn't want to release easily, first bank can file a case against it.
Not true, the OP is talking about ATM card and not credit card...credit cards have more protections, but ATM cards, not as much, even in the US.

It happens everywhere, there is no human right abuse there. You can't employer to continue to keep workers on their payroll against their self interest.

More than 80% of employees in the US are 'at will employees', which means the employee or the employer can fire each other at anytime, but the golden social rule is, one have to give the other at least two weeks notice, but there is not wrong if you literally walk right out without any notice or if HR tap your shoulder and walk you right out, but in most cases employees will give two weeks pay in lieu of notice.

This is real and not a scam. Kindly pass the info to let others know. As we all know that the BVN registration will close on the 31st of October, 2015 and there will be no further extention.

Point of correction, BVN registration is not closing by October 31st, rather restrictions on non BVN account holders is planned to start after that date.

BVN is now part of the requirement to open a new account and have come to stay and will never leave. Before you open a new account, you will be asked to go do your BVN and with it, your new account will be opened...the same is applicable if you want to lift restrictions imposed on your account due to BVN noncompliance, simply go do your BVN, present it to the bank and they will lift the restrictions....my guess is, the banks might charge a fees to lift the restrictions after you have provided your BVN number.

ATLANTA, Oct 16 (Reuters) - A jury acquitted two deputies of killing a Nigerian college student in a Savannah, Georgia jail cell last New Year's Day, but convicted them of lesser charges, a lawyer for the dead man's family said on Friday.

Former deputies Jason Kenny and Maxine Evans were found not guilty of involuntary manslaughter in the death of Matthew Ajibade, 21, who the coroner said died of blunt force trauma.

Ajibade was tasered many times while strapped in a restraint chair, the student's family attorney, Mark O'Mara, said.

Former nurse Greg Brown was also charged with involuntary manslaughter but this week Chatham County Superior Court Judge James Bass Jr. ordered the charge to be dropped.

Kenny was found guilty of cruelty to an inmate while Evans was found guilty of public records fraud and three counts of perjury for her false grand jury testimony regarding the restraint chair log, said O'Mara.

Brown was found guilty of making a false statement, said O'Mara, who represented neighborhood watchman George Zimmerman during his 2013 trial in the death of a 17-year old Trayvon Martin in Florida.

No details of the sentences were immediately available.

"I am not surprised by the verdict," said Ajibade's cousin Chris Oladapo, who attended the trial and gave a statement through his family's attorney.

"I knew that that same system that failed Matthew would not be the system that got him justice," he said.

The coroner had ruled the case a homicide and video of the incident showed a restrained and screaming Ajibade in only his underclothes being tased in his groin area.

Nine deputies were fired in the aftermath of Ajibade's death.

In a separate civil lawsuit Ajibade's family alleges that the incident started Jan. 1 when Ajibade was having a manic episode caused by his bipolar disorder, and his girlfriend called police for help.

The suit claimed that she told officers what was happening and gave them a bottle of Ajibade's medicine. But instead of taking him to the hospital, they arrested him.

The police report said that deputies responded to a domestic violence call and Ajibade was arrested on those charges as well as battery and resisting arrest.

Air Force, Navy and Army are constitutionally band from operating within the territories of Nigeria unless they receive Authorization to do so.

This is the job of this police and they should be ashamed for passing the blame here.
