It will be made compulsory if the nature of their work demands it. They may not necessarily be paid over-time, especially if they are senior officers. In the private sector, senior officers only get stipends like transport and meal allowances when they work weekends(I stand to be corrected); in most cases it's only the clerks, drivers, cleaners etc that gets over-time.

Was there ever complaints when the government officials gets monstrous allowances in estacodes, out-of-station allowance....and myrads even some jokingly posited "dog-allowance".....

But if some people care to rationalize this better, the purpose for these people working on weekends if for you and I that work in the private sector, that will not have time during the week to traverse thru 4hrs traffic from IV to Alausa to process documents and stuffs.......
HNosegbe: It's okay as long as two conditions are met.

1. It's not made compulsory.

2. The workers are paid overtime.

What will be left for capital expenditure?

@ Melahou,

1. I doubt your story and I think it's a blatant lie that Ikoyi club is shut because environmental sanitation. I doubt you're even a member of Ikoyi club else you'll not be posting false information
2. I am a member of Ikeja Golf Club (Benin Golf Club as well as Ibadan Golf clubs are sister clubs to us).
3. On environmental sanitation days we get into the club b4 7.00am. some of us are already "teeing" off by 6.20am.
4. NOBODY has ever come to harrass us in the club for not participating in environmental sanitation\
5. My office runs 24/7. some of us are on essential duties on weekends nobody has ever come to inquire why are we not participating in environmental sanitation
6. It is even more absurd that someone was asking that BGC should participate in cleaning of Osadebe avenue. Golf clubs as a private business have adminstrative staffs what work within (cleaners, managers, security etc), the internal and external environment of the club is maintained regularly.

Melahou: what are you talking about here, so because its a private club or property, go to ikoyi club lagos and see if they dont observe sanitation.
whether the Govt have issues with them is another thing. But they violated law.

Worse still their intelligence is pretty crude, awkward and questionable. They just regurgitate junks..... thet

Like I posted (in case you were too lazy to read while pasting blog entries) preliminary permission was given by the FMEnv, pending the completion of the full EIA which has now been approved. Since the FMEnv's policies allow certification before the final completion of the EIA, you have no basis to You can't tear anything apart because you simply make baseless claims not supported by any evidence.

@Omo_Tier1,

1. I don't know if it is plain ignorance of endemic Nairaland flu that you've caught.
2. I'm tempted to believe you don't even know how a club system operates or what is the rubbish arguement you're putting up here? comparing a church to a golf club is plain ridiculous. I wonder how I can even explain
3. Let me tell you some facts. The only reason Oloye could barge into Benin golf club is because the perimenter fence is barb-wired, hence you can see through. It is a private property and what goes on INSIDE the club is nobody's business.
4. Have you heard any governor's officer barge into Ikeja, Ikoyi, Dolphin, Abeokuta, Asaba, ShellClub in Warri, Ewekoro golf, IBB clubs and put them under lock and key because of environmental Sanitation exercises? Have anybody gone to Ibom, Ada, Nike lakes etc which are Hotels and Golf Clubs and put them under lock and key because it is environmental sanitation?
5. You practically lost me with your dumb "Igbo-trader" argument and there is no way you can comprehend the issues here......not worth it.
@ bold, if you claim golf courses are private properties, so churches should be allowed to hold weddings, services during environmental hours as they are also private properties? No undecided. Why should an igbo trader on mission road be asked to close shop for much of the day to do cleaning of His environment and some 'above the law' few will be golfing away on the green? Are they not citizens of the state who should obey the law too? Can't the golf club management take time to also tidy up the environment around Osadebe avenue? Go to the golf course lane and see how untidy it is!
Politics › Re: Oshiomhole Closes-down Benin Golf Club by mapet: 9:12pm On Feb 23, 2013
1. I think the Oloye went overboard or he's an illiterate....
2. Golf courses are private properties, well secured and not in anyway disturbing the public peace or affecting the environmental sanitation exercise.
3. In Lagos, all golf courses are fully loaded during environmental sanitation exercise, because that's even a good time to play as the course will not be busy, hence you can enjoy your game.
4. For me the pertinent question is, when is it part of our laws that government official storms private property to demand people partake in environmental sanitation excercises.
5. Benin Golf Club should sue Oloye and Oshiomole fast......we are not in military era-----that's if the story is true.

But I guess the club would have been opened by now and the oloye guy would have been warned in strong terms; going by the number of influential people that play golf, he'll be suprised that his warning would even come from military quarters

Here you are, a complete economic illiterate and beer parlour analyst, jumping to all sorts of uneducated, crass conclusions about a project which, needless to add, you've not spent a single moment of your life researching.

You talk of ''a state that cannot even provide this and that''. How do you expect the state to be able to afford all those things without an adequate and growing revenue base? Do you have any idea the tax receipts heading the way of the Lagos State govt from the thousands of companies and businesses that will eventually populate Eko Atlantic City? Do you know the impact on the state's GDP of a completed Eko Atlantic City? What about the hundreds of thousands of jobs - formal and informal - that will be generated in the short and long run? Will most of the employees not be the poor folk from the mainland you claim to care about? Or do you have any jobs for them? Politics › Re: Fashola Chides Critics Over ‘borrowing For Development by mapet: 5:55pm On Feb 02, 2013
1. I believe the challenge is first for any government in Lagos State to explore and fully exploit the legitimate opportunities of IGR. If you ask me, we're still at less than 25% of the potential.
2. Lagos State has demonstrated her capacity to tap the best human managers at its top echeolon to manage it's resources and I'm pretty confident that they'll maximize all the opportunities.
3. What I believe we should all collectively contribute to the commonwealth of Lagos is the ability to self-sustain. SMEs must go viral, Industries must be resuscitated, Capaital projects must deliver value, Citizens must pay taxes, corruption must be tackled.
4. I find Lagos comparable to Ghana, who have taken the gauntlet to self-sustain and be profitable. Ghana is one of the few countries that were not affected by the recent global recession. Once Ghana guaranteed basic investment ingredient like 24x7 power, lots of industries flooded the country.
5. My point is simply that we are looking at the prism from the wrong perspective, by our latent and apparent fears of cost of funds and ability to pay back. I'd rather we look at the potential of a State like Lagos in the next 10years and work hard at getting there from today onwards.

HNosegbe: Ok. You've made some good points, especially the part in bold. It's safe to say the jury is still out on the LASG's ability to manage and repay the amounts borrowed (There's a lot riding on that). Let's see if they will allow their debts to spiral out of control, like the FG has done.

Mind you, I'm not against borrowing. Debt is a two-edged sword, it can be good or bad. I'm just saying it's not just about ability to repay, there are other factors to consider.
Politics › Re: Fashola Chides Critics Over ‘borrowing For Development by mapet: 5:45pm On Feb 02, 2013
1. I have grossly over-estimated you......I'll only advise you to go seek some more knowledge, as you're giving yourself away, trying to reason beyond your capacity......nutshell, you're hardly making sense
2. Take an appraisal of a state and tell me the anticidents of their top commissioners and special assistants not to talk of the governor.............
3. In fact this is a waste of my time.......
kennytidistar: My friend they are not the same that is why most of you misused power because you assume governing a state is the same as managing a business, what is your line of discipline? No wonder we have bunch of fools ruling us. That is why there are training for public office holder is only a psychologically means of remodelling or repositioning there mind, if you are thinking you can manage a public office like your fathers business change you mind today, is not as simple as you think.
Politics › Re: Fashola Chides Critics Over ‘borrowing For Development by mapet: 3:32pm On Feb 01, 2013
Mr. Man, they follow nearly the same model, besides managing government involves managing multiple streams of businesses....it's the same
kennytidistar: so are you saying managing a state is the same as managing a business? Please governance is much more than dat.
Politics › Re: Fashola Chides Critics Over ‘borrowing For Development by mapet: 3:30pm On Feb 01, 2013
1. I am not too sure where to place your arguement, but I take it on the face value anyways.
2. I beg to disagree with you. The "cost of borrowing" is first on the perogative of the borrower, which is taken care of in the ability to pay back. Provided you've convinced your stakeholders that the cost of funds is subsumed by the value the project will deliver. These are simple things we all should understand, economist or not.
3. You will have to take some preliminary position for us to put the "cost of borrowing" arguement into proper perspective, theirin I ask; (a) Do you agree with the decision to borrow? (b) If you agree, then with your argument on "cost of borrowing, do you have alternate leverage options LSG could have explored, yet ignored? (c) else you think they shouldn't even borrow at all...
4. If you take (b) above, the onus is then on you to show us alternatives
5. I hope some of you guys are financially knowledgeble enough and not just regurgitating PDP's arguments that makes little sense. Truth is borrowing gives you leverage. Provided you've not exceeded your ability to pay back, then you're still safe........now that is what I think Fashola is throwing to you guys as challenge. Prove that Lagos cannot pay back those debt.
6. You see the arguement that Lagos will at this rate be broke......is probably not correct. Lagos increased its IGR by over 700% in 12years and still growing, for starters. Population is increasing and with the agressive approach Lagos is taking, trend looks like PIT alone will double in the next 3-5years, not to talk of other acruable incomes from industry taxes, lands and investments, etc.....
HNosegbe: No sir, I disagree. It's not just about "ability to pay back", it's more importantly about the COST OF BORROWING. You need to convince us that the interest rate on these loans is reasonable.

If you doubt me, ask the Federal Government that is currently spending N500 billion per annum on debt servicing.

While ficticious jobs are condemable, I think you've asked a question that in itself is very ridiculous. Except I'm still living in yester-years, what will job descriptions be "doing" in the public domain. But that in itself is begging the questions.......

You are at liberty to believe the OYES Scheme or not. Truth is that the scheme has withstood the test of times of the first 2years and a new set has been taken. There-in lies some lessons;

1. That with a paltry sum of 10,000 a month, 20thousand youths can be taken off the streets.
2. That we have a huge opportunity and demand gap in the society, yet the workforce to fill them are lying dormant.
3. That we can get creative if we choose to and other parts of the world can learn our model

Let it be clear, Osun State did not promise the 18,000 jobs in any of the state ministry or parastatals rather permanent means of livelihood and prosperity. I gleaned this part from the report which I think is quite useful.....

“I am happy to announce that this administration’s effort is already yielding positive fruit. About 18,000 of the cadets who passed out have found permanent jobs.

“At the newly established Oloba Farm, OYES volunteers are engaged in cattle and ram fattening and in the broiler out-grower scheme. Besides, 74 cadets are undergoing training in modern agricultural practices in Leventis Foundation School and 610 others are being tutored in the Osun Rural Enterprise and Agriculture Programme (OREAP), where they are already cultivating farms under a profit-sharing arrangement.

“Another 500 in the O’dua Farmers Academy are also being trained in modern farming techniques. Under a public-private partnership arrangement, 100 OYES volunteers are engaged in fish farming in Okuku and other farms. Some are engaged in honey-bee production.

“In the OYESTECH, another initiative of our administration, 2,100 OYES cadets were trained in mobile phone and computer assembly by an electronics company planning to set up a factory here. The cadets will provide after-sales support and services for these products.

“There are other areas of successes. For instance, 600 volunteers are currently engaged in the production of red bricks. One hundred and seventy-three of the paramedics trained under the OYES programme have been deployed in the O-Ambulance scheme and two others are call-tracking personnel in the Ministry of Health.

“The State Universal Basic Education Board (SUBEB) has engaged 1,501 cadets with teaching qualifications, who will be posted to primary schools in a short time. Over 600 cadets are to be trained and engaged as call operators by the State Emergency Call Service.

“More than 300 are being supported to set up Farmers’ Input Supply Shops, which is also a Public-Private Partnership (PPP) arrangement. Over 5,000 are also being prepared to provide mobile money, e-payment and allied services through various schemes.”

3. The pitiable thing is that our brothers that should be concentrating on our march to Utopia have no focus. Our brothers in diaspora join the western media to denigrate us at will and I wonder......
3. It is important that we define our path and how we get their. All these isolated statistics are distractions.
4. We need to build viable cities, much more we need to have the capacity to transform, rebuild and manage our cities, Amanpour or no Amanpour........

Politics › Re: Lagos: Mega City Or Mega Madness? by mapet: 7:58am On Jan 25, 2013
I'm not sure where to place you; despicable insect. I thought you will come with an arguement worth its salt and not something this stupid.

1. So to you because we paid low fees in the 80s and 90s, it will continue despite economic conditions and reality dictating otherwise? Your dull brain cannot process that even what 5naira could 500 may not buy today?
2. Are graduates of LASU working in multinationalhuh may be, but is "working in a multination the only objective an educational institution is supposed to fulfilhuh" Even the CBN governor once lamented that Nigerian graduates are unemployable. Are we going to be using the state of a priviledge few or reflect the totalityhuh But for me, what you dull brain fail to get is University Education is not an absolute, neither is it the peak of success. We make it sound as if some people's lives are ended because they never made it to the university. We send in a crowd into a delabidated educational system, these people are subjected to the wrong side of what a true university education is supposed to be, we churn out multitude of graduates. These now join the abysmall numbers on the street in the rat race. They will not be able to stand the test of time.
3. While you're still at your "pay low school fees crusade", dummy, the world has moved on. I wonder what's the attraction where employers are now travel overseas to host career fairs and recruit graduands of foreign schools (US, UK, France etc), mind you these are fresh grads and virtually no experience. In the 90s, employers come to conduct interviews in Nigerian Universities and outstanding students are penned down for employment even before they graduate.
4. For me if we want to have a sound and qualitative educational system, then we have to pay the price.
5. Finally before God will repay Fashola and myself in our own coin, ask yourself some salient questions. Who in this corporate Nigeria can hold and sustain his present job based on your 1st degree certificate alone? How much did it cost us to write some of the professional exams? How much did it cost us to hold a quality Masters or MBA? So the notion of low fees will not get us anywhere as those that have sought value had paid the price
sucess001: With all due respect to you...u re a dunce!

You went tru schl...paid low fees and now advocate dt univ. Education shd be for some select few?

U re truly a product of a failed system.

I paid low fees tru school...am sure I wouldn't have been able to afford d fees fashola wants lasu students to pay. So I tank God I had saner government officials while I was in school.

Are lasu graduates not working in multinational companies? Is d education dat bad? U increade quality by reducing quantity? Funny....
