EFCC seizes 29 properties from three ex-Air Force chiefs

• Commission seals farms, shopping plazas, hotels in Lagos, Abuja

The Economic and Financial Crimes Commission has seized 29 properties from the immediate past Chief of Air Staff, Air Marshal Adesola Amosu; a former Chief of Accounts and Budgeting in NAF, Air Vice Marshal Jacob Adigun (retd.); and a former Director of Finance and Budget, Air Commodore Olugbenga Gbadebo (retd.).

No fewer than 11 properties were seized from Amosu; 12 were seized from Adigun and six from Gbadebo.

Our correspondent learnt on Sunday that the properties included three plazas, six mansions, a quarry, a hospital, a block of flats, animal farms, a school, two hotels, some uncompleted buildings and some parcels of land.

According to documents made available exclusively to The PUNCH, the properties were acquired mostly in 2014.

The properties seized from Adigun were said to be worth N9.6bn.

Some of the properties include a shopping plaza known as Capadar Plaza on Adetokunbo Ademola Crescent, Wuse 2, which is worth N980m; a residential mansion on Lake Chad Street, Maitama, Abuja, worth N450m; an executive mansion in Imo River Close, Off Dandube Crescent, Maitama, worth N710m and a four-unit terrace on Agadez Street, Off Aminu Kano Crescent, Wuse 2, worth N720m.

Other properties, said to belong to Adigun, include a 35-room uncompleted hotel on Salt Lake Street, Maitama, Abuja; a parcel of land located on Bourdillon Street, Ikoyi, Lagos; a block of 12 service flats, located on Agodogba Street, Park View Estate, Ikoyi, said to be worth N1.8bn and a quarry in Bwari area of Abuja worth about $694,000.

The source added that all the properties had been temporarily seized.

He added, “Adigun spent most of his own share of the money on properties and so we did not recover much cash from him. Amosu, however, returned over N2.3bn and raised two bank drafts.”

He added that some of the properties seized from Amosu included a house on Adeyemo Alakija Street, Victoria Island, Lagos, worth N250m; a duplex at House 11, Peace Court Estate, GRA, Ikeja, Lagos, worth N110m; a N40m property located at NAF Harmony Estate, Asokoro Base and a five-bedroomed house at Valley NAF Estate, Port Harcourt, worth N33m.

Others include a hospital on Adeniyi Jones Avenue, Ikeja, known as St. Solomon Hospital with equipment worth $2.15m and a N95m house on Umaru Dikko Street, Jabi, Abuja.

The properties seized from Gbadebo include a fish farm worth N10m; a N20m poultry, located at Musa Close, Oyibo Ayobu, Lagos and a school known as Bloomsville International School, Divine Estate, Isheri-Olofin , off Lagos-Ibadan Expressway.

The three suspects will be arraigned by the anti-graft agency this week.

The retired military officers were accused of diverting public funds to the tune of N21,467,674,707.43 in 2014.

Others charged alongside the accused persons are Delfina Oil and Gas Limited, McCallan Oil and Gas Limited, Hebron Housing and Properties Company Limited, Trapezites BDC, Funds and Pricey Limited, Degree Oil and Gas Limited, Timsegg Investment Limited and Solomon Healthcare Limited.

One of the charges read in part, “That you (accused persons) on or about the 5th day of March 2014 in Lagos, within the jurisdiction of this honourable court, conspired amongst yourselves to commit an offence to wit conversion of the sum of N21,467,674,707.43, property of the Nigerian Air Force which was derived from stealing which is contrary to Section18 (A) of the Money Laundering Act of 2012 (as amended) and punishable under Section 15 (3) of the same Act.”

According to other charges, the accused persons had allegedly used some of the aforementioned companies, which they own, to award phantom contracts to themselves.

A prosecution witness for the EFCC, in a case against a former Chief of Defence Staff, Air Chief Marshal Alex Badeh (retd.), had revealed in court how N558m was diverted from the accounts of the air force monthly.

The EFCC was said to have based its investigation on the alleged diversion of N558m and the diversion of funds allocated to the Nigerian Air Force for the procurement of arms, fighter jets and other equipment.

Amosu and his predecessor, Badeh, were, in January, arrested for the non-specification of procurement costs, absence of contract agreements, award of contracts beyond authorised thresholds, transfer of public funds for unidentified purposes and general non-adherence to provisions of the Public Procurement Act.

The investigation also centred on the payment of N4,402,687,569.41 for unexecuted contracts; the procurement of two used Mi-24V helicopters instead of the recommended Mi-35M series at $136,944,000.00; four used Alpha-Jets for the NAF at US$7,180,000, funded by ONSA; the cannibalisation of engines from NAF fleet to justify procurement of jets; and the excessive pricing of 36D6 Low Level Air Defence Radar at $33m instead of $6m per one.

There was a mild drama at the investigative public hearing on the alleged mismanagement of the N120bn Aviation Intervention Fund organised by the Senate Committee on Aviation on Wednesday when the Chairman of the defunct Air Nigeria, Mr. Jimoh Ibrahim, denied collecting N35.5bn from the Bank of Industry.

But members of the committee and other stakeholders watched with amazement as the Group General Counsel for United Bank for Africa Plc, Mr. Samuel Adikamkwu, corroborated the position of a former Executive Director of Finance of Air Nigeria,  Mr. John Nnorom, that Ibrahim actually applied and obtained the loan through UBA.

Ibrahim’s former employee, Nnorom, told the committee that he did due diligence on the loan and secured necessary documentation, and decided to be servicing the loan with N228m monthly for nine months before the airline collapsed.


He alleged that the diversion of the fund to other ventures led to the collapse of the airline.

Nnorom stated, “The very moment the N35.5bn intervention fund was paid into the airline’s account through the United Bank for Africa, it disappeared into one of the private accounts of the owner without any amount from the fund injected into the airline, paving the way for its eventual collapse.

“The Aviation Intervention Fund was taken by Air Nigeria. In my capacity as the executive director of finance, I needed documents to pay and I did due diligence and I discovered that Air Nigeria actually took the loan.”

He added, “Jimoh Ibrahim said he did not take a loan. He said he acquired Air Nigeria and paid the money 100 per cent and that he was given a clean bill by UBA. But you cannot finance a loan if it is not bad after some time.

“The question is how that loan entered the account of Air Nigeria again. It is the intervention fund that was transferred back to UBA, which the bank is now servicing even after the airline was no longer in existence. I paid the loan, about N228m, for about nine months.”

But Ibrahim argued that the BoI did not give him any loan, but that it was UBA that actually applied and obtained the loan, which had nothing to do with Air Nigeria, because the money that was used to resuscitate the defunct airline was sourced from his conglomerate.

He said, “Government did not give me any loan and I did not collect any loan from the Bank of Industry or any other agency of government. What has the government to do with me?

“When we bought Air Nigeria, I did not see any intervention fund, no cash was paid to me or credited to Air Nigeria from the fund. When we came in, Air Nigeria had about $250m with two aircraft parked at the terminal that nobody was using.

“Mr. Richard Branson walked out of the airline. It was in a state of coma and the company was winding up before I was called upon. We decided to use our group of companies to grow the national carrier.

“At the group level, we provided a bridging loan facility to make sure that the indebtedness issue was resolved. The intervention fund had been in existence before we took over.”

Ibrahim added, “At the stage of buying the transaction with UBA, they told us very clearly that if the intervention fund re-occurred, they would be able to access it. As far as we were concerned, we provided the bridge loan facility. If UBA accessed the intervention fund, that’s their own.

“Air Nigeria did not apply to the Central Bank of Nigeria directly to collect the intervention fund. The debt in existence before we bought the airline was what the intervention fund was used for. We had presented documents before the Senate last year that we had no business whatsoever with the intervention fund.”

However, the UBA representative, Samuel, presented documents to the committee to show that the loan was actually requested for by Air Nigeria and that the bank applied for N41.1bn, being the indebtedness of the airline, but N35.5bn was approved.

He said, “In 2010, Air Nigeria made an application to us to apply for N41.1bn from the BoI because that was what they were owing us; but in the end, we ended up getting N35.5bn, which we used in refinancing part of what was outstanding at that time.

“No one can buy a company with assets and liabilities and now claim that he had paid the loan. The letter was issued for a purpose to enable him assess loans from local and external sources. Air Nigeria remains indebted to UBA. There was no time when Air Nigeria was not indebted to UBA.”

The Chairman of the committee, Senator Hope Uzodinma, queried the management of UBA for writing a letter giving a clean bill of health to Air Nigeria when indeed the airline was still indebted to it.

“By July 9, 2010, UBA wrote a letter to the NICON Group of Companies that Air Nigeria was no longer owing, and by September 16, 2010, the same Air Nigeria was applying to BoI to finance a loan. Which loan again?” Uzodinma queried.

You got it wrong at the bold part my dear. The matter was not between Muslims and Christians, the Christian community, as far as i know, were not party to the case brought against the Lagos State Govt and the Muslim Students Society of Nigeria, Lagos State Area Unit. So, it was a matter of the State Govt., vs. the MSSN, Lagos State.

Be that as it may, I think this issue of Ijab in school or not started when a teacher in a public school in Lagos State 'flogged' a female student and asked her to remove her hijab, allegedly. That was the issue of female students wearing hijab to school came to limelight. And I think nobody care more about hijab in our schools before that episode. I went to a public school, in the 90s, and this issue of hijab was not an issue.

Again, talking about missionary schools, particularly in Osun State, please note that the St. Charles Grammar School, Osogbo; The Baptist Academy; The Fakunle High School; the St. Paul's of this world, all in Osogbo, were originally missionary schools. But they were all taken over at a point by the Military Govt., then. And at that time, there was no, and there couldn't have been, any issue of hijab or no hijab.

However, now that the schools have been returned to their original owner, I suppose, then the school is at liberty to determine what you wear to their school.

As for the Christian leaders, I think they are behaving irresponsibly in this matter. The utterances and attitude doesn't depict them as religious leaders. Like someone said on this thread, the Muslims go about town with their hijab, it's an everyday attire for them. But do the Christians and others wear their choir robe everywhere they go? Even Mary, mother of Christ, wears the hijab.

Very unfortunate that most people who have commented thus far have fell for this news. It did show how far we have gone down as Nation. Even when rumours about someone death comes around, the way people react without confirming amaze me. Sahara reporter should go all the way to publish their names and state of origin. People are not concern about the reason why they were retired, we are only looking at their tribal inclination. If any of these officer feels unjust, let him seek redress. We may also have forgotten most politicians who are being persecuted are from North including Dasuki. Anyway, trust nigerians, they will say because he is a PDP member.

Let us not remove our eyes from the ball.
The Chief of Defense Staff, the last time I check, is a southerner. If I'm correct, he's the one that will recommend or endorse any sacking or retirement of officers from the rank of colonel if I'm right. And for all I care, he can't be the call man of the C-in-C, Buhari can't just other him to submit the names of Southern Generals simply for sacking.

If you're an erudite scholar, like you want be to believe, I think you should know that the bold part is more of political and economic than religion, believe me. Even the issue of the Shia and Sunnies, right from inception, as far as I'm concerned, is more of political, it was a battle of leadership - who takes over the leadership of the Humma after the death of the Prophet? In any case, I think one finds it difficult defending the actions of my northern brothers in faith. You can hardly hear of something like this in the south.
