It may arise due to climate, environment etc and so living entities that dwell within the same region may tend to share some like features. But I'm sure these are mere speculations that can never be scientifically proven .

I actually got startled by the observation when looking up some information on primates in general so for your information its an original thought.

Adaptation is a component of the theory of evolution so in essence if you mention climate changelings, diet and enviroment then you are implying evolution, but lets not get too technical so some people don't miscontrue and insinuate that I am saying[b] humans evolved from monkeys. [/b]

Neither does the observation come to that conclusion. What it does identify is the resemblance in phenotypical attributes to related species in the same clilmatic regions.

Its implementation is unrealistic and edges close to an apatheid style government restricting the freedom of movement of peoples. No doubt there will be numerous LAw suits and this issue will be dragged throug the courts for as long as possible.

If implemented it will cost the state governmetn tax payer money when settling numerous laws suits brought by citizens.

Bushes Guest worker program was more feasible. These people are looking for work, money and a decent living standard. If they are prevented from obtaining citizenship or the process is prolonged then they serve a better chance of contributing to the US economy or alternatively if they are given tax exemptions for not being US residents. They can take the money ove border and sustain theri families there.

Of course the government is not going to like the latter idea cause thats taking money away from them regardless you can't have it both ways.
