President Donald Trump on Friday signed into law a massive $1.4 trillion tax-cut bill, capping a yearlong effort by Republicans to slash tax rates for corporations and individuals. Trump also signed a short-term spending bill to fund the government, just hours before the midnight Friday deadline to avoid a partial government shutdown. The continuing resolution extends current spending levels through Jan. 19 and funds the popular Children's Health Insurance Program until March. "I promised the American people a big, beautiful tax cut for Christmas. With final passage of this legislation, that is exactly what they are getting," Trump said in a recent statement about the tax plan, saying that the legislation pours "rocket fuel" into the U.S. economy. The GOP contends that the more than $1.4 trillion in tax cuts contained in the bill will spark business investment, hiring and wage growth. Democrats call the Republican proposal a giveaway to corporations at the expense of the middle class, issuing dire warnings about the $1 trillion or more it is projected to add to federal budget deficits over a decade. The enactment of the tax overhaul hands Republicans a much-needed victory going into next year's midterm elections. Democrats have seized on dismal public opinion polling on the plan and the fact that most individual tax cuts would expire under it while a massive corporate tax decrease would be permanent. The short-term spending bill, while not nearly as large or as contentious as the tax reform, was nonetheless critical to avoiding what could have been a disastrous government shutdown over the holidays. The legislation, which passed the House and Senate on Thursday, also contained a "pay-go waiver," a brief paragraph that suspends the rules governing how Congress has to pay for certain programs. Without the waiver, Trump would have had to wait until the new year to sign the bill. TAV Havalimanlari Holding AS, Turkey’s biggest airport operator, is planning to bid for concession contracts for four airports in Nigeria, according to two people with knowledge of the matter. The Istanbul-based company, majority owned by Aeroports de Paris, has already submitted a non-binding bid for the airports, which include those in Lagos and Abuja, the people said, asking not to be named because the plan isn’t public. The company is also considering capital expenditures in some of the four airports if it wins the contract, one of the people said. “I know TAV has made a presentation, but I can’t confirm at this moment if they formally submitted any offer,” James Odaudu, a spokesman at Nigeria’s aviation ministry, said by phone on Wednesday. Companies from the U.K., Germany and Nigeria have also expressed interest in operating the four airports in Lagos, Abuja, Kano and Port Harcourt, he said. Transaction consultants will advise on the timing for formal bidding, as well as on a plan to start a national Nigerian airline, Odaudu said. TAV operates more than a dozen airports including Turkey’s largest, Istanbul Ataturk. It is seeking to add more airports abroad to its portfolio to compensate for the termination of the concession agreement for Ataturk, its biggest revenue earner, at the end of 2020. The House of Representatives Committee on Diaspora has faulted the Nigeria Immigration Service (NIS) visa policy in the United States which came into effect on October 16 this year. The lawmakers led by Mrs. Rita Ojir (PDP, Lagos) at an interactive session with the NIS Comptroller General, Mr. Mohammed Babandede, expressed concern that Nigerians are being made to pay $270 to renew their visa. Ojir said the policy was logically flawed in view of the fact that visa applicants were required to pay additional fees of $90 for online registration and another $20 for biometric capturing to the same company, away from the $160 which is supposedly the visa fee. She questioned the rationale for engaging foreigners to do biometric and capturing that can be handled by the Federal Government, saying the development raised suspicion and concern for the security of the citizenry. "Now that we are talking about erasing corruption in our system, identity theft is a serious crime. Leaving the identity of Nigerians in the hands of foreigners is a security threat. "You can imagine $110 going into the pocket of privacy companies when Nigerian government can single handedly embark on the project and generate revenue to pay the embassy staff across the world." Babandede denied involvement of his outfit in any form of extortion. He said the Ministry of Interior awarded the contract and the NIS only acted on instructions from the ministry. The CG explained that the biometric and capturing was actually embarked upon for security reasons. He agreed with the committee on all extra charges amounting to $270 but said it was beyond the control of the NIS. "It is true that Nigerians are charged the amount you just mentioned totaling to $270. it is broken down to visa fees $160, registration fees $20 and biometric capturing $90 but only $160 goes straight to the federation account. "We didn't sign any agreement or contract with anybody, rather the Ministry of Interior did on our behalf. Ethiopian Airlines has announced its first all-female crew flight to Nigeria. The airline said women would be expected to fill every role on the flight, from the pilots and cabin crew to in flight ramp operations as well as flight dispatchers on the ground. According to the airline, this will also be the first time it will be operating an all-women flight in Africa and is expected to leave for Lagos from Addis Ababa on the 16th of December, with some selected Nigerian journalists on board. The airline quoted the pilot, Capt. Amsale Gualu, as saying during an earlier all-female operated flight to Bangkok from Addis Ababa, “This flight shows us that if women get equal opportunities and work hard, I’m sure they can achieve whatever they want in all fields including the aviation industry.” The all-female crew, which also has Tigist Kibret as first officer, will be flying the Boeing 777. The airline said, “In a country where few women have dared to enter the highly male-dominated profession of piloting, Capt. Amsale Guale in 2010 became the first Ethiopian female captain by flying an Ethiopian Airlines Bombardier from Addis Ababa to Gondar. “We want to promote women’s empowerment and encourage more African women to pursue aviation career.
