Unless he is using the latest Windows 7 update before it was discontinued, if not after uninstalling the WiFi adapter, he will have to install the driver again.

Even if he restart 100 times it won't install, the best thing for him to do is go to network settings, locate all connected device on the pc and remove all of them including phone device then reconnect again.

Another easy to do is right click on the WiFi and click on troubleshoot.
It will scan it and give him a clue of what's wrong.

All windows 7 came with wifi drivers preinstalled, therefore if he uninstall the the driver without having the latest win7 updates, it will automatically reinstall after the restart.

Then it's a software issue. Go the device manager, uninstall the wifi driver and restart the pc.

Note: After uninstalling, you'll see the wifi in the taskbar cancelled out. When you see this, restart.
