How can Nigerian carriers pay 300,000 dollars and foreign carriers pay 4,000?
I think the real figure is 300,000 Naira, and the editor(s) was/were too lazy to review.
Not surprised though.
NB: I don't support this policy. It is $3000 and $4000 for local and foreign registered PRIVATE JETS respectively |
How? Is it by better access to funding, better power, better technology infrastructure like cheaper Internet connectivity, better road networks, tax breaks for startups, investment in research, 72 hour cheap business incorporation etc. What has the government done to ensure that an entrepreneur will find it easier starting up in Nigeria than, say, Kenya? Talk to any of these entrepreneurs and they'll tell you how difficult the market is. The only reason they're here is out of necessity to create livelihoods in a 160m market. The population is huge and at least 10% of them have decent purchasing power. That's the biggest selling point, not "enabling environment and fresh air".
. |

THIS IS JUST FOR THE RECORD I recently read this Article by chance, and its Significance hits me immediately. Here, the NORTHERN Daily trust Editorial Team, through this Editorial, made a HUGE TURN-AROUND by finally admitting remarkable Progress by the GEJ Administration in the Railways Sector, although of course saying that more work needed to be done- in fact, the title of their Article is "Don't Derail these Projects"!! What is significant here is that just 1 or 2 months ago, this same Daily trust (like the many HATERS, never-seen-well, Blind and HYPOCRITICAL 'opposition' CLOWNS and their unfortunate IGNORANT 'Victims'- they know themselves here on NL) said that the claims of Govt on developments in this Sector was a Lie. They said that this Govt was 'NOT DOING ANYTHING'. They said that SURE-P is a Fraud(esp this Paper). They called those of us who were tryin to point certain things out names. Today, on Railways, they are beginning to sing a new song cos the LIES are becoming too damn hard to repeat. The TRUTH is now forcing its way out, steadily. Like it is in the Railways, so it recently is becoming in the Aviation and Agriculture Sectors. So it is beginning to be in Power Sector(and, this is the BIG one of course). So it would be in many other Sectors, eventually. Like I always say here: na dem go TIRE. Na dem go talk truth with their mouths, eventually. Na dem go Confess. The Goodluck Jonathan administration touts the re-emer-gence of train services in the country as one of its major achievements in the last two years. The rail sector in this country has indeed been in a comatose state for nearly two decades, despite talks-and failed efforts-by previous administrations of reviving the sector.
Even though the trains recently seen on the rail lines are nowhere near what things were in the past, it is nevertheless something to be hopeful that progress is now being made in the revival of this key transport sector, which would have a revolutionizing effect on the national economy and society once it is fully revived and modernised.
The rail revitalization project, as outlined recently by Transport Minister Senator Idris Umar, is part of a 25-year programme to rehabilitate, modernize and stabilize rail transport in Nigeria. This ‘strategic vision for railway development’ includes the rehabilitation of existing narrow gauge lines, construction of standard gauge lines and linking all state capitals by rail, much like the Trunk A road system. When fully achieved, the impact that these could have on the national economy would be tremendous.
So far, there are signs of progress in this plan, though a lot still needs to be done. It is perhaps in this sector that intervention by SURE-P has been most noticeable. According to Umar, so far 90 percent of the existing 3,505kms of narrow gauge rail line in all parts of the country are at various stages of rehabilitation. As a result, the Western rail corridor of Lagos-Kano saw the kick-off of passenger and freight services in December last year while rail services are expected to kick off in the Eastern corridor of Port Harcourt-Maiduguri by year’s end. Currently, intra-state mass transit rail services have begun in Lagos, Kaduna and Kano-Challawa routes, while inter-city passenger services operate in Lagos-Ibadan, Kaduna-Minna, Kaduna-Kafanchan and Kano-Nguru. An Offa-Kano Express Train Service is also started. Rehabilitation of Apapa port rail line has been completed while other ports are to be linked by rail. In the last two years, Nigeria’s rail carried 4 million passengers and 561,000 tonnes of cargo. This is a small figure compared to what things were decades ago; but it is an encouraging sign at least that the traffic may improve. This country has been proposing the building of a standard gauge rail line for four decades now. The plan was actually incorporated into the Third National Development of 1975-1980 but was never done. This time, construction of the 187km Abuja-Kaduna standard gauge line is underway and is expected to be completed by the end of next year, according to the government’s projection. Construction of the 274km Lagos-Itakpe-Ajaokuta-Warri standard gauge line is 80% complete while Lagos-Ibadan standard gauge work was recently started as part of what the Transport Ministry said is a long-term Lagos-Kano standard gauge line. All these projects are welcome signs that there is positive movement in the rail sector for the first time in two decades.
In recent weeks, controversy has trailed the award of contracts for conducting feasibility studies for the national network of standard gauge lines. The purpose of the feasibility studies, as government officials explained, is to attract private investors under the terms of a Private Public Partnership [PPP] project. This is understandable because the costs involved and the demands of other equally important sectors. The studies will establish the technical, economic and viability models of the projects; provide proposals for alignment and connections to urban and commercial settlements and identify potential train stations and workshops all leading to submission of preliminary and final engineering designs. The problem, as critics have alleged, is that these rail feasibility studies contracts were on the high side, even though officials have explained that they were advertised in 2011, that the bids were evaluated by SURE-P, Infrastructure Concession Regulatory Commission and Transport Ministry; the Bureau of Public Enterprises [BPP] issued ‘no objection’ certificates before the Federal Executive Council approved them. However, such controversy should not derail these all-important national projects. If there are corrections to be made, the National Assembly through its relevant committees should step in to examine them. In all cases the rail modernization programme should be pursued as a top national priority. Much of Nigeria’s future economic and social life rests on it. http://dailytrust.info/index.php/editorial/6053-don-t-derail-these-projects |

FG Completes the First Black Box Flight Recording/Analysis Safety Laboratory in Africa- AIB Boss In this interview with NKEM OSUAGWU, Commissioner, Accident Investigation Bureau (AIB), Captain Muhtar Usman highlights some challenging and significant achievements in AIB since he came into office in December 2011.
Sir, what have been your major achievements and challenges in office?
As usual, when you come into a new office, you have to first assess the environment even though, I was an insider. So, I know some of the areas we needed to work on; the human capacity and equipment in particular. In the area of human resources, we intensified our trainings; we tried to improve a lot in terms of training because the International Civil Aviation Organisation (ICAO) recommends that a body like ours should be a body of professionals and the quality of the people that are to be employed as investigators should be of international standards. It is recommended that we should attract and retain qualified and experienced personnel in sufficient number and everybody knows that to attract and maintain aviation professionals is not cheap.
We tried as much as possible to attract and retain them by improving the welfare of the staff members and also give them the relevant training because training is a tool for them to be able to perform.
On equipment, when I came in, we did not have that in place even though the process had started acquiring what we call the black box decoder. This is a flight safety laboratory, which is used to download and analyse recordings from aircraft involved in accident. In terms of equipment, we have the flight safety laboratory in place now, which has the capability of downloading, analysing flight recorders from aircraft whether involved in an accident or not. If it involves an accident, we use it to determine the cause of the accident and we can make recommendations to avoid future occurrences and we can use it proactively because the focus of AIB now is accident prevention.
In addition, the laboratory has the capability to animate those data that we collect, present them in a form of graphs to know what the aircraft was actually doing.
Furthermore, an approval has been given and the construction has already started for wreckage reconstruction hangar that is used to store, analyse wreckage from accidents. Our main focus now is to prevent an accident from happening and if it does happen, we should be able to know the cause and make safety recommendations to prevent other accidents from happening.
Parts of the challenges when we came into office was the absence of condition of service for our staff and we were able to get a temporary condition of service from the NCAA that was approved for us, which we have started implementing. We’ve been given the condition of service for two years pending the approval of the AIB’s own.
Why is AIB relocating to Abuja after the first attempt in 2008 failed?
First of all, I will like to say life is not static, two, as you noted, AIB was created in 2006 with the headquarters in Abuja. It was relocated to Lagos later and then there was a directive in 2008 for all the agencies in the sector to relocate their corporate headquarters to Abuja and the decisions were informed by so many things. There are several countries in the world which have their accident investigation department in their federal capitals. For instance, the National Transportation Safety Board (NTSB), in the United States, which is equivalent to AIB, its headquarters is located in Washington D.C, which is the capital of the US.
The location of accident investigation agencies is not necessarily in an area where we have so many activities because we deal with research and development.
There are two sides to accident investigations; the onside and off-side investigation. The onside is what you need to gather as soon as possible and once you have a regional office that is nearby, they can always respond to it, the off-side is the one that you do in your office : analysis, interviews that you need to conduct in your office or even go to the operator or even the regulators and so on.
So, it is not really about where the most commercial activities are taking place, but a place that it is conducive to actually work. If you look at the number of times you have to get to Abuja from wherever you are to get things done, quantify the time, also quantify the cost, you will find out that it is much cheaper for the corporate headquarters of organisations to be around Abuja.
Was that why your management relocated the agency’s laboratory from Lagos to Abuja?
I don’t like the word relocate; I prefer to use the word locate. The laboratory was never relocated, but located in Abuja by the management. The practice worldwide is that the laboratories are located in the headquarters and I can tell you that since 2008 when the directive was given, the location of the laboratory started. If people are saying that we are now relocating to Abuja, it is a process that started way back in 2008. The laboratory was never located in Lagos, it was meant to be located at the AIB headquarters and it is located at the headquarters in Abuja. It wasn’t dismantled from here and moved to Abuja.
What are the major challenges of AIB?
Funding is a major challenge. government has been doing very well as I said, but we need much more because resources sometimes limit to accident investigation. Like in the case of Dana Air, we had to send the two engines out; the cost of shipping, the cost of doing the tear down to establish, cost a lot of money. People had to travel to other countries.
Before now, we used to do flight recorder outside Nigeria to decode the analysis, but government has come to our aid in this regards. We are the only country in Africa that has this capability now. That will save us time because the idea behind it is to cut down on time. As I told you earlier, accident investigation is a public service, they don’t charge for it, but then, you have to queue up to get your time. But if you have your own facilities, then, automatically, yours becomes a priority. That is the benefit we have by having our own and we are also able to support other people by bringing in their own recorder, we are also going to learn a lot and apply it in Nigeria because if we are able to see any hazard based on the data that we have from another country’s accident, we are automatically a party to an investigation. http://leadership.ng/news/230913/limited-resources-hindering-accident-investigation-usman |
