Politics › Re: SURE-P Is Broke, Kolade Tells Senate by taharqa: 9:59am On Sep 20, 2013
Delafruita: SURE-P was not intended to be a government agency requiring appropiation.the purpose was for the amount saved from the reduction of subsidy payable by giovernment to be diverted to a committee to re-invest.so there shouldnt be much story as regards the funds available to them.there is already a fixed mechanism for calculating what goes to them.they are not supposed to present a budget to be deliberated upon, they are supposed to streamline their programs based on the funds given to them.there should be no issue of paucity of funds at all.the national assembly doesnt owe any funds to SURE-P
My God! Don't know why I didnt see dis b4. You IGNORAMUSES shld plz do us a favour and SHUT yr mouths up. You guys shld pick up d budget for God's sake. It is freely available online... Gosh!!
Politics › Re: SURE-P Is Broke, Kolade Tells Senate by taharqa: 9:54am On Sep 20, 2013
omenka: You shut up! You are the biggest fool I've ever come across online. The program is called "subsidy reinvestment program", and it derives its funding directly from the extra monies realised from the "partial" removal of "petroleum subsidy".

It isn't a ministry, or an agency whose budget has to be appropriated by NASS. So all that talk shifted blame to the national assembly is just a smokescreen to decieve some guillible nigerians like yourself
.

When your Boss fritted away over a trillion naira in d name of subsidy did he seek appropriation from the NASS before making those "payments"? Was there any suplementary budget to that respect? Was the initial budgetary allocation not about 250billion naira??

You should be shamed of yourself.
FOOOL. I always laugh when many of u EMPTY HEADS make Assertions in public, and what is worst, with some Swag. But your own mistake here is that you quoted me while insisting on yr right to be fooolish..... So cos SURE-P is supposed to be funded by parts of d 97-65 differential, d NA Assembly wud not make Appropiations for it, right. Gran OLODO!! You certainly do not know, at yr age and afta leaving d Univ, that NO MONEY can be used anywhere in Naija without d express approvals of d NA. You certainly do not know that SURE-P, just like other Invention Funds like UBEC and TETFUND, hv Separate Sub-heads in a proposed budget and MUST be SEPARATELY approved by d NA b4 d various MDAs can begin to access it . You don't know such very simple stuffs about d budgetary process, and you decide to quote me? You no dey fear?? OLODO gan

HNosegbe: This part of the story caught my attention.

So if they knew they couldn't implement the report because these agencies are "untouchable" why did they bother to set up the committee in the first place? Why give us false hope?

This is the reason why government will NEVER be trusted.

So for those hoping for a reduction in cost of governance, you might as well forget about it.
I hope you saw the operative phrase '..in d short run' there? The document in question is on d 2014 budget. There is no way d Govt, in wanting to fully implement d Oronsaye Report, will just stop funding SOME MDAs set up by law without those laws been repealed/Amended by d NA 1st. They certainly cannot do so in dis next 2014 fiscal year.. I dont get what you found difficult to understand here.

PTF beats this sh*t any day anytime.

[b] Where did all the money go to?

Why are those indicted for subsidy scams walking free?

Why is miss froggy eyes not probed?

Apart from some haggard looking people on black and white with some awkward aprons of SURE-P and thick smoke emitting noise making buses I see here in Abuja, I've not really seen or heard of any tangible thing done with the subsidy money.

No a$$ licking goon should tell me some other projects were executed with the monies from SURE-P. What about the money from 2013 budget?

If the developments according to what we heard earlier in 2012 is anything to come by, the development would be at a geometric rate cos, both the monies from the appropriation bill and subsidy rakes would power the developments.

Once they came with some Subsidy Reinvestment Programme SURE-P, I immediately knew it was SURE-Problems.

I prefer PTF to this silly SURE-P nonsense. Mtcheeew...

Woo!! This is some very, very Good news. HUGE move, in deed; providing Alternative and Stable means to fund sm Governmental Institutions and Programme. The same brilliant method OBJ used in establishing UBEC and ETF (now TETFUND), as far as am concerned one of d Most significant developments in d Educational sector in d last 20 years or so, and one has had d greatest effect on Infrastructural developments in d sector (I dont like OBJ much but I very generously appreciate his Foresight on this and a few other things). This is d same method dis Govt used to set up SURE-P (a Programme that has worked most brilliantly to significantly fund critical Infrastructure in d nation). This is d method that wud be used to fund Primary Health Care wheneva d very critical National Health Bill is passed by d NA in a mata of weeks (hopefully). This method wud also be used to Fund d Road Sector wheneva d Road Bill is passed by d NA. Etc. This is d way to go...... One has to sincerely THANK THE GOVs here for going along with dis brilliant move afta d Police Reform Committee recommended it. May God Bless them (all of them). If they gather to discuss and agree on things such as this, wud many of us (esp mua) hv d urge to insulting them?? We need- no, we demand- more of this.

Many people hv still not realised how HUGE this is. This is not just house and car access for the majority of Nigerians. It extends more than that. It is a GAME CHANGER in d Nation's Economy, and esp d Financial Sector, if well implemented by Okonjo-Iweala, his term and d Institutional Private Investors/Shareholders (including Primary Mortage Banks who hv already been forced by d CBN to raise their Minimum Capital Base to #5 or #6 billion prepatory to d anticipated new System)...... The $300m very low interest loan from d World Bank, which is meant to serve as d Core base of this Secondary ReFinance Mortage Bank from which to lend to d Primary Mortage Banks for onword loans to people at relatively low rates, hv already bn receive I think. Okonjo-Iweala will be thrilled afta working on this for almost 2 years. About time

Pattey: As at the time of quoting this post, where are the 36 F.O.O.L.S that gave INSINCERE NIGERIAN 36 likes for this post? They must all be feeling filthy for this. . .

While I'm very glad about FGs decision to patronize a local 'assembly' operator, we should have no delusions of transparency as this fellow has listed up there (in the quote). Will this be the 1st time any government is making direct purchase or what's this new found faith all about?

Wait a minute, what will you people do if they come out to announce they paid more than 'the prices those buses are known to cost'? What will the average Nigerian do? Come on NL, make noise, and that is all that will happen!!!!

Now to the main grudge, FG banned public buses in the whole of Abuja (if this post is accurate) and the next thing is to start applauding this bus scheme? When not on transit to work, how will these civil servants move around (to other places), let alone those who are not in govt employ?

Is this the best GEJ and his cabinet can offer to ameliorate the plight of Nigerians living in FCT?
Biko, what hv you said now?? As in, what were you reali trying to say?
Politics › Re: Nigeria Airspace Certified, Rated As One Of 14 Best In Africa- ICAO by taharqa(op): 9:36am On Sep 19, 2013
Some peeps on Nairaland can be so naïve. Nigerian Airspace is one of the most useless airspace in Africa, nay, the world. Up till date, so many aeroplanes still passed tru our airspace without the prior knowledge NAMA.

Nigeria is located in the heart of Africa, therefore, most airlines coming from other continents always prefer to pass tru our airspace as our route connects all other countries. Even with that, our Airspace still suffers from airline pirates reason being that for any aeroplane to pass tru Nigeria, they must pay a certain amount to NAMA, which as am speaking its not being done cos NAMA couldn't capture all the aeroplanes plying our airspace.

Total Radar Coverage Of Nigeria(TRACON) was deployed to do this job effectively, yet our airspace is still susceptible to illegal air pirates. Infact, as am typing this, Ghana still collects money on our behalf for every aeroplane dat flies across Nigeria's territorial seas in the atlantic ocean. How could Ghana be collecting the money on our airspace route which covers some nautical miles in the atlantic ocean?

Up till now, whenever an aircraft crashes, its always a problem to locate where the crash site is. And am very sure some of us would be supporting the Minister of Aviation because we are just novice when it comes to aviation. Our airspace is still porous as before. In as much as I wouldn't dispute the fact of TYLER, it is also a stated fact all those things I stated above
Do yourself a Huge favour, and SHUT dat yr trap UP. You sound too unsophisticated in yr Ignorance. Thnks..

Politics › Nigeria Airspace Certified, Rated As One Of 14 Best In Africa- ICAO by taharqa(op): 4:44am On Sep 19, 2013
ICAO certifies Nigeria’s airspace

The International Civil Aviation Organisation (ICAO) has listed Nigeria as one of African 14 countries that has achieved effective air safety implementation, scoring above the global average of 61 per cent.

This rating is contained in this year’s ICAO Safety Report, compiled by organisation’s auditors who investigated the compliance with stipulated International safety standards by individual countries across the world.

ICAO , the global aviation regulator, consists of 200 countries.

The Coordinating spokesman of aviation parastatals, Yakubu Dati, said the ICAO 2013 Safety Report lends credence to the Category One certification granted Nigeria in 2011 by the Federal Aviation Administration (FAA) of the United States, for meeting stipulated international standards and practices on safety and security.

Dati explained that it signals the success of the Aviation Master Plan developed by the Minister of Aviation, Princess Stella Oduah.

He said: “The vision is to make Nigerian aviation sector a world-class provider of safe, secure and comfortable air transport sector that is self sustaining and pivotal to socio-economic growth.”

Meanwhile, the Nigerian Airspace Management Agency (NAMA) is sending 96 staff for training is part of on-going efforts to beef up capacity and manpower requirement preparatory to the imminent take-off of the Aeronautical Information Service (AIS) automation in November,

NAMA’s Managing Director, Mazi Nnamdi Udoh, said they will be trained in Basic Aeronautical Information Course at the Nigerian College of Aviation Technology ( NCAT), Zaria, adding that for effective deployment of logistics, the group shall run the course concurrently in four batches.

Udoh enjoined them to justify the agency’s huge investment in their training by taking their studies seriously.

ICAO has set November 15th 2013 as deadline for the implementation of AIS automation worldwide and the project have reached advanced stage of completion.

AIS automation when in operation, would enhance air safety with pilots sending their aeronautical messages on-line and this would reduce excessive telephone conversation between pilots and air traffic controllers.

Also, in line with the Special Scholarship Programme for youths in Niger Delta, the Federal Government has signed a Memorandum of Understanding (MoU) with Lufthansa to train its pilots.

According to the agreement, some of the pilots who underwent training in South Africa, would be embarking on a14-month training in Germany later this year.

The agreement was signed in Abuja yesterday by the Special Adviser to the President on Niger Delta and Chairman Presidential Amnesty Committee, Kingsley Kuku and the Managing Director of Lufthansa Pilot Training Network, Captain Holger Hoffman.

Kuku explained that the programme is approved by President Goodluck Jonathan to train youths who have interest in aviation.

According to him, “We went into the agreement to develop the aviation industry. It is not enough to train private pilots, it is better to train those that will in turn develop our economy. It is a great window for young men and women who will want to be aviators to harness.

“Twenty pilots from the Niger Delta will be embarking on the first batch of the 14 months training. We are happy that Lufthansa agreed to train them because in the aviation team worldwide, Lufthansa is rated one of the best. We are amazed that they opened their door to us.

“The pilots have passed all requisite exams and texts and have secured their Private Pilot License (PPL) and Commercial Pilot License (CPL) from the Afrika Union Aviation Academy, Mafikeng and Flight Training School, Midrand, South Africa
