Well u just quoted some verses that has nothing to do with your claim.
Nothing in the Bible say angels can’t move around. In fact we have several instances where angels came to earth for several reasons.
Nothing there in Genesis speculates that Satan was on earth because he had been cast down. In fact the record suggest otherwise. Even years after devils rebellion in Eden, he was still able to go to heaven even to the very presence of God.
Bible points to the fact that Devil was cast down with his rebel angels much more later.

I think the Devil have rebelled before the creation of man because he was there at Eden as the Devil. I am not sure though if he have rebelled even before the creation of the earth itself.
