The United States has said there is no plan to relocate its Africa Command from its current base in Germany to Nigeria or any other part of Africa despite the worsening state of insecurity in the region.

The US gave the response barely two weeks after the President, Major General Muhammadu Buhari (retd), appealed to the US government to consider relocating AFRICOM to Africa to assist Nigeria and other adjoining countries to combat worsening terrorism, banditry and other security crises.

The President made the plea in a virtual meeting with the US Secretary of State, Antony Blinken, on April 27.

Germany-based Africa Command (AFRICOM) is the US military headquarters that oversees its operations in Africa.

Buhari’s request followed a series of recent military casualties in Nigeria’s decade-long fight against Boko Haram terrorists, fresh expansion of the insurgents’ bases to Niger and Nasarawa States, and heavy waves of abductions and killings by bandits in the North.

Buhari said, “The security challenges in Nigeria remain of great concern to us and impacted more negatively, by existing complex negative pressures in the Sahel, Central and West Africa, as well as the Lake Chad Region.

Compounded as the situation remains, Nigeria and her security forces remain resolutely committed to containing them and addressing their root causes.

“The support of important and strategic partners like the United States cannot be overstated as the consequences of insecurity will affect all nations, hence the imperative for concerted cooperation and collaboration of all nations to overcome these challenges.

“In this connection, and considering the growing security challenges in West and Central Africa, Gulf of Guinea, Lake Chad region and the Sahel, weighing heavily on Africa, it underscores the need for the United States to consider relocating AFRICOM headquarters from Stuttgart, Germany to Africa and near the Theatre of Operation.”

However, the US government on Thursday ruled out any plan to relocate AFRICOM from its current base in Germany to Nigeria or any part of Africa.

According to the United States Department of Defence’ Pentagon, previous studies have shown that the cost of relocating AFRICOM from Germany to Africa is very huge.


In an emailed response to Saturday PUNCH, the Pentagon said although it would continue to value Nigeria and other countries in Africa as important partners, the American government would not consider relocating AFRICOM to any part of the African continent at the moment.

This newspaper had asked if the US would consider Nigeria’s request to relocate AFRICOM to the continent

“It would be inappropriate to speculate on any future actions. However, at this time, moving this headquarters (AFRICOM HQ) to Africa is not part of any plans, but USAFRICOM’s commitment to their mission, our African and other partners, remains as strong today as when we launched this command more than a decade ago,” US Pentagon spokesperson, Ms Cindi King, said.

King also ruled out any plan to consider Buhari’s request in an ongoing global US defence review.

She said, “Although there is an ongoing Global Posture Review, the relocation of Combatant Command headquarters is outside the scope of its assessment. In the case of AFRICOM, previous studies have concluded that the cost associated with the relocation of this headquarters is significant and likely to incur the expense of other engagement opportunities and activities that more directly benefit our valued African partners.


“We greatly value the partnership with Nigeria and appreciate President Buhari’s recognition of the United States’ positive contribution to African peace and security, as well as other regional partners that have made similar past pronouncements. The United States remains committed to continuing our close partnership with African countries and organisations to promote security and stability.”

Meanwhile, a former United States Ambassador to Nigeria, John Campbell, has listed reasons why it is “unlikely or near impossible” for the US government to relocate AFRICOM from Stuttgart in Germany to Nigeria or any part of the continent.

He said aside from the fact that the cost of doing so is very huge, the Nigerian military had proved to be a difficult partner for the US over the years.

In an emailed interview with Saturday PUNCH, Campbell, who is the Ralph Bunche Senior Fellow for Africa Policy Studies at the Council on Foreign Relations, a Washington, DC-based think-tank, said, “From an American perspective, moving AFRICOM’s headquarters after 14 years in Stuttgart would be a major undertaking.

“However, should the AFRICOM headquarters move, it is unlikely – if not impossible – that it would be to Africa, with its logistical challenges. Some in the US Congress support moving AFRICOM’s headquarters to the United States as a cost-effective alternative. For example, South Carolina’s senators, both Republican, have advocated moving it to Charleston, the site of large US military installations.

“It is mostly a matter of money. Moving AFRICOM to Africa would require the construction of a sophisticated installation in areas where the basic infrastructure may not yet have been developed. Moving it to the United States would mean making use of already existing but underused installation (e.g., perhaps Charleston) that could be quickly and more cheaply expanded, if necessary.”

The ex-envoy, however, said Buhari’s request marked a reversal of Nigeria’s official opposition to AFRICOM plans to move it to the continent 14 years ago.

“The shift likely reflects the conclusion that the security situation in West Africa and Nigeria is out of control, spurring a willingness to consider options hitherto unacceptable. Buhari argued that AFRICOM’s headquarters should be closer to the theatre of operations. He also seemed to imply greater US involvement in West African security, including a kinetic dimension in the context of greater Western support for West Africa’s response to its security threats.”

He recalled that when President George W Bush established AFRICOM in 2007, a military-civilian hybrid command in support of Africa, African official reaction was largely hostile, seeing the effort as “neo-colonialist.”

Campbell said, “The Nigerian government took the lead in persuading or strong-arming other African states against accepting the AFRICOM headquarters, which was thereupon established at Stuttgart, Germany, already the headquarters of the European Command.

There was pandemonium at Amakohia and Akwakuma communities in Owerri North Council Area of Imo State when soldiers allegedly killed a 39- year-old businessman, Mr. Noel Chigbu.

The deceased, a father of two infants with a pregnant wife, was allegedly killed by soldiers at the Amakohia Flyover checkpoint around 10.00 pm last Friday, The Nation learnt.

He was said to have taken delivery of his new Toyota Camry car (spider) and was returning to his house when the incident happened.

A spokesperson for the family, Tobechi Chigbu, accused military men at Amakohia flyover in Owerri of killing his younger brother.

According to the distraught eldest brother, Noel, who operated a Shawarma shop at Akwakuma Roundabout, was killed after dropping his friend on his way home.

He claimed the Deputy Commissioner of Police in charge of operations in the state told the family the soldiers said they shot him because he “violated their checkpoint rule.”

He vowed the family would make sure the military men who killed his brother were identified and prosecuted.

According to him: “Noel is one of my younger brothers. He is the owner of Shawarma zone in front of Home Away Palace by Ukaigwe Hospital, Akwakuma junction, Owerri.

“He just finished dropping his friend who also does the same business with him in front of Amakohia market. It was around 10 pm on Friday, April 30.

“His friend he dropped said that it was not up to two to three minutes he dropped him and left that he heard gunshots the destination Noel drove to and people including him scampered for safety. He didn’t know that it was his friend, my brother that was shot by the soldiers.

“His whereabouts became unknown as he didn’t return home that night. His wife became worried and started calling us. The number was ringing and nobody was picking it until about 5:30 in the evening the next day.

“One person picked it and said that he is a policeman that works in the control room at the State Police Command headquarters in Owerri and asked us to come.

“At first we felt he had a problem with somebody without knowing that the military men had killed him and dumped his corpse in a morgue at FMC Owerri.

“On reaching the Police Command headquarters, my brother identified his new car and when we approached the car we found out the back windscreen was shot. All the four tyres were shot and deflected. We also saw blood on the driver’s seat. Chika Chigbu, my younger brother immediately sensed danger.

“The front windscreen and all the window glasses were intact. Only the back windscreen was shattered with gunshots.

“When we got there they directed us to the Deputy Commissioner of Police in charge of operations. The DCP in charge of operations told us that soldiers brought the vehicle at about 1 am on Saturday.

“The soldiers dropped his phone, the car key, and a bunch of keys that contain his house keys with the police. He also said that the military guys dropped N5, 400 belonging to my brother.

“At first, he said that the military men didn’t want to make any statement but the police insisted and reluctantly in a quarter-page sheet the soldiers wrote that the owner of the vehicle which is my brother violated their checkpoint rule and they shut and killed him. They also wrote that the relatives of the owner of the vehicle should be referred to FMC in Owerri if they come.

“The DCP asked us to go to the morgue and that we shouldn’t bother going to the emergency unit of the hospital. That was when we knew that he was dead. The DCP then handed me over the money, his phone and the keys and I took a photograph with him.

“At FMC, we went to the morgue but the attendant asked for a tally but we said we didn’t have any tally. We explained to him that we were talking about the person that was brought by the soldiers.

‘’They now took us to where the corpse was on the corridor after I had paid all the necessary fees. The military men who killed him refused to register him properly and the attendant said they were even threatening them.

‘’When we uncovered his body we saw two bullet holes at the back of his head and one bullet hole at the backside of his chest region. The bullet is still in his body as we speak.”

Tobechi said the family would make a proper presentation to the military, demanding justice for him.

He added: “His wife is four months old pregnant as we speak. He had a son that turned two years a day after he was killed by the military. His daughter is only four years.

“We want to ensure that an innocent and hardworking young man like my brother gets justice. He was killed by people who are paid by our taxes. People who were supposed to protect him,” he cried.

When contacted, spokesperson of 34 Artillery Brigade, Obinze, Owerri, Capt. Babatunde Zubairu, said that he was not aware of the incident.

He said he would only be aware of the family makes an official presentation to the military.

"We had six federating units that were agreed in the constitutional conference in 1995. The minimum demand from the Yoruba nation, if we must talk restructuring is that the six regions must operate as federating units,”

He, however, said, there could be room for negotiation, pointing out that the country must be sincere about restructuring “In war, we can prepare for negotiating, after war-war, you can now jaw-jaw on the negotiation table because politics is about the locality.

“People talk about unity and stop others from discussing their locality, that is definitely not unity. They don’t want me to talk about my local government and community, everything about politics is local. If we must move Nigeria forward, it must either be self-determination or regionalism and must allow for confederation. We are a county but not a nation because if you are living on the basis of mutual suspicion you are not a nation but a country,” Adams said.

The Fulani Nationality Movement, FUNAM, has allegedly claimed responsibility for Saturday’s attack on Governor Samuel Ortom of Benue state.

Governor Ortom Saturday morning narrowly escaped death when suspected armed herders attacked him in his farm at Tyo-Mu community in the outskirts of Makurdi town, along Makurdi-Gboko road.

FUNAM in a statement, signed by one Umar Amir Shehu and published by an online news platforms on Sunday with the title “why we attacked Ortom” claimed the group acted on behalf of millions of Fulanis in 15 countries.

The statement read, “our attention has been drawn to media reports today speculating about who attacked the Governor of Benue State, Samuel Ortom.

Yes. Yes We did. The Fulani Nationality Movement, ( FUNAM) carried out the attack. We have genuine reasons. We acted on behalf of Millions of Fulani people in 15 countries.

“It’s a case of veangeance against an infidel who has used his his time and money, deployed in destroying the Fulani values and inheritance.

“Our courageous fighters carried out this historic attack to send a great message to Ortom and his collaborators: Where ever you are, once you are against Fulani long term interest, we shall get you down. This is a clear warning. We hope those who take us for granted will get the indisputable message.

Our intention is unequivocal: TO KILL HIM. That mission will one day be fulfilled and very soon too.

“Eleven of FUNAM operatives were involved in the attack. Ortom excaped today because of a slight technical communication error. Next time, he will not be lucky. We can assure him and his supporters.

“Ortom has been leading the campaign against Fulani interests in the North. We have our operatives in all Southern States. Each will face our sword soon.

We warn collaborators working against Fulani people across Nigeria: WE SHALL GET YOU irrespective of your hidden place.

“We state clearly, any state or individual that opposes RUGA will be confronted. Any State or individial that opposes ranching, we shall get you. Speak against ranching and RUGA even on the internet: Our Noiseless fighters shall find and fix you.

“In the next few months, FUNAM will carry out attacks on strategic human and material assets of States and Non State groups or individuals known for their anti-Fulani campaigns.

We shall hunt you down in your houses, in your work places, in your car, in your streets. It’s a matter of time.”

Another number of policemen have been feared killed by gunmen in Ekwulobia Aguata local government area of Anambra State.

But the attempt to set the police station ablaze was repelled by the policemen on duty at 4am on Friday.

The attack came barely 12 hours after the hoodlums killed some policemen at Neni and three naval ratings at Awkuzu on Thursday evening in a similar style.

The attack on Ekwulobia Station was confirmed to THE NATION by Police Public Relations Officer, Ikenga Tochukwu

However, he said efforts to burn down the rebuilt police station by the hoodlums were repelled by the gallant men on duty.

On the number of policemen killed by the assailants, he said nobody was sure if there were any killings, adding Command was still expecting further reports.

The NATION gathered the suspected gunmen were allegedly members of the newly formed Eastern Security Network (ESN) powered by the proscribed Indigenous People of Biafra (IPOB).

Sunday Adeyemo, better known as Sunday Igboho, has described Enitan Ogunwusi, the Ooni of Ife; Bola Tinubu, APC national leader, and Seyi Makinde, Oyo state governor, as Fulani slaves.

Igboho also flayed some Yoruba leaders, including traditional rulers, alleging that have not shown enough support for the struggle to liberate the Yoruba from their ”Fulani oppressors”.

Speaking during a virtual town hall meeting monitored by TheCable, Igboho said the Ooni and others are interested in their own gain even though they claim to represent the Yoruba interest.

The meeting, which started at 11:15pm on Tuesday, ended at 1am on Wednesday. It had more than 1000 participants from Nigeria and the Diaspora.

Igboho joined in at 12:16am, saying he was just entering Oyo town to see Lamidi Adeyemi, the Alaafin of Oyo, for a meeting. He said the monarch is in supporter of his struggle.

Igboho had issued a seven-day ultimatum to herders in Ibarapa area of Oyo state, blaming them for kidnapping, killings, destruction of farmland and insecurity in the state.

After confronting the herders in Ibarapa with some youths in the area at the expiration of the ultimatum, he moved to Ogun state on Monday and was received by thousands of youths.

According to him, the fight to liberate the Yoruba and bring lasting peace is not for the police but for all Yoruba people, irrespective of where they are all over the world.

He said: “I am not concerned about the police. The struggle is about Yoruba agenda as it concerns security situation in our land and I trust Yoruba people for support. People are afraid because of the atrocities of the herders. We also pray that our leaders will support us irrespective if their fear of being arrested. They should be able to talk to President Muhammadu Buhari on security in Yoruba land.

“When Ooni visited Buhari, the president received him by standing up but he said something I don’t like. That is why the Alaafin called me. He wants to tackle what Ooni said.”

Igboho said he has not received financial support from anyone, adding that he needs buses to transport his followers to places where the herders are wreaking havoc.

“I need buses to transport people. The three vans we use are bought by me. We lost three buses that were hired on our way to Oyo. Ooni should be able to tell Buhari about what Yoruba want. But he has collected dollars from Buhari. He called me but I don’t want to see him. Only Alaafin is supporting us and he has written a letter to the president. Ooni disappointed me. Politicians are with him,” he added.

The youth leader also criticised Abdulrasheed Akanbi, the Oluwo f Iwo, for calling himself an Emir. He said some Yoruba leaders have turned themselves into slaves of the ethnic tribe that oppresses their people because of money.

“The Oluwo will wear turban and start calling himself an Emir, our people should call him and tell him to stop what he is doing. Our leaders are lazy and slaves to Fulanis. They visit Abuja to collect money, we will attack them and destroy their property. Ooni should be dealt with. I am annoyed. Why should we be afraid of the crown they (Yoruba monarchs)wear?

“Tinubu and other Yoruba politicians are Fulani slaves. We need not be afraid. I have not collected any money from anyone. I am a full Yoruba man and I will not allow Fulani people to enslave me, we do not look or behave alike in any way. The herders should go. Makinde is also a slave to the herders because of second term ambition,” Igboho said.

During the meeting, some of the participants called on Igboho to stop recording and releasing videos of his activities. A caller also advised him to stop attacking Yoruba leaders, saying they are not speaking up because of the respect for the Nigerian constitution.

A caller also said Yoruba monarchs should stop giving land to the herders, calling on the people to rise in support of Igboho.

At the end of the meeting, several WhatsApp groups were set up while two account numbers were given for people to donate money to support Igboho.
