The train service is optimised to run according to time. Otherwise, trains will collide with each other.
So everybody is forced to be on time to catch the train. Otherwise wait for another train.
There is a a big clock stationed at the city centre always. Any town you go has a "Town Centre" with:
1. a clock tower
2. A library
3. A church
4. A court
5. A train station
Everybody in the town knows the time. They don't need wrist watch. They can always see the big clock..

So stop blaming Africans for what we never prepared for. Train is not our life style.

Japan also has bullet train service and the Japanese, likewise are extremely time conscious. The two go together
