The item in question was purchased from a Facebook store. Not sure Facebook stores offer pay on delivery. I think that is peculiar to Nigerian e-commerce sites.
Never heard of that for eBay, Amazon, Etsy and Facebook stores. Everyone pays upfront, but sellers allow returns for items customers aren't satisfied with.
