I live in Texas and on three different occasions I had to call 911 to get help for individuals who appeared unconscious in front of their steering wheel in their cars, usually after stopping by traffic red light. These white Americans here just slowed down when they drove by the victim's vehicle, gave the victim a side look and drove off. During the last incident on Boxing day, while I made a U-turn to park in a gas station some meters away from the victim vehicle in order to get help for the victim by calling 911, it was only an African-Americans lady that stopped to help the white middle-age victim. While I made the 911 call from a distance, the lady stopped her vehicle in the middle of the road beside the victim's car. She stepped out and open the victim's car door and gave the guy a shove on his shoulder. Unbelievably the guy came "alive" after apparently falling asleep in front of the steering. But what I observed was that he had a bottle of wine beside him and appear to be drunk. In summary, most people here and most especially white people will not even give you a look if you are in some kind of trouble because they will suppose that there is a system in place to come to your aid. But somebody got to step up or make the call.

For you to know the likely quantity of blocks required, just do this arithmetic.

1 metre of land will require 3 units of blocks, either 6 inches/9 inches, this is the normal standard. If you are fencing a plot of land of 60 by 120,
that is:
60 + 60+ 120 + 120 = 360 metres.

In essence, you are fencing 360 metres! 60 metres back and front and 120 meters each for the two sides.

At 3 units of blocks per metre, you need 360/3 blocks : 120 blocks for each coach for the 4 sides of the land (this is the max as you will still need to create space for gate, etc which will reduce the quantity of blocks. Whatever excess you get here will take care of normal loss.

120 blocks at N110 per unit (depending on your supplier) = N13,200 per coach
if you are going to 7 coaches, that is (120 blocks x 7 coaches) 840 blocks or N92,400 for blocks

On the average, bricklayers use 1 bag of cement to lay 60 blocks, so you will need 840/60 = 14 bags of cement

At N1,800 per bag, the cement will cost N25,200 aside from carriage cost.

I leave you to pick the earlier advise on costs estimates for iron rods, concrete foundation, 1 by 12 wood, carpentry labour, etc.

How can one trust your estimation when you are using metres where you are supposed to use feet? A plot of land is 60 by 120ft. So, a plot need 360ft of fencing.

You got things mixed up a bit. High population density could mean increased local temperature due to increased human activities that drive temperature up due to release of heat; or high amount of vehicles on the road increasing heat-trapping (smog) pollutants in the atmosphere.

The heat experienced in a city is (i.e. heat island) is controlled by multiple factors and not solely by the city population density. It's just a contributing factor. How much significant it is, you can't say except it's scientifically proven through research that look at Lagos specifically.

Factors that control city temperature include: vegetation cover, prevalence of concrete pavements, road network surfaces, number of vehicles on the road, prevalence of specific atmospheric pollutants, etc.
