We we caned for speaking vernacular in the classroom from primary school. So should first go the generation that designed the curriculum.

We have had 60 years to adopt local languages officially but we didn't. By now kids will be rigorously taught one local language same way as English. Indian, Arab countries and several others did it.

So we cannot crucify the masses who have been left to eke out a living anyhow they can. Because the chose to learn languages they will find useful internationally.
