Again, every country has it's own issues but what defines a country is how the citizens react to issues. Americans value life which is why they react quickly to the loss of it. Fulani herdsmen have killed hundreds of people in Nigeria and the president did not and has not said a damned thing about it. Even if 200 hundred blacks were killed in the U.S, it is a million times safer than Nigeria. Nigeria is a jungle and you know it. A woman had her head removed and your president is talking about respecting faith. Really? I already told you; To proffer solutions you need to know the standard. What do you consider jungle justice to be? If it wasn't acceptable by Nigerians, people would not have the guts to do it and post videos of doing it on youtube. Also, there is no country without crime. What is important is the percentage of occurence and the reaction of it's citizens. In Nigeria, people just shrug and carry on with their lives. That is a dense question. The question you should be asking is why are states in Nigeria waiting for proceeds from oil before they can generate revenue? Nigeria is a federation of states. I don't know what you were taught about governance in school but it means the states have the same powers as the federal arm in terms of generating revenue and sourcing partnerships for that purpose.
