For CBN to function properly, it needs a true regulator, not a Governor that is from the banking community. Well said. And the CBN governor should not be a banker or accountant but a seasoned economist, with perhaps PhD minimum. When we had Soludo who is a proper economist, what we used to hear from cbn made sense. |

No sane president on earth will evacuate the way Biden did and leave behind high tech weapons for the enemy. They'll either evacuate all the weapons or destroy them as the need may be. No one leave behind weapons for the enemy. The entire world will reap the consequences of Biden's disastrous Afghanistan evacuation plan. It was left for the Afghan forces to continue the fight against the taliban, but Afghan forces gave up the fight and allowed the Taliban to take over with little to zero fight. |

Politics › Re: PIA: When 3% Is Greater Than 30% by COMPAQ(m): 6:29pm On Aug 29, 2021 |
jumper524: So I finally took my time to read and research fully on this pub bill to know what the controversies is all about. Here's 2 thing causing controversy.
Frontier Exploration Fund: 30 per cent of NNPC Limited profit× They are asking of 30% of the funds to NNPC limited profit which is about $15billion yearly to explore other basin where oil is being discovered. Chad, benue, Niger and zamfara basin. If you ask me, I'll say it's too much.
Host communities to get 3% of NNPC profit for community develop development that's about $1.9 billion to be shared amongst communities annually.. That's small if you ask me.
Now the real controversies is that the presidency is proposing 30% Frontier Exploration while the national assembly us proposing 10%. Seems like the president won on this.
Also for host communities southern senators are proposing 5% while northern senators are proposing 3%. Innitially the bill suggested a 2.5%. Where did you see NNPC profit of $15bln?.?. |
Politics › Re: PIA: When 3% Is Greater Than 30% by COMPAQ(m): 6:23pm On Aug 29, 2021 |
Sirjamo: Majority of those against the PIA have not read a single section of the act. They should answer these questions first:
1. If the 30% of NNPC running cost is to be used at the frontier basins, how much is the NNPC running cost and what is 30% of it?
2. Host communities will get their 3% from the oil exploration companies running costs, how many Companies do we have their and what is 3% of their running cost.
3. Critics say the 30% was a ploy to develop the north:
a. Are all the frontier basins in the north?
b. Can searching for oil be described as "Development"? ( Potential development might be correct).
c. If oil is discovered in the north, will the proceeds not increase the funds accrued to the federation account, to be shared by all states and FCT? To hide stuff from Nigerian, put it in a book at article. Rather than read it, most people will argue on the basis of wrong hearsay. Having said that, your point no1 is wrong. It’s 30% of NNPC profit oil and not running costs. 1. The law say 30% of NNPC Ltd ‘profit oil’. Profit oil is a term that relates exclusively to the Production Sharing Contracts (PSC’s), which govern deep water oil production. Almost all land production is done by way of Joint Ventures (JV’s). Currently roughly 50% of national oil production is from psc’s and jv’s .If NNPC follows the term properly then it means that the 30% of profit is coming from only NNPC LTD and only with respect to something that makes up 50% of the industry. 2. Host communities get 3% of previous year operating cost of all companies operating in the oil and gas sector, including NNPC Ltd itself. For the big JV’s and PSC’s operated by IOC’s, their annual open will be roughly $1bln to $1.5bln. Let me name the big JV,s and PSC’s, operating. NNPC Ltd Shell JV Shell PSC - Bonga Mobil JV Mobil psc - Erha Chevron jv Chevron psc - Agbami Naoc JV Total JV Total psc - Egina Seplat JV Aiteo jv Erotic jv MD Western JV Neconde JV Heirs Holding JV Panocean JV Equinox JV Sterling Oil jv Addax jv And many more smalller ones If you add the opex of all these companies, I’m sure you are getting close to $30bln. 3% of that is $900mln. Trust me, I doubt if NNPC Ltd Profit Oil can be as much as $3bln, because I doubt any IOC operating a psc makes up to $1bln profit annually and we have only about 4 major PSC’s as seen above. Note that royalties, opex and I believe taxes are all deducted as cost and tax oil, before arriving at profit oil, so while govt would have made money from royalties and taxes first of all, profit oil will still be much smaller. |

GerogeI: Go sit down, you think you are the only person in the oil industry. Gross profit in the oil industry ranges from 30% to 60%. Low cost producers like middle east achieve 60% profit. In case you are also wondering, whenever you hear profit, it's Gross profit, not net profit as that is always subject to definition and litigation as you are already trying to insert.
See the link below https://pages.stern.nyu.edu/~adamodar/New_Home_Page/datafile/margin.html Oil and Gas Exploration and Production -> 50.97% Gross Profit as at Jan 2021. Also look at their Net Profit -78% as most will reinvest in new assets within same year, that's why nobody references net profit. Your PIA did not say which, pretty sure they will interpret it to be the normally bigger Gross profits. Really, so you are basing your analysis on Gross Profit/Margin? Who that one help? I won't expenses be deducted? Won't education tax and Petroleum profit tax be charged? Of course any levy will be on net profits! Are you even debating that? Besides Net profits has nothing to do with capex invested. Capex expenditure shows up on the cash flow statement and not on P&L. The only capex related spend that shows up on the P&L is depreciation. Oga if you don't know Financial Statements, then you leave it forbus Chartered accountants. If someone has a net profit of - 78%, doesn't that tell you something? Are investment decisions based on gross profit or net profit? And FYI, net profits is not subject to any interpretation and litigation. It is very clear!! |
Politics › Re: 5 Misconception About The Petroleum Industry Act, 2021 by COMPAQ(m): 6:32pm On Aug 22, 2021 |
GerogeI: Stop trying to deceive people by the purposefully chosen confusing terms of the PIA.
In the oil industry Profit is about 40% of revenue, while Opex is about 60%. This is the only industry that makes this kind of profit. Others like electronics average 12-15%.
NNPC owns 60% of all productions except for marginal oil fields which is negligible.
Hence for Oil communities you have 3% of 60%(opex) of 100% Production = 1.8% of revenue
For North viz a viz FEF =30% of 40% (profit) of 60% NNPC production share = 7.2% of revenue
Who then is deceiving who. Anyway, am from Anambra, it's all these confused Niger Deltans that are being cheated. They say it's better to be stolen from, than to be with Igbos. This again is FALSE!! And it shows you don't really know the industry. You are just basing argument on what you Think you know, and which is likely based on gist. For you to say profit is 40% is a huge fallacy when Royalty on revenue alone is 20%, then you have other costs like opex, depreciation, accretion, before arriving NIBT. And then that is then taxed at 85% again. I work for an IOC and I have prepared financial statements before and can tell you for free that profit margin is barely 5-10%. There have even been some years I prepared financial statements and it was a loss!! |

Is NDDC saying they have not gotten money from the IOCs? I trust they realize that most IOC ventures are a partnership in some form between the IOC and the government i.e. NNPC.
This one is not giving full information. Also I thought it was 1% unless my memory fails me. When did it become 3%? Are you minding Akpabio! These guys in government don't even think and do their own sense check before reeling out numbers. This is the same way they keep saying $100bln is being owed by this, that and the other. And they are always spurious claims. They had better go and look at who has been utilising the money from NDDC account. Once paid, how it is used (or stolen) from government account is not the business of the IOC's. I know for a fact that the IOC's have been paying. I was involved in a 2001-2019 review of NDDC payments for one of them and every kobo since 2001 based on that companies budgets has been appropriately paid. And actually, it has always been 3% from inception. It was never 1%. |

Grgton: we have a very ineffective exchange rate policy !! Naira will keep depreciating if no action is taken . I believe CBN knows what to do!! This is not time for politics. If you know your economics, you'll know that there is very little CBN can do. The problem is for the FG to solve along with Nigerians. The fact is we import way too much more than we export and that's the simple crux of the matter. If Nigeria earns $100 and the collective bill for imports for petrol, rice, clothes, electronics, cars, pencil etc is $170, where will the money come from? Only option is for the rate to go up from say $/N10 to $/N15, so that somebody on that list will stop importing - maybe the rice guy. This makes imported rice more expensive and should reduce demand. But since we have no option, we still demand it meaning the new rate has come to stay and the rice is perpetually expensive, Next year if we earn $80 from crude, same cycle repeats. So, we either have to earn more dollar as a nation or reduce the demand for that dollar (via imports) to reduce the e-rate, none of which is happening. |

Please what role will nnpc play in this new bill.? Nnpc still going to be operating as government own company or what.
Thanks NNPC will operate as a limited liability company as opposed to as an appendage of government where it draws budget from national budget. As a limited liability company it will no longer be expected to take money from national budget. It will stand on its own and on the basis of its profit, pay dividends to FG if it has any. That is why the law now requires it to operate profitably. And that it why it can no longer under recover the price of petrol (subsidy) in this dispensation. Benefit is that national budget is free from having to allocate money to NNPC. And FG earns dividend if any. NLNG has been paying dividends for decades without taking any money from government. |
