I would assume that fuel should be distributed based on demands and not geographical location. Yes it is obvious that there are probably more motorist in the South (all thanks to Lagos State) than in the North but it would have been patriotic if the writer used the "number of consumers" angle rather than turning it into North vs South affairs.

The mistakes of yesterdays shouldn't be repeated and if at the end of the day 70-80% is delivered it would be a pass mark for the contractor and benefit to the masses.

As far as the " campaign manifestos" vis a vis the "contractual agreement a.k.a Project Change Nigeria" is concerned; The project timeline is still in effect and inconclusive yet.

Project timeline agreed is 4 years provided IF milestones are successfully achieved would earn another contract extension of additional 4 more years.

However in the course of execution, if you experience mitigating factors such as; production and delivery delay, strike actions, theft of materials (vandalism), surge or change in fiscal policies,naturql disaster,etc among many factors, it is imperative project timeframe and delivery would be affected thus the provision of "concession".

Your evidenced based arguement as provided by the mitigating factors,weighed in comparison with 'notable achievements' so far would determine if concessions would thus be given, (such as timeframe extension, budget adjustment,etc),be applaused or be subjected to penalties such as legal redress as contained in the contractual agreement.

You have to understand the extent of the problem to be objective. First, how many qualified radiologist do we have in Nigeria? Remember, it takes additional 4 to 5 years after medical school to become a radiologist. The last time I check the were just about 180 of them in Nigeria. That is approximately 6 radiologist for each state. In other words, 1 radiologist for 1million people, considering that they are about 170 million people in Nigeria. Compare this with the number of radiology procedures that are performed each day in Nigeria. From plain film xray, ultrasound, CT, MRI and Mammograms, these procedures are done in hundreds every day in Nigeria.

The question now is, who are the people reading those images to make accurate diagnoses? Since doctors in other specialties are not qualified to read this images accurately, these overwhelming numbers of images have to be read by someone, that is where those abroad are needed. If that gap is not filled by qualified radiologist elsewhere, patients will suffer and quackery will ensue.

Technology has made it possible for imaging exam to be done in Nigeria and transmitted abroad for results. It is called Teleradiography. Just like sending ordinary photographs over the internet to someone outside of Nigeria. But this is done with more sophisticated, secured softwares. One example of it is PACS (Pictural Archiving Computer System), it is a vendor reoriented enterprise. With cloud computing gaining grounds, we may begin to see other non-vendor systems.

Radiologist in Nigeria can only do what they have the resources and time to do. In India and other Asian countries, there are companies whose primary operation is medical Image solutions. They have under their employment, radiologists who read images for partner companies on "pay as you read" bases. Nigerians would have benefited from such but because of poor infrastructure; electricity and internet- they are constrained The world is fast changing and Nigeria can not afford to be left far behind. A lot of people these days work from remote sites, thanks to technology and the medical profession can not be an exception.

That dream is dead. It is not worth the trouble. I have medical pieces of equipment including EKG machines, ultrasound machines, ABG machines, BACTEC, etc packed in a warehouse in Lagos. I killed that dream of venturing into the murky water of healthcare in Nigeria. I will definitely auction off the machines and move on. I can't live in Nigeria neither can one comfortably rely on a manager. So why bother. Even if the conditions are met, none of the doctors are moving back to Nigeria.
