The Socio-Economic Rights and Accountability Project, SERAP, has expressed disappointment at the board appointments recently made by President Muhammadu Buhari which contained names of dead persons and duplication of names. The group also urged the president to withdraw the list in order to remove a clear and recognisable danger to the integrity of these bodies.



SERAP also admonished the president to allow the civil service systems carry out the appointments.



The appointments of 209 board chairpersons and 1,258 board members were announced on Friday. PREMIUM TIMES reported some of the controversies surrounding the appointments such as the inclusion of dead persons and the duplication of same names on different boards.



Among the dead persons appointed is Christopher Utov who was appointed a member of Nigerian Institute of Social and Economic Research. Mr. Utov, the proprietor of Fidei Polytechnic, Gboko, died on March 17.



Others include Donald Ugbaja who was appointed a member of the Consumer Protection Council, CPC. Mr. Ugbaja, a former deputy inspector general of police, died on November 29, 2017.



The presidency on Saturday tried to explain the inclusion of the dead persons, saying the list was compiled in 2015.
In a statement signed by its deputy director, Timothy Adewale, SERAP said appointing at least eight dead people as board members would seem to suggest that the 1,467 appointments approved by the president were unscreened for competence and merit.



“Going ahead with these appointments would neither advance due process nor Buhari’s oft-expressed commitment to prevent and combat corruption. It would create a lack of trust and confidence among the general public.



“Withdrawing the appointments and directing and allowing the civil service systems to follow due process to reappoint chairpersons and members to the boards of these agencies and parastatals would bring the government’s practices and operations into conformity with Nigeria’s international anticorruption obligations, particularly the UN Convention against Corruption. Nigeria has ratified the convention.”



The organisation further urged Mr. Buhari to ensure that appointments are transparent and based on merit, adding that a merit-appointment system would produce a better qualified board, and ultimately improve the governance architecture and access of Nigerians to essential public services.



“It should be the practice of this government to make board appointments on the basis of ability, and not because of political influence or connection,” it said.



Similarly, a former minister of education and leader of Bring Back Our Girls movement, Oby Ezekwesili, has expressed her reaction to the controversial board appointments.



Ms. Ezekwesili, in a series of tweets on her verified Twitter handle, expressed disappointment at the presidency for releasing such list as well as defending the errors contained in the list.



“Some “mistakes” are simply indefensible. Who is that defending that a significant # (2, 3 or 4? Which? ) of dead people are on an appointment list of the FG .@AsoRock that the President, @MBuhari signed off on? Haba. This is the height of what Feyi calls, “anyhowness”. #Tragic,” she stated.



While urging the presidency to show penitence in its activities, she said, “There is a Golden Rule in Strategic Communication of Policy where you are advised to “own the fiasco….eat the humble pie….. show penitence….. ride the storm…. avoid any braggadocio….just pray the media & public show mercy & move on.”

A chieftain of the All Progressives Congress (APC), Timi Frank, says Governor Nasir El-Rufai of Kaduna State is lying by saying that former vice president Atiku Abubakar did not make tangible contribution to the 2015 presidential campaign of the ruling party.

El-rufai, who spoke on a Voice of America (VOA) Hausa Service Programme, “Democracy Today”, which was monitored in Kaduna, was quoted to have challenged Atiku to mention those who collected his financial contribution to the presidential campaign from him.

Frank, in a statement issued in Abuja, described the governor’s statement as “a height of ingratitude of a jilted lover.”

He implored the Kaduna State governor to refresh his memory by either watching the campaign video or meeting the then Director General of the APC Presidential Campaign Council, Rotimi Ameachi, for the record of what transpired before, during and after the campaign in 2015.

He said, “Ameachi has record of those who contributed to the campaign. So, if El-rufai does not know, he should contact the Minister of Transportation. Moreover, it is on record that the former Vice President had responsibility for seven states during the campaign.

“Again, it is also on record that Atiku's media asset was transferred to the campaign. If El-rufai has forgotten so soon, the Director of Media, APC Presidential Campaign Council, Malam Garba Shehu, who is now the spokesman to the President, was handed over to the party campaign team from Atiku Media office, the deputy director of Atiku media team Mr Paul Ibe was also part of APC media team during the 2015 campaign and other key members of Atiku's group. I don't know how El-rufai will quantify the cost?

I have critically analysed the case and both parties are at fault.

GTB wrong with the percentage interest they didn't want to pay

Innoson wrong with forging documents.

But the way the Igbos are going about tribalizing this issue is very irritating. They are never blaming Innoson for forging signatures and documents but are facing EFCC and GTBank.

I like been fair when it come to issues like this all Bleep ups must be treated, if GTB illegally deducted the said amount, they should pay back with interest, if they have written to Innoson that the amount was 500 million and not 700 million, fine, they should pay back with interest i should not have allowed this matter to go to court, but being a very selfish entity they thought they could have their way in court, but being short sighted and with bad advisers, this issue will cost them a lot of customers and also billions.

Secondly, CBN should also step into this issues i believe there should be a penalty for an offence like this, GTB should be sanctioned so other banks will not do same.

Also on the part of Government, the management of the bank should also be penalized, so that other management from other banks will take heed, this is an act that a lot of this banks if not all are into , that is why they declare a lot of profits.

Then coming to fake signature from the Chairman of Innoson or whatever he may have committed, if he has committed a crime he should be made to answer for it, irrespective of his tribe.

The Government should not allow the sentiment card that is being played, the Attorney General should not wait to be briefed, he should swing into action and see how the public confidence is renewed and even the CBN Governor.

Lets stop all this sentiment and tribal card we are playing it will not help anybody, who ever that may have committed a crime be it and individual or corporate entity should be made to face the law, there is no scared cow
