So it's either this picture was taken before mounting the billboard or the billboard was pulled down by wind as a result of weak balance.

I had an encounter with now ACP Irahbor during his days as DPO Itam. He is an epitome of what the NPF should look like. He dramatically and positively overhauled that Division under him.
