North worst in drug cases - NDLEA Kola Oyelere, Kano - 04.11.2008 THE chairman of the National Drug Law and Enforcement Agency (NDLEA) Alhaji Ahmadu Giade, has said that the number of drug offenders was higher in the North than in the South, despite the fact that the drugs were not produced in the North. He said the agency had arrested 42,140 suspected drug traffickers between 1990 and 2007. Giade, at press briefing in Kano, said the agency’s first quarter report revealed that 57 drug suspects with 753, 980 kilogrammes of narcotics were arrested in Kano State, a number which, he said, was the highest in the country. He said the Ekiti State command arrested 27 drug suspects and made the highest seizure of 53, 438.35 kilogrammes of drugs. Going by statistics, the NDLEA boss said it was glaring that the North had more people with drugs problem than the South, though the drugs were not produced in the North. While also saying that consumption of other substances like lizard dung was also rampant in the North, Giade said 39,419 males and 2,721 females were arrested by the agency between 1990 and 2007. T HE Peoples Democratic Party on Monday came under condemnation for directing governors elected on its platform to contribute a minimum of N50m each at a planned N10bn fund raiser scheduled for November 14, 2008 in Abuja. According to the national leadership of the party, the N10bn will be used to build a befitting national secretariat for the party in Abuja. Those, who in separate interviews with THE PUNCH, sternly criticised the governing party over the matter included the National Chairman of the Action Congress, Chief Bisi Akande; the National Chairman of the Progressive Peoples Alliance, Mr. Clement Ebri, and the National Chairman of the Conference of Nigerian Political Parties, Alhaji Balarabe Musa. But the National Chairman of the PDP Chief Vincent Ogbulafor, , dismissed the criticisms saying asking governors to contribute N50m each was no big deal. A visibly angry Akande said the PDP’s directive to its governor was a vindication of his party’s stance that the ruling party was synonymous with fraud and corruption. He said, “We have always maintained that the PDP is synonymous with fraud and corruption and that our country is unlucky to have the party in power at this point in its history. “The PDP is like a farmer who decides to eat up his seedlings at the time of planting so there will be nothing for him to sow and therefore harvest. “The party prefers to share our collective wealth among themselves and use part of the money to bribe the police and INEC in order to sustain itself in power. In the process, they leave Nigerians with nothing to harvest. “Let me tell you that what the party is now trying to do is not surprising to us. The PDP is founded on a foundation of corruption. It germinated in corruption and has since been surviving on corruption.” Ebri said by directing its governors to dip their hands in the public till to pull out N50m, the PDP was fuelling corruption in the country. He advised President Umaru Yar’Adua to take drastic measures to stop the PDP and the governors from abusing public funds. Ebri said, “What the PDP is trying to do is a very unfortunate development. Things like this always sound like fairy tales. “But if it is true, we are in trouble and corruption will never go away from our country. It is like the PDP is telling the governors to dip their hands in the public till.” Also speaking on the matter, Musa said the PDP’s directive to its governors was a clear manifestation of the “stealing” that the ruling party had been using its platform to perpetrate. “Can you imagine anywhere in the world where the political party in power will ask its governors to bring out N50m from public funds for its use knowing that the money will be taken from the public till?” the former governor asked. But Ogbulafor said, “The fact is that we want to raise funds to build our secretariat and we have given the governors a target. We believe it is better to do it through the governors rather than the state chapters of the party. “The N50m we have asked them to contribute is not too much of an amount as far as we are concerned. The governors can raise the money through party faithful, businessmen and wellwishers. They can do it whichever way they decide.” The immediate past leadership of the party had already released N1bn for the commencement of work on the building of the 12-storey secretariat. A Fund Raising Committee led by Vice-President Goodluck Jonathan has been mandated to raise the balance of the contract cost. Already, the committee has contacted state governors and other political office holders asking them to make financial contributions to the project through a designated account in Zenith Bank. A project committee under the chairmanship of the Kaduna State Governor, Alhaji Namadi Sambo, inaugurated in October 2007, is coordinating the construction of the proposed secretariat. Armed robbers lay siege to Lagos Olalekan Adetayo THIS may not be the best of times for residents of Lagos as armed robbers have literarily taken over the metropolis, unleashing terror on citizens. In the last one week, it had been different tales of woes from most part of the state. Mostly hit are highbrow areas such as Ajao Estate end of the International Airport Road, Ire Akari Estate in Isolo, Apapa GRA, FESTAC Town, Omole, Ogba, Ojodu, Ilupeju, Agege, Egbeda, Ogudu, Ikorodu, Yaba and Ketu among others. The popular LagosIbadan Expressway known for the presence of the prayer camps of various religious organisations has also turned to the devil's haven as a result of the operations of men of the underworld. While the National Chairman of the Action Congress, Chief Bisi Akande, escaped such a raid on that road on Thursday, a middleaged man (name withheld) is yet to recover from the trauma he went through during a similar encounter. Investigations carried out by THE PUNCH showed that the mode of operations of the hoodlums is similar or the same in almost all the areas where cases of robbery were reported in recent times. The armed bandits are either operating on motorcycles to dispossess unsuspecting members of the public of their valuables where there are traffic snarl or they gain entrance into residential building using a resident as bait. In all these, however, victims say the hoodlums operate unhindered irrespective of the proximity of some of the crime scenes to police stations or the number of distress calls placed through to security operatives. For instance, at about 2am on Sunday, armed bandits invaded the Ilupeju residence of a Lagos-based senior journalist who did not want his name in print. During the operation that reportedly lasted for about one hour, valuables such as jewelry, telephone handsets, wristwatches and money were stolen from residents of the house at gunpoint. The News Editor of a Lagos-based newspaper swallowed his own bitter dose of the men of the underworld's operation on Sunday evening shortly after he closed from work. He arrived at his residence in the Isheri-Idimu axis of the metropolis about 11pm into the waiting hands of armed robbers who were already lurking around the premises. Immediately the journalist's wife opened the gate of the house and he drove in, the hoodlums swooped on him, and locked him inside his car's trunk. They reportedly drove the black Toyota Corolla car towards Iba-LASU Road before he was left off the hook after dispossessing him of his valuables, including the car, his telephone handsets and money. "They pushed him out of the car and later gave him money enough to take him home for cooperating with them and drove the car away. They are still searching for the car as I am talking to you now," a close associate of the traumatised journalists told our correspondent on Monday. About four hours before that incident, an eight-man armed gang had invaded a house located on Aina Road, Ire Akari Estate, Isolo. After dispossessing residents of one of the flats in the house of their valuable, the armed men left with a 2008 model dark grey Toyota Corolla car belonging to another resident. A resident told our correspondent that although the car marked FX 847 EKY was later sighted when the robbers were finding their ways out of the area and the case reported at Ire Akari Police Station, policemen on duty claimed that they did not have enough weapons to confront the fleeing robbers. "The robbers were not on speed because the owner of the car had already demobilised it with his phone. They only managed to move it with 'gear one'. But the policemen said they could not confront them.” "The irony is that we had to be moving from one police station to the other because they kept telling us that the incident did not happen under their jurisdiction. We ended up visiting three police stations: Ire Akari, Isolo and Aswani Police stations," the source added. A female resident of Egbeda told our correspondent that she was contemplating relocating from the area because of the siege laid by robbers. She said, "Do you know that we only have one police station: Gowon Estate Police station, in that stretch of Akowonjo-Egbeda Road? The robbers' siege is real. On Ogunlana Street alone, cars are being snatched at gunpoint daily with impunity. Something urgent should be done by the police authorities as we approach the Christmas and New Year celebrations." Despite these visible signs of a state under siege however, the Police Public Relations Officer, Lagos State Command, Mr. Frank Mba, said that what was being witnessed was not a breakdown of law and order but "occasional challenges." Mba, a superintendent of police, said such challenges became more pronounced and attract headlines when the victims were "celebrities or members of a critical sector." He said when such "isolated cases" occurred, the authorities of the command return to the drawing board and review its strategies. He said, "Overall, crime rate in Lagos is reducing. However, we will look at these complaints with the view of finding out their veracity and mapping out fresh strategies to meet the challenges. "Some of our current measures are the gradual improvement in training and logistics, improvement of intelligence capacity, increased motorised patrol, intensive collaboration with members of the public and high visibility policing." These ugly developments are coming a few weeks after the Lagos State Government, through its Security Trust Fund, donated 10 Armoured Personnel Carriers, 1,000 AK 47 rifles, 1,000 bulletproof vests and helmets as well as ammunition to the state Rapid Response Squad to combat crime. The command had a few days after the donation organised an exercise tagged "Show of Force" where they paraded the major roads of the metropolis showcasing the equipment. Foreigners now rob freely on highways By Sunday Aborisade, Ibadan Published: Tuesday, 4 Nov 2008 Armed robbers suspected to be foreigners have taken over major highways in the country unleashing terror on innocent Nigerians after dispossessing them of their valuables. Investigations by our correspondent in the last one week revealed that the robbers were usually armed with sophisticated weapons suspected to be pump action guns. Eye witnesses who sighted them near the Ogere Toll Gate area of the Lagos-Ibadan expressway last Wednesday explained that the men of the underworld dressed like the Arabs. A traveller, who escaped from their attacks last week and monitored their modus operandi from a short distance, said the robbers, numbering about 20, wore police uniforms. Recounting his experience in an interview with our correspondent, an Ibadan chief who craved anonymity, said the incident occurred between noon and 1.00pm last Wednesday. He said, “I was on my way to Lagos last Wednesday when I sighted the robbers operating on both sides of the Road near the Ogere Toll Gate. I saw people turning. I turned too. “One of the occupants of my vehicle jumped down immediately and hid himself in the bush, watching the activities of the robbers. He witnessed the whole drama live! “Many of the travellers attacked were shot and wounded after the criminals carted away their valuables worth thousands of naira. “The most painful aspect of the unfortunate development was that the robbers operated freely for one hour only for the police to surface few minutes after the robbers had gone,” he lamented. The Ibadan Chief, who said the incidence will linger in his memory for many years to come, noted that it was his first experience since he had been travelling on the highway.
