This is officially a big slap on education. Imagine a PhD holder with lengthy years in service to a so called progressive state being appointed as a secretary to a garage boy.

The work is about management of motor parks and not an academic office.

A Ph.D degree give you a detailed knowledge about a very small but we'll defined area of human endeavours but it doesn't make you an expert in all fields.

The fact that someone has Ph.D doesn't give him better experience on this matter than the former NURTW boss.
