There is no need to change the constitution to insert either secession or referendum clause. Britain does not have referendum in its constitution but Scotland got referendum in 2014. The national assembly of Nigeria can order a one time referendum without referendum entering the constitution. While it is true that politicians have to swear the unity of Nigeria, that unity is only relevant by the law. Law makers can change the law.
