The processing of your application for permanent residence in Canada is almost complete. You must complete the following steps within 30 days in order for our office to issue your Confirmation of Permanent Residence and, if applicable, your permanent residence visa. If for any reason you are not able to meet this deadline, please inform our Centralized Intake Office immediately via the IRCC Web Form: http://www.cic.gc.ca/english/contacts/web-form.asp with details concerning your situation.

STEP 1: Change in Circumstances:

Should any of the following circumstances apply to you or any accompanying family member, you must inform this office immediately:

Change in marital status, for example due to marriage, divorce, legal separation, annulment or death of spouse;
Change in family composition, for example due to adoption or birth of a child, including a child born to your accompanying dependent child,
Death of principal applicant, spouse, accompanying children, or death of sponsoring relative;
Change in health;
You or any of your accompanying family members being charged or convicted of a criminal offence
Change in contact information: mailing address, e-mail address, or telephone number.


Your failure to inform us of any of these changes may result in the cancellation of your permanent resident visa and may render you and your accompanying family members inadmissible to Canada.



Your failure to declare all of your family members, accompanying or not, will permanently exclude them from sponsorship under the Family Class regulations.




STEP 2: Passport Requirements – Determine if you need to submit your passport(s)



Determine whether you need a visa or an Electronic Travel Authorization (eTA) to travel to Canada at: www.cic.gc.ca/ENGLISH/visit/visas.asp



If your passport is from a country whose citizens need a visa to travel to Canada, you will need to submit original passport(s) for you and each accompanying family member. Your passport(s) should be valid for at least 6 months and have at least two blank pages. If a child is included on your passport, you must have one blank page per accompanying child.


Please note that you STILL need to submit your passport(s) even if:

You or your accompanying family members have a valid Canadian temporary residence visa or permit.
You or your accompanying family members are permanent residents of the U.S.A and holder of passport(s) from countries whose citizens need a visa to travel to Canada.


Note: All passports must be intact and not worn, torn or otherwise damaged; the laminate on the bio-data page must be securely attached. Each page must be securely affixed to the passport; there cannot be any loose pages.



If your passport is from a country whose citizens need an eTA to travel to Canada or your passport is from the United States, you will need to submit one photocopy of the photo page and any pages containing amendments of the passport for you and each accompanying family member (Note: any accompanying family member whose passport does require a visa however, will need to submit their original passport as per Step 2a). Your passport(s) should be valid for at least 6 months. Please do not send your original passport(s).


*** Please note that Confirmation of Permanent Residence and permanent resident visas cannot be issued on Diplomatic, Official or Military passports or travel documents. You must provide an ordinary passport. ***





STEP 3: PREPARE YOUR DOCUMENTS



You must submit together:



1. One copy of this letter.



2. Passport(s) OR photocopy(ies) of passport(s), as explained in Step 2.



3. Two (2) photos of yourself and of each accompanying family member. Photos MUST meet the precise specifications found in the link below or in Appendix A at the end of this letter. 4. If not yet paid, Right of Permanent Residence Fee (RPRF) for you and your accompanying spouse (if applicable). We strongly encourage you to pay your fees online and provide a copy of the receipt. To pay your fees online, click here: https://eservices.cic.gc.ca/epay/welcome.do.



5. The height and eye colour (for both eyes) for the Principal Applicant and all of his accompanying dependants





All required documents must be submitted in one single package.

A) To submit your package while overseas:



Please submit your package to the nearest Visa Application Centre along with the VAC Passport Transmission fee.

B) If you are currently in Canada, you are not required to submit your passport and will be landed virtually. Please advise our office via webform within 5 days of receipt of this letter if you and/or any of your dependents are in Canada. Please include each person’s name/UCI and where they are currently staying/residing (in Canada or overseas).







NOTE: Permanent Resident document(s) Validity



The issuance of your Permanent Resident document(s) is time sensitive so it is important for you to submit your passport(s) as requested.



Once you receive your Permanent Resident document(s), please verify the information on it is correct. If there are any errors, such as incorrect spelling of name or incorrect date of birth, please inform our Centralized Intake Office via the IRCC Web Form: http://www.cic.gc.ca/english/contacts/web-form.asp immediately. Your name will appear in the same format as it appears in your passport.



Your Permanent Resident document(s) will expire one year after the date of your medical examinations or earlier if your passport or the passports of your spouse or dependent children (if applicable) expire on an earlier date.



You must travel to Canada and present your immigration documents at a Canadian Port of Entry before they expire. The validity of the Permanent Resident documents cannot be extended. If you fail to enter Canada before this date and still wish to immigrate to Canada, you must reapply by submitting a new application and paying new processing fees. All such applications will be assessed according to the immigration laws in force at the time of receipt of the application. There is no guarantee a future application would be successful.

Several online and in-person services are available to you, your spouse and your dependants. These services can help you find out more about living and working in Canada. They can also help you take steps to get your education, work experience, and professional licences/certificates recognized in Canada, and access other free settlement services once you have arrived in Canada.

Things got so sour after the wedding and he asked for a separation and subsequently a divorce. I wanted to report our separation to ircc before they request for any ADRs regarding adding him, but I didn't because I had no legal document to prove my point at the time.
I have gotten ppr now and sent my passport as well, the divorce is getting finalized soon and I don't know if I should tell ircc at this point because I want to avoid misinterpretation.
What if the divorce get finalized around the time I get my COPR?
How will that affect my application? I've read it's likely they cancel my ppr and re issue another one.
Will the divorce have a negative effect on whether I get a new ppr or not? How long will it take to get a new ppr? Will there be request for any ADRs?
He has threatened to report our separation to ircc if I don't, and I'm wondering if he has any right to call or mail ircc on behalf of my application. It's so messed up cry

I have many questions, sorry

If there is no legal document for separation or divorce there is nothing to report.
Whatever is claimed by applicant must be supported with verifiable documents.
Since he is unaccompanying your marital status s of no consequence to IRCC

If that's the case, I'd advise that you speak to your lawyer ASAP and ask if it is possible to draw out the divorce proceedings for as long as possible. Wait for your ppr, move as soon as you get it then finalise divorce.

I'm working with the assumption that your husband is trying to frustrate your relocation efforts.

Unaccompanying don’t get visa. They would need to be sponsored by the PA when they are ready.

So there are no issues at all if she lets IRCC know now- which is the right thing to do at the moment

He is unaccompanying means he is not going with you at this time. By the time he is ready, you will need to sponsor him.

This makes it easy for you.

Let IRCC know immediately and let them know the divorce is being finalized, there will be no complications.

It only gets complicated if you delay it further.

actually he can switch to unaccompanying and state that they are in process of separation/divorce as reason pending when divorce or separation documents are tendered. that way it will be on record that this was his intent instead of the rubbish stunt he pulled.

With logical reasoning, his application is his right but with IRCC, its not that straight-forward.
he apparently declared that he was married & is gonna be accompanied hence ppr was issued to both parties.
If he declared he was married and unaccompanied then he needs to give IRCC a tangible reason he is not coming with his family.Even at that, the applicant and unaccompanying family will still have to do everything (biometric, medical,POF, remedical if required and police report).
The only way he can leave her out is if they are divorced and he has the documents to show for it or if he lies to IRCC that he is single which will amount to misrepresentation.

If he brings that "worship me" mindset to Canada, he will create problems for him.

Even in Nigeria, many relationships are moving away fromt he caricature "worship me" mindset.

There are ways you can stealthily play along until you get to Canada. The fact is, in Canada, you have all the cards, especially when he is abusive (including verbal or silence apparently).

I have seen hell in this 2 years with him constantly blaming me for the delay, then he would accuse me of not being submissive and appreciative of the sacrifice. He threatens me with divorce all the time saying I'm not submissive and he cannot take a woman he cannot control to Canada. Repeatedly tells me he made a mistake marrying me. He tells me no man can ever do what he did for me. That most men will not add their partner to their application and that I'm supposed to be worshiping him. Note that I had to bear all the financial requirements for everything concerning my own.

ma'am, you know what to do. Get a lawyer and write a letter to Canadian immigration... he committed a crime by seizing your passport and COPR and frankly, there is no reason Canada should continue to harbor a criminal. Get his residency canceled and see if you can keep your COPR on a humanitarian basis. Get to work and stop crying about it...

Maybe he doesn't know how abuse in Canada works. Most likely you were not even the cause of the delay except if he had already gotten ppr before adding you if not you were not the cause and that shouldn't matter where there's love. Just mail MP, send webform or call ircc and that's all

Thanks for your comprehensive response.
Yes, the spousal visa is from another country.
He applied for the spousal visa before getting ITA for EE and the visa was only approved after AOR.
He did the spousal visa so that he can continue working in his country of residence and at the same time be able to move in out of the country until he's able to transition to another type of visa.
His main concern is not be charged with misrepresentation as he is fully aware of IRCC stands in relation to marriage and change in family composition.

I really do not know what to advise him myself. His only chance is if the IRCC officer is not able to interprete the visa as a spousal visa cos the visa was granted as a visitor's visa but with conditions he must reside with the partner(her name was not used, just her Identity number) and work.

is the spousal visa from another country?

This case is very tricky. It is almost likely that they will enter his details into their system prior to issuing the visa on his passport and on those of his wife and kid. He would need to be super lucky for details on the spousal visa to not turn up, because that would immediately raise a red flag. Naturally, all investigations have been completed prior to issuing the ppr. It's a little surprising the spousal visa application didn't turn up then. Was that done in the US? Maybe the EE process was far gone before starting the spousal thing? You may want to provide more details regarding the country involved.

The bigger problem here is one of misrepresentation. I'm sure it states clearly in the email received by your uncle that he should inform if there's been any change whatsoever in his family composition and that failure to do so will render his visa invalid. If he doesn't therefore inform IRCC, it only takes a few flipping-over of his passport to see a spousal visa sticking out like a sore thumb. With all the information on that visa, it only takes a small computer search on their interconnected systems to reveal the details and show that his family composition is not what he claims. Hence, a possible denial of the visa and likely follow-up ban. And don't forget they are going to flip those pages to know where to put the new visa. He can only get away with it if the employee on duty then were a little carried away. So, to answer your question, "yes, a PR can be rejected even after ppr".

My advice: he may take the risk of sending in his passport and nothing will happen. The chances here are very low. A better option is to just go with the spousal visa and go ahead with what he had in mind originally before obtaining that spousal visa. Was it to divorce the person after a few years and then bring his wife and kid over? That may just be his best option, even though it's not legal. He should think about what he would have done in the first place if he hadn't gotten that ppr and go with that. Otherwise, he could be looking at effectively ruining both opportunities.

I am seeking opinion of the house on behalf of my uncle. His case is kind of complicated and he needs to thread carefully.
He travelled abroad, but after some years he lost his legal status due to some issues he had with his boss at work, the boss reported him and his visa was revoked. Due to his non-legal status and frustration, he decided to start the Canada EE process. While on the EE process, he was looking for ways to have legal status in the country again. The only way at that point was to use an arranged partnership with a lady who's a citizen of the country he resides. He applied for a spousal visa and it was granted. The spousal visa was granted after he has submitted his EE application. I forgot to mention he is married, his wife and kid only visits him once in a while from Nigeria. During his EE application, of course he included his wife and kid in the application, although as unaccompanied for CRS purpose. Now he recently got ppr, but he's concerned about the spousal visa which is still valid on his passport. Will there be a problem if he send the passport with that spousal visa (which was not gotten through his wife included in the EE application)? Will that be term as misrepresentation? because I don't think its possible to be legally married and at the same time be in a common law/partnership relationship with another person. Does IRCC still investigates after ppr? Can a PR be rejected after ppr?
Gurus in the house, kindly advise my uncle before he send the passport, which might trigger something else.

is the spousal visa from another country?

This case is very tricky. It is almost likely that they will enter his details into their system prior to issuing the visa on his passport and on those of his wife and kid. He would need to be super lucky for details on the spousal visa to not turn up, because that would immediately raise a red flag. Naturally, all investigations have been completed prior to issuing the ppr. It's a little surprising the spousal visa application didn't turn up then. Was that done in the US? Maybe the EE process was far gone before starting the spousal thing? You may want to provide more details regarding the country involved.

The bigger problem here is one of misrepresentation. I'm sure it states clearly in the email received by your uncle that he should inform if there's been any change whatsoever in his family composition and that failure to do so will render his visa invalid. If he doesn't therefore inform IRCC, it only takes a few flipping-over of his passport to see a spousal visa sticking out like a sore thumb. With all the information on that visa, it only takes a small computer search on their interconnected systems to reveal the details and show that his family composition is not what he claims. Hence, a possible denial of the visa and likely follow-up ban. And don't forget they are going to flip those pages to know where to put the new visa. He can only get away with it if the employee on duty then were a little carried away. So, to answer your question, "yes, a PR can be rejected even after ppr".

My advice: he may take the risk of sending in his passport and nothing will happen. The chances here are very low. A better option is to just go with the spousal visa and go ahead with what he had in mind originally before obtaining that spousal visa. Was it to divorce the person after a few years and then bring his wife and kid over? That may just be his best option, even though it's not legal. He should think about what he would have done in the first place if he hadn't gotten that ppr and go with that. Otherwise, he could be looking at effectively ruining both opportunities.

When you say seized your visa and COPR, I’m assuming this also means your international passport isn’t it? If that’s the case, you can report him to both the Nigerian authorities and the Canadian High commission. NO ONE a has a right to hold your passport except you. So him seizing and running off with your passport is a criminal offence.

Sorry about the abuse and other things you had to endure but other than an official complaint and report, there isn’t much to be done regarding that now.

However, please start by reporting this. He is not the first person to add a spouse to an application so that is absolute gutter behaviour on his part.
If I were in your shoes and he doesn't want me in Canada after all the time and financial sacrifices I’ve made too, then I’ll make sure he’s inadmissible as well. End of story.

My broda and he's wife just relocated to UK on NHS work visa this Jan but they got ppr 2 days ago. Does he need to inform accra VO (he's afraid of doing this cos he's 2019 AOR) of the change in address and can he send his family passport to the VO in London? Pls respond if you can. Read through the attached link and it is a known fact that children are always the main victims of a divorce or separation. Sadly parents have decided to take their matter to a canadian court to settle probably ignoring all other available means of coming to a compromise. From the father's perspective its obvious that he was worried that he would never see his children again. The whole idea of him doing this because she denied him sex is funny but I doubt. From the mother's perspective Canada is best for their children and nothing else should matter. Migration is tough decision and even a single person like me sometimes worry about the decision I am making. It is more difficult when you have kids. There is a possibility that the consent form she submitted was fake. In 2006 my aunty took her two sons to USA on vacation (that was what she told her husband) but concealed the fact that she had secured a green card and was relocating them. I will also not exonerate the mother for challenging the father's position in a canadian court when they could have settled the matter amicably. As it is now the kids will return to nigeria and they either settle amicably or continue the battle in nigeria.

Thanks for such a detailed response. I just submitted my package to UPS in Abuja to deliver to the VFS in Abuja. I didn't pay any fee aside the courier sum. Do you have any idea on how I could ascertain the actual transmission fee to be paid to the VFS in Abuja. For added info, I did my biometrics in Abuja.

This is the process to send your passport to Accra:
Submitting passport(s) to Accra VFS without using Lagos VFS. Good luck and congrats again on your ppr.

Gather all documents required by IRCC and VFS Accra:

1. International Passport(s)

2. 2 Passport Photographs (see further instructions below in addendum 1)

3. Passport Request Letter (aka ready for visa mail)

4. Duly filled Height and Eye Colour Chart. (A single form containing details for every member of the family)

5. IMM008 for those with a change in family composition (by a birth, death, marriage or divorce, etc)

6. 1 CVAC form. With only page 2 filled in by PA. Do not fill pages 3 & 4. Also advisable to fill in Caps. Ink color doesn't matter.

7. Payment teller(s) for the sum of GHC 405 to ( paid per person to vfs GH's account. (See further instruction on addendum 2 below)

Put all documents in an envelope and proceed to DHL or any courier of your choice and pay for a one-way delivery to:

1. Can I send to any Visa office for my COPR to be issued or must it be Ottawa.
2. Do I go straight to DHL to transmit the documents to the designated Visa office.
3. I see something about transmission fee on my letter. When is it to be paid, and how do I go about it.

26) Could I change my NOC or other details in my express entry profile, while I am in the pool, before ITA? Yes, a candidate can update their information anytime, the CRS will be recalculated accordingly. Read HERE and HERE. See this post HERE about updating marital status

27) Could I change my NOC or other details after ITA? Can the details in my express entry profile be different from what I submit in my PR application (eAPR)? Yes, but some changes may affect your CRS. You still need to meet eligibility points (minimum 67/100) and your recalculated CRS must exceed the minimum/cut-off CRS of the draw that you were invited for, otherwise your application may be rejected. Read HERE. A LOE may be necessary depending on what exactly you are changing. Read this rejection story HERE. In his EE profile he changed his NOC but didn’t edit the details to contain the history for this NOC with dates, organization name etc. The moral of the story is to have your EE profile up to date and accurate at all times.

28) What happens to my CRS if I have a birthday after ITA but before AOR? Nothing, CRS remains the same, age is locked at ITA. Read HERE and HERE

29) What if my circumstances change between ITA and AOR e.g. I get married or my IELTS or ECA expires after ITA but before AOR? Your CRS will be affected. NOTHING IS LOCKED AT ITA EXCEPT AGE. Read HERE and HERE

30) I want to add my siblings and parents to my application as dependents. Not possible to add siblings or parents under FSW. Read HERE

31) I want to apply with my partner who I am not married to. It might be possible if you meet the conditions for a common law relationship. Read HERE

32) Do I need to have the same surname as my husband or children to apply for FSW? No, use the name on your current passport for all your processes IELTS, ECA etc. Read HERE and HERE for what IRCC requires married applicants to provide, having the same surname is not one of the requirements. ECA bodies know that names change and the name on your degree certificate may not be your current name. If required, they will ask for a marriage certificate or other change or name document. Your ECA should typically be in your current name (nee your former name).

33) Has anyone adopted children and added them to their application? Yes. Read an experience HERE

34) When can I add spouse or baby to my application? Dependents can be added at any time, including after the visa and COPR are issued, but prior to obtaining permanent resident status/landing. Applicants are to inform IRCC immediately their family composition changes (e.g. marriage, birth of a child, divorce, death etc). Read HERE and HERE for more information. 35) I am separated but not divorced. Read someone’s experience HERE

36) I can’t get a reference letter from my HR. The company I worked for no longer exists. Read HERE, HERE, HERE and HERE for suggestions.

37) I’m claiming 15 sibling CRS points, what documents do I need to provide? Read HERE and search for Relative in Canada. You can claim points from your own sibling or the sibling of your spouse (but NOT from the spouses of your siblings nor from the spouses of your spouse’s siblings). You can claim points for half siblings as well as step siblings (for step siblings your parents need to be currently married or in a common law relationship).

39) I already applied for PR but didn’t pay my Right of Permanent Residence Fee (RPRF) at the time. You can still pay after AOR, read HERE

40) Could I spend my POF after AOR? Might not be a wise thing to do, sometimes IRCC sends ADR for POF. Read HERE

41) What should I add to my personal history when completing my application? ALL your activities in the last 10 years (or since you were 18, if that was less than 10 years ago) including periods of unemployment, directorships, volunteering, side hustles etc. Read HERE for a perspective

45) Do I need to submit my ECA report and IELTS TRF as well or is updating the reference numbers only in my eAPR ok? You are required to submit the actual documents as scans. This is a crucial part of R75 Minimum Requirements.....the fact that others have got ppr without it does not nullify the law. Read paragraph 75 of the Immigration and Refugee Protection Act 2001 HERE and HERE

46) Do I need to meet the minimum requirements at ITA or only at AOR? Both at ITA and at AOR. Read HERE.

50) If I have doe IELTS and TEF does it matter which language I put as my first language? Yes, it does, update the lanuage that gives you higher CLB and higher CRS points as first language, read HERE

Finally, the VOs do not have a duty to inform you that your application is incomplete nor do they need to give you a chance to file any required information that was missing when you filed your application. The onus is on the applicant.

In the event that someone’s application is rejected, there is always the judicial review option. Some applicants have been successful with the judge asking IRCC to assign the case to another VO for determination.

Did IRCC advise you what docs to submit (e.g. IMM5406 etc)? If they did and you already sent them before (via placeholder or CSE), no harm in re-sending via webform. You could also do your own remedicals and send them the eMedicals form via webform.

Your current age doesn't matter, age is locked at ITA.

Ps: people used to look forward to birthdays...with IRCC....forever young portions needed....

I have not even gotten the Visa yet. I got the ppr letter and added spouse after this. Perhaps it is the covid delay but the wait is just worrisome.
That asked for the docs to submit, they were all submitted and they have acknowledged receipt of these documents.
All the web forms raised just keep getting the response that they have the documents and are processing bla bla bla and that I/We will be contacted if additional information is required.

It's really sad for the delay man. I understand IRCC delays applications for addional dependents for some reason. A friend of mine got ppr I'm November 2019 and was due to deliver her child in January... For some reason, she decided to wait back to deliver here and add the baby before processing the VISA... Till date, no word from IRCC. Not sure if its a deliberate decision but I think you should keep writing them, perhaps it will help.

Wow this is Tiring. And to think they still expect to be notified of job, address changes and all despite these delays brought by changes. kiss

Please help look into this:
I started my application alone.
ITA was received in September 2019. Age 30, birthday in May.
Medicals and Biometrics done in October 2019.
ppr was finally issued in February 2020.
I decided to add spouse to avoid boredom in strange land and hurdles of sponsoring spouse later on. Marriage took place first week in March and notification sent to CIC.
All the documents for the spouse( Medicals and Police report) were also prepared immediately after marriage as we expected this would be submitted.
We submitted all documents and added spouse to application by 3rd week in March, including police report and medicals.
Till date, CIC has not responded to enquiries or provided update for spouse or requested for her biometrics. All web forms keep getting the same response that it is being processed and that additional information will be asked if required. We requested for GCMS notes and the last update on it stated April 2020.
Please what could be causing the hold up, do we keep raising web forms or just wait and hope for the best?
I will be 32 in 2021. Is age going to be a factor?
Lest I forget, my passport even expired during this process on my birthday. I have gotten a new passport, and added it to my application. Needless to say, my medicals is also over a year.

Just include your divorce paper, it would be helpful if it is stated that you have full custody of the child. that was what i submitted and got ppr.

The issue is that my sister was not legally married to the first husband.. it was just the traditional marriage. How can they go for a divorce in the court when the marriage was not legal initially
