NYSC / NYSC Extends Service Of 32 Corps Members In Ekiti State For Misconduct by Yarnvibes(f): 12:28am On Apr 08, 2017
The National Youth Service Corps (NYSC) has extended the services of 32 corps members in the 2016 Batch A stream 1 posted in Ekiti State to three months for various misconducts such as truancy.

The NYSC Coordinator in Ekiti State, Mrs Eze Ukagha, disclosed this on Friday in Ado-Ekiti during the passing out parade of the remaining 1,380 corps members.

Ukagha said that two out of the 1,422 corps members posted to the state for the batch, however, received state honours award for hard work and commitment to the values of the scheme.

The coordinator said NYSC would not tolerate any act capable of undermining its aims and objectives.

She, however, said during the one year service, the corps members acquired entrepreneurial skills that would enable them to be independent after their service and be employers of labour, rather than job seekers.

Ukagha said that most of the corps members in the batch demonstrated unalloyed patriotism during the service year and were worthy ambassadors of their fatherland.

The state coordinator, therefore, called on them to build on the existing foundation of the scheme by contributing their quota to the development of the country.(NAN)

Two institutions of higher learning are currently under investigation by regulatory bodies for allegedly presenting unqualified persons to the NYSC for mobilization.

The Director-General, Brigadier General Sulaiman Kazaure, disclosed this in his keynote address at the 2017 Batch ‘A’ Pre-Mobilization Workshop in Minna, Niger State.

He noted that despite the effort of the NYSC to stem the tide of uploading of unqualified candidates and graduates of part-time programmes, a few institutions had adopted new strategies to sustain the unwholesome practice.

“Among other things, the law excludes all non-holders of HND and First Degree, graduates of institutions not recognized by the Federal Government and graduates of part-time programmes, etc.

“However, some institutions even as lately as the last mobilization exercise assisted people in these mentioned categories to infiltrate the service corps,” he said.

Kazaure said if found guilty, the two institutions being investigated would have appropriate sanctions meted out to them while the graduates they fraudulently presented for mobilization would be withdrawn from service.

The Director-General reminded Corps Producing Institutions that, as moulders of future leaders, they have the responsibility to guide their students to the right path rather than abet forgery and other criminal tendencies.

He also highlighted other issues that hamper achievement of a seamless mobilization process and stressed the need for all stakeholders to cooperate with the scheme towards addressing them.

The National Youth Service Corps (NYSC), Monday, denied the report flying on the social media that the scheme had commenced posting of corps members to countries abroad.

The Director General of the NYSC, Brig-General Suleiman Kazaure said in spite of some people trying to run down the scheme and give it a battered image, they had improved on the online registration to ensure efficiency in the system.

Kazaure, who was speaking at a workshop organised by the image makers of the scheme in Abuja, said that the scheme would not operate outside it enabling laws, saying “we are on the right track.

“With the online registration we have been able to check ghost corps members and a lot of things no doubt it has make it easier for both prospective corps members and scheme.”

Buttressing the DG’s point on mobilization, the Director of Press and Public Relations, Mrs Abosede Aderibigbe told Vanguard that posting corps members abroad to serve was not part of the law that established the NYSC.

Describing the report as misleading, Aderibigbe urged the public not to take social media report as the position of the NYSC. “It is a lie. I saw it on face book; it is not in the Act that established the NYSC. We do not operate outside the law that created the scheme,” she concluded.

Kazaure explained that the need to enhance public perception necessitated the organization of the workshop, calling on the participants “to remain focused in line with our determination to enhance operational efficiency in all ramifications.”

MINISTER for Works, Power and Housing, Mr Raji Fashola, has said that the present administration in the country will not abandon projects already started by the immediate past government of President Goodluck Jonathan, saying that change needs not be dysfunctional.

Speaking at the commissioning of 100 units of ministerial pilot housing scheme for lecturers of LAUTECH, Ogbomoso, financed by the Federal Mortgage Bank of Nigeria (FMBN), off Ogbomoso-Ilorin expressway at the weekend, Mr Fashola said that purpose of political power was to improve human dignity.

“I want to acknowledge that this housing estate project was started during the last administration in 2014. It’s important to do so. But I know that traditionally when administrations change, especially when political ideologies also change, people are apprehensive of what happened to uncompleted projects. People may have been worried what would happen to this estate. Gladly today, President Buhari has said that change does not have to be dysfunctional. And that there’s no politics about housing. It’s human dignity that’s most important. That’s purpose of political power.

“So, for those who ask what change means. It means change does not have to be dysfunctional and it’s all about service to people. Hundreds of families would live in this neighbourhood, and that’s change.

“Another thing that has changed is this. We have heard stories of money being hidden in all sorts of funny places. And this happened at a time of great prosperity, when the country was making lots of money. Many more of this would have been completed. Buhari administration is saying that instead of hiding your money inside garages, we would make your money work for you.

And that’s change. Leadership and management in FMBN have also changed. And the evidence in many housing estates in different parts of the country bears that out. For the first time in 20 years, FMBN is returning a surplus of N2.7 billion in 2016”, he said.

The ministers, who commended the developer and the almost 1,000 artisans who built the estate, said that they had helped to build their country
He also said that more housing provision would be enabled when Nigerians that were already allocated houses pay up on their allocation, adding that it was a partnership that could make more housing possible.

Also speaking, the acting managing director of the FMBN, Mr. Richard Esin, said that the construction loan of N561.2 million was advanced by the bank to the developer to deliver the 100 housing units.

Esin, who said that the housing units comprised of 48 units of 3-bedroom semi detached bungalows, 40 units of 2-bedroon semi detached bungalows, added that it included 12 units of 1-bedroom terrace bungalows.

He said that Nigerian workers, on the basis of their contribution to the National Housing Fund (NHF) scheme became eligible for mortgage loans at a concessionary interest rate of 6 per cent per annum and repayable over a maximum period of 30 years.

He said that the FMBN had invested a total sum of N2.303 billion to finance construction of 624 housing units in Oyo state, adding that the bank had also funded 527 housing project units through different developers in Ibadan.

The Federal Government has clearly spelt out the irresistible benefits that await whistleblowers as it also pledges protection for them.

The Minister of Information and Culture, Alhaji Lai Mohammed, said any whistle-blower whose information leads to the recovery of up to 1 billion Naira will receive 5 per cent of the amount.

According to him, the reward for any amount between 1 and 5 billion Naira will be 5 per cent for the first 1 billion Naira and 4 per cent of the remaining 4 billion Naira, and that any amount over 5 billion Naira will attract 2.5% reward.

According to NAN computation, a whistleblower that leads Nigeria to the recovery of cash or assets worth N5billion, will earn N210million.

”For example, if a whistleblower provides information leading to the recovery of 10 billion Naira, he or she will receive five per cent of the first one billion Naira, four per cent of the next four billion Naira and 2.5 per cent of the remaining five billion Naira.

”What we have done by making this information public is to reassure potential whistle-blowers that the plan to reward is real. We are not just saying we will pay all whistle-blowers, but we are letting them know in advance what they are entitled to, once the information they provide leads to the recovery of looted funds,” he said.

Mohammed also gave the assurance that the government will protect the identity of all whistleblowers,whether in the public or the private sector, and also ensure that the information they provide is kept secret.

”Whistleblowers have nothing to fear, because the committee has put in place the necessary measures to safeguard those who give useful information. As a matter of fact, whistle-blowers have everything to gain and nothing to lose,” Mohammed said

”For those who may have suffered any backlash as a result of the information they provide, their cases will be reviewed and appropriate mitigating actions taken,” he said.

A civil servant working for the Foreign Affairs Ministry was said to be have been sacked after exposing some theft in an agency of the ministry.

His case is being reviewed by the Minister, Geoffrey Onyeama, following the directive of Vice-President Yemi Osinbajo.

Alhaji Mohammed said the assurance of protection followed the presentations made to the Presidential Assets Recovery Committee by concerned citizens and groups about the safety of whistle-blowers.

”Whistleblowers have nothing to fear, because the committee has put in place the necessary measures to safeguard those who give useful information. As a matter of fact, whistle-blowers have everything to gain and nothing to lose,” he said.

Instinct Wave Group Ltd, a consulting firm has released its pioneering report on the performance of Nigerian government’s agencies and parastatals on the social media which showed poor grasp by state governments and ministries, departments and agencies (MDAs) despite huge budget allocations.

The report titled ‘Nigeria Public Sector Social Media Report’ drew conclusion on the amount of followers and likes they have on their Twitter accounts, Facebook pages, Instagram followership, YouTube subscribers, existing LinkedIn accounts for staff and how often they share relevant service information to the Nigerian public, likewise their feedback mechanism.

According to the study, Independence National Electoral Commission (INEC) is the most visible government agency in Nigeria on the social media platforms. The agency has Twitter: 726,000 Followers, Facebook: 266, 151 Likes and Instagram: 37, 000 followers.

For engagement and reach engagement level, INEC has Facebook – 60 per cent, Twitter – 85 per cent and Instagram – 30 per cent. Others who follow closely are Nigeria Police Force (NPF) with Twitter: 406,000 followers, Facebook: 510, 661 Likes,Instagram: 2, 836 followers, YouTube: 224 subscribers, LinkedIn: 908 followers.

On engagement level and reach, NPF has Facebook – 70per cent, Twitter – 60 per cent, YouTube – 30 per cent, LinkedIn- five per cent and Instagram – 60 per cent. Federal Road Safety Corps (FRSC) which comes third on the table has Twitter: 203,000 followers,Facebook: 290, 247 Likes,Instagram: 2,626 Followers, LinkedIn: 1,011 Followers. For its engagement level and reach, FRSC has Facebook – 80 per cent, Twitter – 80 per cent, Instagram – 50 per cent and LinkedIn – 20per cent.

The report also implies that the use of social media applications has been averagely accepted in public sector in Nigeria. However, the acceptance, and broader adoption of sophisticated tactics that go beyond information and education paradigm, such as true engagement or networking strategies are still in its infancy.

Despite embracing the use of the social media platforms, the agencies and parastatals in the sector face challenges such as leveraging the energy of a new generation, and use it to drive a new, positive culture that supports high performance, poor engagement, poor capacity building on social media knowledge (SMK), duplication of Social Media platforms and creating a non-business social media platforms.

Others are lack of understanding of generating rightful and engaging content, lack of sharing of best practises with the private sector initiative, lack of new strategies and innovation of social media tools, poor knowledge of engaging and connecting with the right audience, management/analysis of social media accounts and overview of feedbacks.

The Joint Admissions and Matriculation Board (JAMB) has insisted that it would not extend the period of sale of forms and registration of candidates for its 2017 Computer Based Test (CBT) UTME.

JAMB Registrar, Professor Is-haq Oloyede speaking at the University of Lagos said registration of candidates for the Unified Tertiary Matriculation Examination would be for a period of one month only. This is within March 20 to April 19, as against the previous three months period.

He noted that the period of registration is reduced from three months to one month to eliminate all ills associated with prolonged registration of candidates.

“There will also be mock examination for prospective candidates, and this examination will be purely optional. Those who register for the mock examination will sit for it on April 8, but the UTME proper will commence on May 6 to May 20. We have put in place facilities that will make it easy for candidates to register. For instance, as soon as a candidate creates his profile on his mobile phone, automatically, we will send our e-syllabus and e-brochure into his e-mail. So, even before going to pay for the mock, he already has all the materials that he will need for the registration.

“We are also talking to CBT centre operators not to extort candidates just as we are also asking candidates not to pay now for the mock examination which is purely optional,’’ the registrar explained adding that the mock examination had been made free by JAMB for interested candidates.

Oloyede added that candidates would pay N700 to owners of centres where they would be posted at the point of registration for the mock examination.

“There will also be no cash transaction. Candidates can use their ATMs or if they must use cash, they can pay into the banks to avoid extortion of any kind. This is because there are people out there that want to take advantage of these candidates’ naivety. So it is important for candidates to keep passwords to their e–emails, ATM cards and even registration numbers to themselves and safe, to avoid being exposed to those who might want to take advantage of them’’, he added.

The registrar added that over 600 public and private centres had been approved for the conduct of this year’s UTME nationwide.

In a related development, Arik Air has released a new schedule for its Kaduna operations following the planned closure of Nnamdi Azikiwe International Airport, Abuja from March 8, 2017, and the diversion of traffic to Kaduna Airport.

Arik Air will be operating three daily flights between Kaduna and Lagos and one daily flight between Kaduna and Accra, Ghana during this period. Other destinations to be serviced by the airline from Kaduna are Port Harcourt, Ilorin, Sokoto, Gombe, Yola and Enugu, which will have one daily flight each.

The new schedule will be operated for six weeks when the Abuja Airport is closed to traffic.

Education / WAEC Faces Lawsuit Over Seizure Of Students Results by Yarnvibes(f): 5:24pm On Mar 07, 2017
Justice Nathaniel Ayo-Emmanuel of the Federal High Court, Ibadan, on Tuesday adjourned till April 6 further hearing in the case of seizure of the May/June 2015 SSCE results of Christ National Model College, Ido, Ibadan.

The judge adjourned the case in order to allow the West African Examination Council to appear in court.

According to NAN, Mrs Elizabeth Shittu, council to the plantiff, approached the court to order the examination body to release the 2015 May/June SSCE results of 100 of its students.

Shittu, one of the allegations levelled against the secondary school by WAEC was that the 100 students who sat for the examination cheated
She said WAEC also alleged that the school carried out substitution of some examination papers like Animal Husbandry and English Language while the school failed to explain how the substitution was done.

But the plaintiff’s counsel argued that such substitution should not have led to the cancellation of all the papers of the entire students of the school.

WAEC, however, had yet to appear in court to respond to the plaintiff’s submission.

NYSC / NYSC: Taraba Corps Member Dies After Severe Electrocution by Yarnvibes(f): 9:42am On Mar 06, 2017
Segun Olumide, 2016 Batch ‘B’ stream 1 youth corps member serving in Taraba state was electrocuted last Friday.

According to reports, Olumide, who was serving at the Government Day Secondary School, Wuro Sembe, Jalingo, was reportedly charging his laptop on his laps when he slept off. The Computer exploded, sending electric currents into his body.

He was said to have died while being rushed to the hospital by his colleagues. National Youth Service Corps Public Relations Officer, Mrs. Bose Aderibigbe, confirmed the death of the corps member.

“His next-of-kin has been informed about the tragedy, it was a sad development,'' the NYSC said.

These days, it seems like as the sales of smartphones rise, the issues found on these devices rise. Thankfully, some of these common problems can be fixed without having to take it to a technician; all you need is the knowledge of how to fix them. To help with the acquisition of this knowledge, Jumia Travel , the leading online travel agency, shares 6 common smartphone problems and how they can be fixed.

Smartphone is Running Slowly
This is the most common smartphone problem. This problem is most of the time caused by keeping apps running when not in use, installing unnecessary apps that choke your device’s RAM storage and saving numerous files on your device which congest your internal storage.

Solution: Close apps that are not in use, uninstall and disable unnecessary apps, free up your device’s storage and clear your cached data. If the issue still isn’t resolved you can download diagnostic apps like Phone Doctor Plus and Z-Device Test to help pinpoint the problem. You can also perform a factory data reset to wipe your device clean, leaving the software of your phone the way it was when it was first turned on.

Bluetooth Issues
Most Bluetooth issues are either pairing or interference issues. These can occur over time, sometimes due to the build of cached data in the ‘Bluetooth share’ system app or due to interference from sources like microwaves, wireless speakers, certain external monitors and LCD displays, Direct Satellite Service (DSS), power sources like power lines or stations, 2.4GHz or 5GHz phones or wireless RF video.

Solution: You can try switching off and switching on on your Bluetooth, if it is malfunctioning. If it still doesn’t work, go to Settings> Apps> Systems Apps> Select Bluetooth Share> Clear Cache. The steps vary for different smartphone brands, but the important thing to know is that ‘Bluetooth Share’ is a system app and should be sourced from the system apps of your phone.

For interference issues, either switch off the source of interference or take your device away from it. For pairing issues, you should make sure your device’s discoverable mood is on, get away from or power down likely interferers and make sure the devices you are attempting to pair are in close proximity to each other. If these don’t work, you can try powering your phone off and back on and limiting the data shared between the devices, before trying the above suggestions again.

Cracked Screen or Immersion in Water
We all know water and electronics are not a good mix, but unfortunately accidents happen and devices suddenly get immersed in water or have a hard impact with the floor when they mistakenly slip.

Solution: To avoid such accidents, a sturdy mobile phone case and screen protector can help to protect your phone. Though relatively expensive, it’s a worthy investment because they can help prevent cracked screens and water entering the phone’s ports.

Battery Problems
Battery problems are also fairly common in smartphones. The common battery problems are battery drain, slow charging and ‘system-hogging’ apps. They are mostly caused by users’ abuse.

Solution: To solve this issue you should start by stopping unnecessary apps from running and desist from using defective or wrong chargers to charge your phone. Google Play Service is a feature on most Android phones that drains a lot of battery, so you should clear the cache at least once a month to stop it from draining your battery. Also, you can reduce your screen’s brightness; shorten your screen timeout; and reduce the frequency your widgets and background apps update.

Phone or Apps Crashes
This is indeed a frustrating problem. It can be caused by bugs in your apps, too many apps open at a time, too little memory on the phone etc.

Solution: If your apps crash, you can clear the app data from ‘App Info’ or ‘App Manager’ (depending on how it’s named on your device). Also, learn to clear your cached data and avoid opening too many apps at a time.

For phone crashes, you can try troubleshooting your device for random restarts, troubleshooting apps on your device for random restarts, remove the case and external battery of your device for a short while, or performing a factory data reset on your device.

MicroSD Card Not Working On Your Smartphone
There are a lot of microSD cards in the market, but unfortunately not all of them will work on your smartphone. That can be frustrating.

Solution: There are mostly two types of microSD cards that you’ll come across – SDHC and SDXC. Before you buy any of them, you need to confirm the one which your smartphone supports. In terms of speed, most smartphones support these three primary speed classes of microSD cards: Class 10, UHS-1 Class 1, and UHS-1 Class 3. There are also UH-2 cards but only a limited number of mobile devices support them.

You should watch out for these labels when buying microSD cards for your smartphones. MicroSD card type (SDHC or SDXC) and capacity (GB or TB) are labeled on the card. The three speed classes above also have logos to signify their minimum speed. Class 10 is the letter C with the number 10 inside. UHS-1 Class 1 and Class 3 are the letter U with a 1 or 3 inside, respectively. Finally, you may also see a I or II label on the card, which references a UHS bus speed.

One of the jokes that went round in the social media last week could pass off as humour at the expense of the womenfolk. It says “Gentlemen, if you have N5,000 in the house and your wife has N55,000, the total amount of money in that house is N5,000. Are we together?” Of course, the men are together on this.

They believe the women will never disclose the actual amount of money they have to their husbands. But can we say women are also together on this issue? Interestingly, many women are in agreement with the men. The wife believes the husband is the head of the family and it is his responsibility to provide everything that will be needed in the house.

After all when she married him, she dropped her maiden name and adopted his name while all their children bear his name, he should therefore be ready to shoulder all the burden. There may be few exceptions but most housewives don’t like their husbands to know how much money they have.

Although, it is believed that about 50 per cent of all the spouses hide money from each other, women indeed, are accused of being the greatest culprits in this regard. In fact, one in every five Nigerian women is said to be guilty of keeping many secrets when it comes to the issue of money.

While this has become a major factor undermining the progress of the home front, many have argued that some women today have their reasons for resenting wholesome financial contributions to family.

The question then is, what would make a wife conceal so much from her husband especially when it comes to financial contributions to family affairs? Take this: A woman has, for example, N100,000 and all the husband has is N50,000 and sorts out a N40,000 family responsibility. Then another responsibility of N10,000 arises.

The woman would keep her money in tact and would want the husband to also fund the N10,000 responsibility and go empty handed. These things happen in our homes all the time. Why are women this way? Is it an act of wickedness, selfishness or greediness?

According to those who spoke to Saturday Vanguard on the matter, some women feel reluctant to ask their husbands for money for all the things they want for themselves. They, therefore keep their money and use it for their own needs. To these, it is simply the man’s place to provide for the family. They hardly part with their money for any family matter that does not concern them. Other women also, are said to resent their husbands’ assumed right to decide how much they should be spending on anything.

The reasons range from behavioral attitudes to social factors and even fears of the unknown.

“Hiding money helps a woman get around some problems like supporting her parents and siblings financially,” according to Chuks Nwanne, a journalist. But for Femi Salawu, Media Communication Practitioner, a woman who hides her money from her husband shows that she has trust issues.

“Although I don’t have evidence for it but I consider it to be common place that majority of women who hide their money from their husbands do so in retaliation to similar behaviour from their husbands, not necessarily because they are bad. Having said that, I don’t think it is a good attitude in a home.

Trust is the foundation of peaceful home and how couples handle money will reveal their faith in each other.

A 38- year -old tenant, Genesis Genius, on Wednesday, told a Masaka Chief Magistrates’ Court, in Nasarawa State, that his landlord, Manzo Hassan, is owing him for the beer he drank in his beer parlour.

Genesis, a resident of Masaka, was taken to court by Hassan for owing him N120,000 rent arrears.

Genesis agreed to pay the arrears, but insisted that his landlord should pay him his beer money first, in order for him to add to pay the rent arrears.

“My landlord always come to my beer parlour to drink, after drinking, he will not pay me, I am sure he is using it to replace the money I am owing him.

“He has been doing it, the money he is owing me amounted to a huge sum, he should pay me, so that I can pay him as well,’’ the tenant said.

The defendant told the court that his landlord has locked up the beer parlour, adding that he even chased his sales girls and bar men away.

Hassan, in his response, told the court that of truth, he drank beer in his tenant’s beer parlour, and deliberately refused to pay because of the rent arrears.

“As I discovered that he was not making efforts to pay me my money, I started drinking beer on credit in his beer parlour to cover up the money he is owing.

“I have not taken up to the amount he is owing me, if that is the case, he should deduct the beer money from the rent arrears and pay me my balance, Hassan said.

The Magistrate, Mr. Victor Manga, in his ruling, told the landlord to do check and balance with his tenant, since he did not object to the allegation.

Manga added jokingly that, probably his tenant was giving him beer to replace the rent arrears.

He asked the court bailiff, Sule Ishaku to supervise the discussion between the landlord and the tenant in sorting out their disputes.

The magistrate ordered the landlord to unlock the beer parlor, stressing that he has no right to lock up the place.

He gave the tenant one month to vacate the place after the check and balance.

After the checks, the landlord drank beer worth N45,000.
