Ironsi's broadcast to the nation - May 24, 1966. "The Regions are Abolished': Ironsi's Broadcast to the Nation banning Political Parties and introducing Decree No. 34, 24 May 1966. Fellow Nigerians: During the past two weeks I presided over meetings of the Supreme Military council and the Central Executive Council at which many important state matters were considered. . . It is now three months since the Government of the Federal Republic of Nigeria was handed over to the Armed Forces. Now that peace has been restored in the troubled areas it is time that the Military Government indicates clearly what it proposes to accomplish before relinquishing power. The removal of one of the obstacles on the way is provided for in the Constitution (Suspension and Modification) Decree (No. 5) 1966 which was promulgated by me today and comes into effect at once. The provisions of the Decree are intended to remove the last vestiges of the intense regionalism of the recent past, and to produce that cohesion in the governmental structure which is so necessary in achieving, and maintaining the paramount objective of the National Military government, and indeed of every true Nigerian, namely, national unity. The highlights of this Decree are as follows: The former regions are abolished, and Nigeria grouped into a number of territorial areas called provinces Nigeria ceases to be what has been described as a federation. It now becomes simply the Republic of Nigeria. The former Federal Military government and the Central Executive Council become respectively the National Military Government and the executive Council. All the Military Governors are members of the Executive Council. A Military Governor is assigned to a group of provinces over which and subject to the direction and control of the Head of the National Military Government, he shall exercise executive power. In order to avoid any major dislocation of the present administrative machinery, the grouping of the provinces has been made to coincide with the former regional boundaries. This is entirely a transitional measure and must be understood as such. The present grouping of the provinces is without prejudice to the Constitutional and Administrative arrangements to be embodied in the New Constitution in accordance with the wishes of the people of Nigeria. The National Military Government assumes the exercise of all legislative powers throughout the Republic subject to such delegations to Military Governors as are considered necessary for purposes of efficient administration. The public services of the former federation and regions become unified into one national public service under a National Public Service Commission. There is a provincial Service Commission for each group of provinces to which is delegated functions in respect of public officers below a given rank. This rather drastic change will probably involve a reconstitution of the existing commissions, and the National Military Government reserves the right to do so in the manner stipulated in the Decree. Until this is done, the present Commissioners continue to act in their posts. Every civil servant is now called upon to see his function in any part of Nigeria in which he is serving in the context of the whole country. The orientation should now be towards national unity and progress. I expect all civil servants to co-operate and to consult at all levels, vertically and horizontally, between groups of Provinces and between Provinces and the Centre. People are aware that Study Groups have been set up to look into various aspects of governmental activity. One of them is concerned with problem relating to the Constitution........Read More here: https://www.dawodu.com/irons2.htm |
Ezeama400:If it wasn't Ironsi that dismantled the regions with Decree 34, then how come in going to Aburi summit, the first item on the agenda was the abrogation of all Ironsi's decrees? Secondly, if Ironsi didn't dismantle the regions through his Unification Decree, then why did he throughout his May 24 1966 national broadcast keep on referring to the regions as "former regions"? Also, why did he argue in that broadcast that regional system had caused tribalism and had to give way to a system that would engender nationalism spirit in the citizenry? Why did he change the official name of Nigeria from "Federal Republic of Nigeria* to just "Republic of Nigeria"? Removing the adjective "Federal" from the official name meant he no longer recognized the regions. On the Gowon angle: he (Gowon) on getting to power immediately began to reverse Ironsi's demolition of the regions. In fact he had restored the regions and returned their autonomy to them half way but had to halt it because of Ojukwu's intransigence about Biafra. Mind you in addition that Gowon's states creation was not out of place as the non-wazobians of the three regions had been agitating for their own regions in order to free themselves from wazobia domination. Moreover, Gowon's states enjoyed autonomy hence weren't really different from the regions unlike the groups of provinces which Ironsi broke the regions into and stripped them completely of their autonomy by unifying their civil services, imposing governors on them whom he asked to be reporting to him at the center thus killing the spirit of federalism in the country. In further confirmation that it was Ironsi that dismantled the regions, here is a link to an interview granted by Philip Asiodu revealing how Ojukwu told him of the plan of him and Ironsi to abolish the regions within six months of their Igbo dominated government: https://www.sunnewsonline.com/impunity-killing-nigeria-phillip-asiodu/ Please note where the report reads: Emeka Ojukwu and myself were very good friends in school, Kings College, Lagos, and Oxford University. In fact when the coup happened, he wanted me to join him in Enugu and I told him that I was not a regional man. And Ojukwu told me ‘we shall abolish the regions within 6 months NB: Philip Asiodu who made this revelation is an Igbo man and the Sun Newspaper which carries is owned by another Igbo man - Orji Uzor Kalu hence the usual accusation of Yoruba (Western) Press propaganda will not hold water here. Please also check my next comment below and explain what exactly Ironsi meant with the bolded lines of his May 24 national broadcast if you insist he didn't abolish the regions. |
FuckThaMod:You seem to have forgotten that he was among those who brought Buhari to power in 2015 as your likes say. Moreover he did to Odi and Zakibiam people the same thing you allege Buhari did to your folks that made you hate him and see him as unintelligent. If anything, this is the man who laid the foundation for all the insecurity problems currently facing you and me as a country. You recall when he said Boko Haram started in his time but that he deliberately left them unattended to for political capital? Also recall that he started political godfatherism and political assassination? So what exactly is sensible about him going by facts? |
Newray:one-Nigeria slogan was invented by a Southerner called Nnamdi Azikiwe at a time Northerners were warning against it and asking for secession from Nigeria. |
DbitterTruth:Azikiwe originated that fraudulent slogan to deceive the people into accepting unitary system in place of federalism. But today his kinsmen are the ones complaining mostly against his one-Nigeria. What an interesting irony! |
Nchenches:Why even take powers from the regions at all in the first instance? Was the public complaining of too much concentration of powers at the regions? Contrary to your assertion, the regional governments no longer functioned as before when Ironsi had centralized the civil service. In secondary school Government textbooks it is clearly stated that the civil service is the only means by which any government operates in totality. A government generates revenue, collect taxes, deploys same to carry out projects, pay salaries and carry out all other statutory functions through its civil service. In short the civil service is the engine room of any government, so by centralizing the regional civil services Ironsi simply paralyzed the regional governments. It is like your mechanic removing the engine of your car in the process of repair, and just because he left the body intact you agree with him that he didn't destroy the car hence you accept it back from him. Imagine the Anambra State civil servants directed to now start reporting to Abuja henceforth. How will Obiano be able to run any government in Anambra State anymore under such a scenario? Nchenches:And you have still refused to answer the question of how the previous regional arrangement was a basis for disintegration. If anything, it was Ironsi's centralization of powers that sparked off agitations for disintegration as people began to fear that the entrenchment of the long suspected Igbo domination agenda was going to be officially implemented through the Unification and Anti-secession Decrees of Ironsi. Did the North ever talk of Araba Republic before Ironsi centralized the civil service? Nchenches:You mean Ironsi made decrees and didn't implement them? Funny. How could regional governments which had lost power and control over their civil service institutions be said to have continued functioning as they did initially? Moreover, unlike the governors of the groups of provinces who were reporting to Ironsi at the center, the regional premiers were autonomous and didn't report to Balewa while the genuinely regional structure lasted. Nchenches:And I guess the Ironsi who introduced military rule in the first instance was himself not a military dictator, right? Who and who did he consult before he began to make his anti-people decrees? Weren't his decrees as autocratic and dictatorial as the ones of his Northern successors? What parameters did Ironsi himself use to create his provinces if not the same landmass? The states you currently have are actually a reflection of the boundaries of Ironsi's provinces. Come to think of it, Ironsi created 35 provinces and we now have 36 states. Doesn't that tell you that those Northern military guys almost entirely followed Ironsi's template in creating their states? Under civil rule we had three regions in the South and just one in the North, but the coming of the military ended up tilting the balance in favour of the North which now has 19 states against the South's 17. Now, who in the first instance introduced that military rule which caused all this? Nchenches:Like I already said, had Ironsi never brought the military into power and politics, all these wouldn't have ever happened. May I ask you why Ironsi felt he alone had the solution to Nigeria's 'problem' hence refused to swear in the Dipcharima who was the democratically nominated replacement for Balewa? That was the beginning of all the structural problems you now complain of today. Nchenches:It seems you enjoy rewriting history. Problem erupted in the Southwest from 1962 to 1965 under Balewa government while the North's demand for Araba began in 1966 during Ironsi's rule. In fact Araba agitation was sparked off by Ironsi's tamper with the constitution and not the other way round as you try to paint it. Go and study your history very well. Nchenches:The coup is dubbed an Igbo coup not because of the ethnic composition of the participants but by the ethnic pattern of the casualty. How come no Igbo politician was killed? Or were the allegedly existing and corrupt political heavyweights then only from the North, West and Midwest? Were the Igbo politicians of those times saints hence free of the alleged corruption and misgovernance? Why were Azikiwe, Okpara, Mbadiwe, etc spared unlike their Northern, Western and Midwestern counterparts? Those in the coupists hit list that escaped being actually hit were all Igbos. Why? And you call that a pan-Nigeria coup? Nchenches:Foiling of a coup means to prevent the coup from achieving its aim of having soldiers take over government. How did Ironsi's foiling of the coup prevent military take over of government? If anything, Ironsi's so-called foiling of the coup ended up producing exactly the same outcome (military take over of power) as the Nzeogwu/Ifeajuna coup would have done, so what difference did it make? A thief robbed you of your money at gun point, and on his way away a second thief waylaid him, collected the money from him and went with it. Then you the original victim begin to celebrate the second theif for foiling the robbery attack on you when the second thief didn't return the money to you. That is how this defense of Ironsi foiling the coup looks like. In fact a school of thought argues that an Nzeogwu military rule would have been better for Nigeria than the Ironsi's military rule since Nzeogwu and co never planned to tamper with the Independence Constitution the way Ironsi did. Secondly, an honest Nzeogwu in power would have later found ways to balance up by arresting and killing Azikiwe, Okpara and Osadebey hence putting paid to the Igbo coup perception thus forestalling the revenge coup and the unfortunate civil war which it all later culminated in. |
lekki1444:Don't mind that guy that wants to rewrite history just to absolve his kinsman and tribe of responsibility for the Nigerian tragedy. |
Nchenches:Zik's one-Nigerianism was a euphemism for preference for unitary system which Ironsi eventually helped him impose and which has led to the failed state status of Nigeria till today. Nchenches:If we are to follow your logic, then the present calls for restructuring (which means a reversal of Ironsi's centralization of powers) will cause Nigeria's disintegration hence the FG is right for not heeding the calls for restructuring. May I ask you whether there was any section of the country asking for disintegration as when we practised regional government before Ironsi came to the scene? You must be a comedian. Nchenches:What Fajuyi (with whom Ironsi was killed) was governing wasn't a region but the Western Group of provinces which Ironsi replaced the regions with after destroying them with his Unification Decree. Go and read his May 24 1966 national broadcast and see how he repeatedly described the regions as "former regions" and declared that "Nigeria ceases being what is called a federation but has become simply The Republic of Nigeria". If with all these you still argue that Ironsi left the regions as intact as he met them, then you are simply being tribalistic. Nchenches:Apart from the 5 majors which composition was 80% Igbo, all the other officers who participated in the coup were merely junior officers who could not have disobeyed the orders of Nzeogwu no matter how much they wished not to have participated. Moreover, how come a purportedly pan-Nigerian coup recorded casualties of political heavyweights from every other region while those of the Eastern Region were unhurt despite they were major facilitators of the allegedly corrupt government that was accused of leading Nigeria to the doldrums? |
fergie001:Evidence of qualification is not same as evidence of attendance. David Lyon's running mate showed evidence of attendance but the court ended up declaring him unqualified on account of discrepancies in certain contents of his evidences of attendance. |
fergie001:Obaseki's SSCE certificate is full of fundamental errors that cast doubts on its genuineness. Philip Shaibu did not submit any SSCE certificate to INEC. He only submitted a testimonial purportedly issued against a graduation year of 1989 in which no one actually graduated from any secondary school in Nigeria courtesy of the extra one year spent by 1989 set on account of the introduction of the 6334 system that year. |
DMerciful:Per the bolded, you seem unaware of the fact that Igbos' decision to exit Nigeria was an afterthought that occurred to them after they too had held virtually all other tribes from leaving Nigeria at a much earlier time. In fact Igbos invented the fraudulent, demonic and self centered "one-Nigeria" philosophy against the glaring contrary reality back then. Why a people saw white clearly but chose to call it black, and later turned around to admit that it is white but started accusing others of their own inconsistency is one puzzle I have still not been able to solve about Igbos. What exactly was your intention for originating the idea of one Nigeria at a time when all indications pointed clearly that Nigeria was not one and was never likely going to be? |
donphilopus:When did Eshinavaka, Eshinogu, Andede, Andiba and Eshinagada become Eziezu? Governor's visit doesn't change the truth that Otaru is the head of only these five families and that the gazzete of 1979 was forged. |
donphilopus:Otaru's recognition is in error as it is a product of a falsified gazzete which is presently being challenged in court. One of the greatest evidences that the gazzete was falsified is the fact that it lumps Igarra with Akuku yet Akuku people and Igarra people are of different tribes and speak different languages coupled with the fact that Akuku is not contiguous with Igarra as there is Enwan between Igarra and Akuku. So how did you people jump over Enwan to claim Akuku as being same clan with Igarra? Where on earth do towns which speak entirely different languages and have different cultures and different ancestrall origin make up a clan? |
sulakishop:Yes you can find a lot of affordable hotels to lodge in Igarra. From Benin City at Ikpoba slope take a vehicle going to Auchi and on arrival in Auchi take a bike to Igarra park where you will get a vehicle to Igarra. In Igarra you lodge in any of the hotels and from there you can be visiting Somorika Ososo and Igarra hills and return to the hotel in the evenings. |
Ogbuu101:You exactly are the one who has never travelled out of your state. There are no indegenous Yorubas anywhere in Edo State. |
Dedetwo:But wasn't it Ndigbo that invented the silly one-Nigeria doctrine in the first instance? |
TheLionofLasigi:But Igbos killed him unjustly. |
DamnnNiggarr:Because Igbos actually invented, propagated and practically coerced all other tribes into the one-Nigeria philosophy. It was Igbos who argued that the unity of Nigeria was perpetual and non-negotiable as at when all other tribes wished that the marriage broke up. So Igbos can't later suddenly turn round to deny Nigerianism without first explaining their intention behind their initial rabid quest for one-Nigeria. |
okwusdidi:Because Igbo is the only tribe that is obsessed with baseless hatred for every other tribe. |
AbijaJ:You are very wrong. There are no indegenous Yorubas anywhere in Edo State and Akoko-Edos are not Yorubas. The Akoko tag in the name doesn't connote Yorubanness but only indicates that they are geographical neighbours with Akokos. This thing has been repeatedly trashed on NL threads. https://www.nairaland.com/2097102/brief-historical-origin-ibillo-community |
GarangDeMabior:Face your Biafra and leave Nigerian affairs alone. Who has time for those who destroyed the beautiful foundation laid for Nigeria at independence let alone commend or condemn them? Your inverted accusation is at best laughable as prehistory ties Igbos with Yorubas more than any other tribe as recently confessed by Obi of Onitsha that Igbos were the first settlers in Ile-Ife. |
Monday60655:Your beloved PDP increased petrol price ten times under Obasanjo and it came across to you as enjoyment back then as you never complained. So why complain now that APC is only giving you more of the enjoyment? |
GarangDeMabior:I guess Bini is not part of Nigeria? Why not face your Biafra young baby and leave alone the Nigeria you claim you are no longer interested in being part of? Hypocrite! |
kingzizzy:Thank God you are honest enough to have admitted that Obasanjo, Yaradua and Jonathan were the candidates of the SE which was always the first region to endorse them before their own home regions. Come to think of it, only Igbos are known to always credit these three figures with good leadership despite their abysmal failures in governance. |
kingzizzy:So if you claim you want a car and you are given the one with a knocked engine you will accept it just because it has the body of a car? If 1999 election was meant to compensate Yorubas over June 12, should the same Obasanjo who mocked the symbol of that very June 12 be the beneficiary of the compensation? You have still not answered why Ekweme ever contested the PDP primary with Obasanjo if we have to believe you that the ticket was conceded to Yorubas over June 12. If anything, Obasanjo was the candidate of the the Igbos and Northerners in that election hence he ruled on behalf of Igbos who till today still dub him a hero. Likewise, Igbos also ruled again through Jonathan whom they declared as their adopted son in the build up to the 2011 and 2015 elections. Igbos didn't care that Jonathan actually usurped their turn in 2011 so why the hue and cry now? The South-South too needs to complete their remaining four years first before Igbos will be considered if at all. Igbos have always cried over Jonathan's 2015 loss more than the SS which own him, so it therefore becomes a moral question of walking the talk for Igbos to support the SS' 2023 bid to complete their remaining four years for which Igbos have cried more than the bereaved since 2015 till date. |
kingzizzy:What constituted equity in Igbos deliberately choosing to vote for Obasanjo in 1999 just to spite the Yorubas whose preferred candidate was Olu Falae? Yorubas view Obasanjo as a sell out to Yoruba interests, so if at all any Igbo man shall be given the APC ticket it must be the likes of Joe Igbokwe whom Igbos see as a traitor and efulefu in order for them too to feel the "equitable" gesture they extended to Yorubas by voting for Obasanjo. |
MelesZenawi:Edo was an ancient empire which predates Biafra hence it is outrightly silly to suggest that Edo wishes to be part of Biafra. If anything Edos rightly view Biafra as an expansionist agenda by which Igbos attempted to annex them in 1967 but resisted vehemently and successfully. This is what gave rise to the sour grape syndrome that has ever since then become your lot towards Edos. You want to deny the website now created by your Nnamdi Cownu for his expansionism? Hahaha. There is nothing you Igbos can't deny when shamed with the evidence. Wave of the leg! Oni of Ife and Obi of Onitsha have rightly agreed that you both share ancestors, and that is the raw truth as evidenced by the linguistic affinity between the two. The earlier you accept this fact the better for you. |
donphilopus:And you forgot that the issue of Igarra traditional rulership is a subject of controversy and therefore presently before the court? |
Myvoiz:Whoever gave you this information fed you with lies. There are 15 kindreds in Igarra and nine of them make up Eziobes while five make up Eziezus with the 15th one being neither of them. Eziobes are therefore the majority and they recognize the Otu of Igarra while Eziezus recognize their own head separately. That is how Igarra operates. The person who gave you the information above is obviously of the Eziezu stock. Please refer to page 36 of Last week Monday edition of The Nation Newspaper to see the facts set straight in response to a publication of lies which the Eziezus made and this person picked his point from. |
Nchenches:And you forgot that APC was robbed of Bayelsa by the same Supreme Court which imposed a PDP governor there? |
Olichoke:It is all just a coincidence in sounds. Atta Igu is different from Attah while Igala is different from Igarra. |
GudluckIBB:Not only not being able to amend but not even being able to send a fresh buy order except by luck. When you send a buy order their system now subtracts it from your account balance which is displayed in negative and displays that your balance is insufficient. This started just yesterday and it has continued till this moment. So frustrating. |
