Kobojunkie: Actually he did make light of the security situation, especially when he suggested that his trip to brazil was to show BokoHaram that he was still in Charge. Essentially he left the country, IGNORING the plight of the Nigerian people -- people continued to be blown to smithereens while he was away -- so he could prove some moot point to Boko Haram, a group that probably does not watch him on TV given that most of their attacks are not around what happens in ABUJA but whenever they seem to want to.

He is back and Boko Haram is not taking a break or acknowledging his return in anyway. So essentially he left while the country was 'burning' and came back with the country still 'burning', how does that tell you of the significance of his trip to those who he claimed he was trying to prove a point to?

If that statement had been made by, say the American President or any other civilized Nation, he would have heard from the people almost immediately. But this is Nigeria where lives are near nothing and blood pretty much seems to flow like water.

I wonder whether you watched the same media chat with the rest of Nigerians. The president never made light of the security issue. He said that before he left, he had already put every measure in place to control the situation in Kaduna. A 24 hour curfew had already been imposed and military men drafted to the streets of Kaduna. He remarked that if it were just a natural disaster, he may hve considered canceling the trip. But that in this case doing so will amount to playing into the hands of Boko Haram.

He told us publicly that his colleague presidents who have a similar challenge of terror adviced him that no matter what, he must not allow other business of governance to stop because of Boko Haram. That Boko haram would have been happy to hear that the Nigerian president or the Vice president or the senate president could not travel because of their hate crimes.

The president pointed out that it could hve sent a very wrong signal to the world if he was absent at that global summit on account of Boko Haram. And one can imagine that this Deal with Electrobus of Brasil couldn't hve been sealed if Gej had stayed back. Meanwhile, he was still in touch with the security network from Brasil in those few days

It states clearly that a president must declare his assets before being sworn in. It didn't say that such declaration must be made public which is the bone of contention here. President Jonathan said he truly declared his assets in accordance with the law and it is not in doubt. It is a major prerequisite for swearing in. The CJN will not even go ahead with swearing in, if this condition is not fulfilled. He has talked about the revival of NiPP and even hinted that it was part of his trip to Brasil where he engaged electric Giants- Electro bus to come and invest. Boko haram came out and declared that they want to Islamise Northern Nigeria, The Fg came out and said the integrity of its secularity as a nation cannot be compromised. Inspite of all that your paymasters are doing to distract this govt thru cheap blackmail and Boko haram, this govt has in less than one yr awarded contracts for the construction and completion of the following roads- Apapa-Oshodi expressway(Julius Berger), Benin-Ore-lagos(which has been a major talking point for years has reached 80% completion), Afikpo-Okigwe, Onitsha -Owerri(completed) Keffi-Akwanga-Lafia, Lafia-obi-Awe, Hadejia -Nguru, Kano-maidugri, kaduna Byepass, Auchi-Okene,etc.

2. You thought your Boko Haram will affect our Electricity. But that's not the case. The NIPP projects have been revived. In less than one year, the govt has got back Utorogu gas plant, completed Alaoji. Afam, Omotosho, papalanto gas power plants. Also Mambilla and Zungeru has been completed awaiting commissioning by Gej. Ithey have upped power generation from the 1500 megawatts they met in 2009 to 4000 megawatts as at December. For distribution , the Fg has been able to attract foreign investors like General Electric, Siemens and they have concluded their bulk purchase agreements waiting to start operations under a new tariff that is cost reflective. Private companies are now to take over PHCN's 11 distribution companies for maximum efficiency . Any intelligent person would have been following the ongoing privatization of PHCN rather than come here to talk like a spare parts trader.

3. It is not in doubt that the present govt is facing serious security challenges. But it is however the Height of lies for anyone to say that violence, killings, and riots in Nigeria started with Jonathan. Obj's administration experienced the worst casualty dose of all these vices except Boko Haram. Under Obj, there were Ijaw/ itsekiri riots, Eleme/okirika, Ife/Modakeke, Aguleri/umuleri, Tiv/Jukun crisis. Sharia riots led to several loss of lives in 2000 in Kadunna and later spread to other parts of the north, there eere reprisals in Abia and Onitsha . It later spread to Jos in 2001 killing scores of people, in 2004, Kano burned with Shari'a riots, shendam cris took over in plateau leading to a declaration of emergency yet the situation got worse and led to another bloodbath in 2008, Bauchi took over.

During Obj, all sorts of militant groups took over the country. Bakassi, OPC, Dey well and Dey gbam. NDPVF etc. That is not to say that Gej is resting on his oars on issue of security. Every day and night, security meetings are being held over this Boko haram issue. Troops are being released from the barracks daily. joint Task Forces are being set up everywhere. Military bases have been built around our borders. Intelligence gathering is on a high and this has yielded fruits in the arrest of notorious Boko Haram leaders like Kabiru Sokoto, Abu Quaca, and even notorious bomber of UN building and force Headquarters , Hammed Baba.

A most distinguished senator from Borno state, Senator Ali Ndume, was not spared as he was arrested and charged to court. It was the courts that' admitted him to bail after a month at Kuje. Some people will still blame Gej for the bail as if he we still come directly and tpreside over the case as Judge. Thank God that a federal High court lsitting in Abuja reaffirmed that Ndume has a case to answer and so even though he walks round the streets of Abuja, he will still be attending his trial.

Anybody who has been following events in the polity will admit that the Agricultural Minister has been very visible and outstanding.

A leading newspaper in the country ranked him as the best Minister in Nigeria.( see Sunday THISDAY, May 27th 2012). At the Nigerian Economic Summit Group(NESG) parading captains of industry and the best brains in our economy, the Agricultural Minister received a standing ovation for his remarkable reforms in the agricultural sector. At the MTN investment forum , he was commended and honored for his giant strides in the Agric sector. In less than one year, the minister has brought reforms to the process of fertilizer distribution in Nigeria. Before now, fertilizer distribution was monopolized by a cartel who served as middlemen between govt and farmers.

This system gave room for so much corruption and sharp practices which made their pockets fatter and fertilizer out of the reach of poor farmers. Faced with this challenge, the minister came in and initiated a scheme that ensured that the fertilizer cartel was eliminated. His philosophy was that if coca cola can be in the open market and accessible to all, then fertilizer should take the same dimension. Gradually, fertilizer is finding its way to the open market without the cartel and the farmers can now access it.

Not done, the Agric minister initiated a revolution in the Agric sector with the cassava bread initiative. At this juncture, I know some critics will be furious over the hype about cassava bread so I will go out of my way to give a detailed X-ray of this wonderful initiative. The Agric minister is not a politician but he was one of those intellectuals engaged by Gej from USA to run his transformation agenda. He believes that Nigeria has comparative advantage in the production of cassava but unfortunately we have not been able to process it and refine it for maximum benefits and growth of our economy. In less than a year, the minister brought out the initiative to use cassava flour to bake bread which is an essential commodity for millions of Nigerians. He made a model of the cassava bread and brought it to the Federal executive council meetings. This was not for showmanship as some critics will say. Rather it's a well calculated attempt to publicise cassava bread for local consumption .

Thereafter, he launched a national campaign for the consumption of cassava bread. But this is not all about the transformation. In addition to the cassava bread, he proposed the imposition of higher tariffs and duties on the importation of wheat, flour, rice etc. The idea is that when higher duties are imposed on the importation of these products., it will lead to a corresponding increase in cost of the products in the local market as against those locally produced. It's simple economics. For you to grow the home economy, you need to discourage importation.

It is therefore expected that with the additional taxes on imported flour and wheat, the prices of bread produced from the imported flour will be more expensive than bread which is made from cassava sourced locally. At the long term, we will be self sufficient, curb unemployment, and export to the world.

it is on record that this govt, more than any other, has enforced the provisions of the the power reforms Act 2005', they have worked on Alaoji, Afam, olorunshogo, omotosho, papal anti etc. The Mambilla and Zungeru power plants have been completed and awaiting commissioning. I challenged you yesterday to say that you have been to Aba and you didn't see any Alaoji or you went to Rivers and saw no Afam . At the completion of Utorogu plant, 4000 megawatts was added to the national grid. But you sit in your house and keep banding figures emanating from the figment of ur imagination. It has never been in doubt that this govt attained 4000 megawatts as far back as December. But what is in doubt is that govt is yet to resolve the problems associated with gas distribution to the thermal stations.

To this end, the Fg has been able to review tariffs in order to be cost reflective and this has attracted the globally reputable companies like Siemens and General electric co to sign bulk trader purchase agreements for the distribution of power. It is expected that this will encourage the IOC's to invest more gas for purchase by the distribution companies. The privatization of PHCN has commenced and it's expected to peak when the bids are rolled out by july. For transmission, 22, 000 kva capacity lines covering 809 km have been completed. 41 EPC contracts have been concluded with 101 projects expected to provide transmission infrastructure .

For you, I know this will be sounding like long story because you believe the power crisis is as simple as ABC hence all the president needs do is to press a button from Aso rock and the whole nation will be lited. Philip 0906. Very escapist strategy. Let's face issues and leave people with their identities. Myself, I'm not a new comer to this forum as my profile will suggest to you. I have been in Nairaland for over 5 years and still counting but that will not make me not to say the truth. I praise when necessary and criticise when necessary. You strike me as one of those who have sworn on oath not to see anything good in this administration and that is why you carefully avoided my earlier post on this matter and chose to chase other people's shadows. But it won't avail you. Let's go back to facts. I would try to itemise the issues so that it will be easy for you to single out and deal with respectively rather than confuse issues.
1. The Jonathan administration launched a roadmap on power sector reforms anchored on the power reforms Act 2005.
2 . Pursuant to the realisation of this roadmap, GEJ revived the National Integrated Power Projects(NIPP) earlier initiated by Obasanjo and abandoned by Yaradua.
3. For generation, 10 thermal power plants are being constructed in order to add 4,775 megawatts to the national grid. These include omotosho, Alaoji, sapele, Geregu, ormolu, etc. I challenge you to say you have been to Alaoji power plant in Aba and theres nothing like such there.
4. For distribution, the Fg is privatising the distribution process and has signed bulk purchase trader agreements with many companies including General electric and Siemens , I also dare you to say its a lie.
5, For transmission, the Fg has awarded 101 projects in 41 separate engineering procurement and construction(EPC) contracts. They have completed over 809 km with over 22, 000 kva capacity and they have close to 6000 km to cover.
6. To address the challenge of gas supply, the Fg increased tariffs on June 1 to a more cost reflective tariff that will encourage private sector involvement in the purchase of gas from the oil companies.
Again, I would want you to refute the fact above. I challenge you to say no tariffs were reviewed upwardly and there's no such move at all. I await patiently your rejoinder on the facts above.

@ switney, Much as I would like to join issues with you on your last post but I must quickly commend you for offering the first intellectual opposition to Bart Nnaji's activities. Since this debate started, all we have been seing from those dissatisfied with our views are shallow arguments and vituperations devoid of substance. You even posted a useful link in support of your argument that govt appears insincere about the megawatts generated. I appreciate that. We must endeavour to be factual and constructive in criticising or praising the activities of those entrusted with the mandate to govern us. That way I believe we will make progress.

However, I will make bold to respond to all the issues you raised one by one. It is never in doubt that Obj generateed 4000 megawatts. Yes he did. But just like you rightly observed, this 4000 megawatts could not be felt due to age long problems of adequacy of gas, transmission and distribution problems. In 2005' obj signed into law the power reforms act which was to offer the foundation for the first target you mentioned viz; ," expeditiously implement the electric power sector reform programme" . If you read Barth's interview thoroughly, you would appreciate that he credited his reform programme to the power reforms Act 2005 by Obj. That legislation offers the foundation upon which the present reform programmes are erected. So there's no falsehood to it.

Secondly, the next target was to generate 10,000 megawatts by 2007 "by existing plants, new host generations and reasonably priced independent power plants" . This is where the NIPP initiative came in. Obj sought to set up over 9 independent power plants I.e Geregu, Allaoji, Afam, Papalanto etc due to its capital intensive nature, obj could not finish before he left office in 2007. Surprisingly, Yarafua came in and abandoned the NIPP projects.The Elumelu probe panel came up and rubbished the projects with allegations of corruption in the management of NIPP. So NIPP was put on hold without any alternative plans on generation. The end result was that our generation capacity dtropped again. We now started having barely 1500 megawatts. When Gej came in, he saw the need to implement the power reforms act hence the revival of the NIPP projects. He launched a power reforms roadmap anchored on the NiPP and the full privatization of PHCN. In less than one year, GEJ's govt has been able to complete the Mambilla and Zungeru power stations bringing back the megawatts to over 4000. In a bid to address the problems associated with transmission, govt has also begun the repair of transmission lines covering over 6000 km and you know this is not a cup of tea. For distribution, they decided to privatize the 11 distribution companies and have signed bulk trader purchase agreement with them with world bank guarantees.

Thirdly, the next target you highlighted is "explore alternative energy sources ...." this the govt has achieved by building those power stations which are thermal. They seek to take advantage of our huge gas reserves but unfortunately, this has created another major challenge. Most of the IOC's are skeptical to invest heavily in gas in a market where there's no much demand for commercial gas. That notwithstanding, the NGC which is the gas arm of NNPC is seriously constrained by billions owed it by PHCN. On the other hand, PHCN attributes its inability to discharge its indebtedness to low revenue generation, poor metering, and low tariffs. This brings me to the fourth target as highlighted in your post.

Fourthly,, the next target reads viz" renew attention to the question of electricity tariffs" it is pursuant to the realization of this objective that govt recently reviewed eelectricity tariffs on June 1. The need to have a cost reflective tariff is long overdue and will play a key role in actualising the 5th target which is " Deregulate the power sector to allow increased private sector participation."

Fifthly,, the increased tariffs and eventual privatization of PHCN will now facilitate the much needed private sector investments in our power sector. Thankfully, General Electric co and others have already come in to participate. Gej is really working.
