I cannot vouch for the credibility of the YouWIN program but i can testify to the fact that my emergence as a winner was based on a fair playing ground and likewise some of my colleagues.I applied for this program at Tel Aviv, Isreal, and returned to Abuja,Nigeria, sometimes last year upon an invitation by YouWIN to attend a compulsory 4-days business training after which i shuttled back to Tel Aviv.It was in that foreign land that i received a notification as one of the winners.

Federal universities are good to have, but I have schooled abroad and i know that the constructed schools are as good as secondary schools, Its a case of quantity and not quality.The universities are always striking due to poor funding and we are constructing more universities. Landmark upgrade of retirement age that teachers went on strike for? Was it a government initiative.

It may interest you to know that ASUU has maintained a very cordial relationship with Fg since an amicable resolution of the last disputes. Their major demands have been met. The new retirement age of proffessors has now been upgraded from 65 to 70.

In agriculture, for the first time in our history, we have a clearly defined agricultural policy which is targeted towards maximum utilisation of cassava for growth thru the launch of the cassava bread campaign. The policy is intended to reduce our reliance on imported wheat so as to encourage local production of cassava and it's conversion to flour for bakery. The FG has in less than one year eliminated the middlemen cartel that fed fat on fertiliser distribution at the expense of local farmers. Now through deregulation reforms, fertiliser is now accessible in the open market. he has also embarked on massive construction of silos and has increased import duties on the importation of rice in order to encourage local farmers. The efforts of the minister has been so appreciable that the world bank assisted with over 50 billion Naira for fertiliser redistribution scheme/ silos. The CBN has also set up a 500 billion loan scheme which is to assist farmers.

Like the president said during his last media chat, people like You who have found a business in criticizing him should continue while he concentrates on his ongoing reforms. That when most of his reforms I.e power sector reforms, civil service reforms, Energy reforms etc are thru, they will have a rethink.

The ultimate end is not arraignment but conviction. The latter requires a water tight evidence secured by proper investigation by the police. That FACROOK report, if left to stand on its own, cannot stand the rigors of a full trial. The prosecution needs to reduce recommendations to offenses punishable under our laws. They need to sift sentiments from facts. They need to make witnesses of some of those who testified at the various public hearings. It is not a tea party.

Nigerian officials announced a $4.5 billion deal that will see the country partner with U.S. company Vulcan Petroleum Resources to build six oil refineries in Nigeria, Africa’s biggest oil producer.

Vulcan said its goal is to build the first two facilities within one year and complete all six within the next 30 months. It said the various refineries will be located at different sites throughout the country.

Umaru Dembo, a former Nigerian energy minister, said the announcement was a welcome development for the country.

“It means quite a lot… because, up to now, we seem to be dependent on refined oil from somewhere else… the three or four refineries that we have now do not supply the needs of refined products that Nigeria needs at the moment,” Dembo said.

Though Nigeria produces more crude oil than any other nation on the continent, it relies heavily on oil that is refined abroad in order to fulfill domestic energy demands. Nigeria exports more than two million barrels of crude oil a day.

Dembo added that the current refineries in the country produce more than 400,000 barrels of oil a day, and the reported 180,000 barrels a day that the six new refineries would produce is a surprisingly low number. But, he added, it was better than the alternative.

“It is better to get the refineries and have them working then have no refineries at all…than [to have to] depend upon refineries outside Nigeria,” he said.

According to Dembo, the new refineries, which are slated to all be finished in about two and a half years, could have additional benefits for the local economy.

“Definitely, it will mean more jobs for Nigerians if this comes to fruition,” he said. “There’ll be very many things that will be available for the people… we hope there will actually be electricity.”

In January, mass protests were staged throughout the country when the government said it was going to remove the oil subsidy, which was the only benefit many Nigerians said they enjoyed from the nation’s oil wealth.

After a nationwide strike and continued protests, the government later announced a partial rollback of the price hikes.

President Goodluck Jonathan has said Nigeria can no longer afford the $8 billion fuel subsidy. He promised to use the money saved for needed infrastructure and social programs.

Electricity bill is divided into two: The fixed component and the Variable component.

The variable component is made up of variable Operation and Maintenance cost (repairs, overhauls etc) and Fuel (Gas, coal etc) which makes up 90% of the variable component of the tariff and its usually pass through.

The fixed component is made up of the CAPEX (89%) and fixed Operation and Maintenance (e.g. staff salaries, insurance, NERC fees, taxes etc)
Electricity infrastructure (generators, turbines, transmission and distribution line, transformers etc) transform the energy present in your fuel e.g. gas to electricity and transmit the electricity to you house. Technically the electricity you use is fuel transformed, remember basic physic: energy cannot be created nor destroy but transformed from one form to another.

The variable component of your bill is mainly fuel (90% fuel). As electricity consumption increase fuel consumption increases, this is the unit you consume. This portion of your electricity bill can be managed by consuming less electricity or switching off you source...remember how you manage fuel consumption on your portable generators.

The electricity infrastructure is very capital intensive estimated at USD1M/MW to build. The banks usually fund this capital intensive project based on a payback term or say 10 - 15 years. The payback of this huge loan cannot be based on the variable component of the tariff as you and I might decide not to use electricity or go on vacation for 6 month. Therefore in order to guarantee loan repayment, profit (Return on equity) and other commitment such as salary, insurance, tax, NERC fee, security etc. there should be a guarantee component…your guess is as good as mine ….the FIXED CHARGE.

In a simple term the fixed charge is the cost of providing you the electricity supply infrastructure (either you use it or not) while the variable component (units purchased) is the cost of fuel/electricity you use.

For example your can take a loan from the bank to buy a generator for your house, either you use it or not you have to repay the loan with some interest to the bank…..That is the fixed charge. If you decide to use the Generator, then you have to travel to the filling station and buy the fuel that is the variable component….the unit you buy from PHCN.

The fixed component usually calculated using lot of variables such as cost of infrastructure (CAPEX), debt term, interest rate, gearing ratio (debt and equity portion), inflation rate etc.

I hope I am able shed light on the fixed portion of the electricity tariff.

There's so much ignorance and pessimism out here. The way some people talk about this power issue you would think that all the President needs to do is to press a button and the whole nation will be powered. Some people will stop at nothing to criticise GEJ over the age long decay in power infrastructure even when he's barely 2 years in office as President.

The truth remains that govt must take these painful and harsh steps in order to achieve any meaningful results in the power sector. I took time to research about the way electricity runs in UK/US and arrived at the conclusion that we have a long way to go. if you google Electricity tariff order in UK, you will marvel at the results it will offer you. There are over 19 supplier electricity companies operating in a deregulated market where competition determines price.

In UK, there is this fixed and variable charges which most nairalanders are finding very difficult to come to terms with. The tariff order is also higher than ours. An average residential consumer of 2 rooms could part with as much £40.00 (N10,000) as variable cost monthly. In US, the tariff for residential consumers range from 11 to 24 cents(N15 - N32). Ours was just increased from N7 to 11. Govt still subsidises it heavily with 10 billion stabilisation fund.

One would excuse the high tariffs in abroad on the grounds that the power is stable. But we must also review our own tariffs in such a way that it will actually reflect the cost of producing 1 kwh so that these private sector companies that we see in Uk will also find our market attractive for participation so that our power will be stable too.That is the crux of the reforms.

The sector is being deregulated. PHCN is being privatised. Already, because of the new tariffs SIEMENS, GENERAL ELECTRIC, ELECTRO BUS have all come in to execute bulk purchase trader agreements for distributorship. SPDC is currently building a gas plant in Owerri. It can only get better

I watched with much dismay as the so called NADECO activists decided to play politics with a sincere move by this administration to immortalise the late MKO. The controversies surrounding the renaming of UNILAG is regrettable. What is so big in UNILAG that will make it undeserving to be renamed after this martyr? Is UNILAG more prestigious than old University of Ife which was renamed after Obafemi Awolowo? Even one of the world's most prestigious universities was renamed from New college to HARVARD after John Harvard. So I was shocked at the brazen display of madness over the rejection of the President's gesture. The students protest could be excused as youthful exuberance more especially when they may just be toddlers during the June 12 struggle, but coming from Tinubu and other politicians who pride themselves as NADECO chieftains, it's appaling. But I'm happy that we have a president who is not bothered about the antics of defeated opposition politicians hence the subsequent presentation of the executive amendment bill for the renaming of UNILAG TO Moshood Abiola University. We await to see those who will say NAY to the immortalisation of this great hero of democracy

What PHCN is doing is in line with the multi year tariff order 2 (MYTO 2). It is designed to make our electricity tariffs cost reflective and attractive for private sector investments. It's part of the Transformation agenda of President Goodluck Jonathan.

The idea is that the old rate of N7.00/ kwh is far below the actual cost of production thus forcing govt to subsidize heavily and scaring away private investors from investing as it is difficult to recoup investments at the prevailing fixed tariff. On june 1, govt increased the tariffs upwards to N11.00 for R2 customers.

At this juncture, it is important to clarify the categorization of customers under the MYTO reforms. Poor rural dwellers/ low income areas who consume less than 50 kwh a month are categorized as R1. The middle class which is where majority of Nigerians fall under are categorized as R2. While the high brow districts like Maitama or Asokoro in Abuja or Bannana Island in Lagos are categorized as R3.

It is important to note that govt still set aside 100 billion to subsidize this tariffs for R1 and R2 consumers in 2012 and 2013. Instead of the initial N7/kwh paid by all under the old tariff order, R1 will now pay less at 4 kwh. R2 will pay N11.kwh while R3 will pay as much as N32 kwh. The R1 consumers will be exempted from all fixed charges and meter maintenance while R2 and 3 will pay a fixed charge of N500 monthly. This they say is production charges for generating power to the grid. Its like a sort of service charge which must be paid as far as you re connected to the national grid. The NERC maintains that fixed charges are paid all over the world and that of Nigeria ranks among the lowest.
These are part of the ongoing reforms in the power sector and from all indications, it's yielding fruits as many big companies are now indicating interest to participate in our distribution process because of the new tariffs.

I know that unless you find a way to squeeze in blames for Jonathan, you will not be happy to respond to this issue. What has Jonathan got to do with this resolve by Ghanian authorities to enforce their trading laws.

In Nigeria, we have become so accustomed to freebies and relaxed regulatory regimes that we do not bother to take certain things serious. I'm happy that it is a Ghanian authority that is closing these shops for non adherence to existing laws, if it were in Nigeria, NLC will go on strike and people will castigate govt for closing down businesses from where the common man earns his daily bread. The whole issue will be so sensationalized in such a way as to depict the insensitivity of govt to the people's plight.

What I'm yet to come to terms is what you want the Nigerian govt to do? In your myopic view, the ambassador of Nigeria to Ghana should liaise with the Miinister of Foriegn affairs to stop Ghanaian authority from enforcing the provisions of a law enacted since 1994? Even when they have gone the extra mile to give concessions to Ecowas indegenes( Nigerians inclusive) you still want our government to persuade them to allow Nigerians operate business without registration? The Foriegn affairs ministry have more serious issues to contend with. And contrary to your warped opinion about our Foriegn affairs ministry, they have really demonstrated passion for its citizens in diaspora. For the first time in our Foriegn relations history, the govt stood its grounds and reciprocated the repatriation of Nigerian citizens from South Africa on account of the controversial yellow card. we saw how top south African business men in Nigeria were turned back at our airports in retaliation before reason prevailed and the diplomatic row settled.
