Well there are bribe takers and bribe givers. People do all sort of things for money when desperate.
Government marks building. Developers see it as call to go and settle. So they settle and the authorities look the other way.
When you eventually have someone who wants to enforce compliance, they get attacked by the people and also by their colleagues and ogas within the system whose palms have been greased.
So they abandon the compliance and look the other way too. Then other developers see that there is no consequence, so they gain confidence to continue to patronise their cronnies within the system.
Its a warped system. The only way out is to establish compliance no matter what. Enforce penalties and increase deterrent.
Then most developers too will fall in line, when they see that there is no alternative than do it right |

I visited my 120-year-old grandmother and gave her some money when I was leaving and she told me she doesn't need money again.
That she can no longer buy or sell at her age, so I should give the money to the younger ones who need it.
I also have a former governor friend whom I worked with as a greenhorn PA. He was governor from 1999-2007. Not too long ago, I saw him.
After check-in, he was left seated by the corner of the Murtala Mohammed international airport awaiting his flight.
No one even recognized him again, not even passengers from the State where he was governor, and as I walked up to him and greeted him, then asked if he wanted any assistance, he stretched forth his trembling hands to hold me and simply said,
"Thank you for even recognizing me again. I just want your attention briefly my daughter . Sit down let me ask you something.
How is your Governor doing?"
I also have a retired Major General friend whom I served as a golf caddy at the NDA golf course in Kurmi Mashi, Kaduna. He was so rich he built a beautiful house he was so proud of.
I visited him too not long ago and wanted us to climb to our favorite spot on his balcony upstairs.
He stared at me with a broad smile and said, "IT, I can't remember the year I went up there. It is lizards and cobwebs and the likes that live there now.
Even the kids, when they come, they don't enjoy my company in the house any more than a few hours and they are gone.

PHIPEX: Proactive measure is still the best. The govt should find means to proactively prevent people from.building wrecklessly, it should not be a thing of pride to go about demolishing houses I believe many people won't mind doing the right thing but the process frustrates them. So they resort to shortcuts with the attendant risk of falling into the wrong hands. Although not a defense for doing the wrong thing, but I feel pity for them. For others who are deliberate law breakers who would avoid due process even if presented with it, I have no pity. |

Jenin is a hotbed of Hamas activity and a source of many terror attacks against Israel. Hamas has a strong presence in the West Bank. Israel has arrested dozens of Hamas operatives in the West Bank in recent weeks, including a spokesman and a senior leader. We're you asleep when all these was happening?

In fact, they are sometimes expected to mentor and groom someone for that role. Granted that some of them do it for various reasons some of which could be selfish. Many claim irregularities, but they happened only where BAT won not where their candidates won. Strange.
You also only need to look at the pleadings of the opponents at the courts to see that even they did not invest their efforts arguing the results but seeking disqualification
