General Electric said it will start assembling locomotives in Nigeria by next year.


If that happens, it could save Nigeria some huge foreign exchange usually used in acquiring locomotives from Brazil. It will help rejuvenate Nigeria’s dying competencies in the railway sector and in growing the sector faster.


Managing Director, Nigerian Railway Corporation (NRC) Mr. Seyi Sijuwade revealed at the weekend that the agreement the Federal Government signed with General Electric should come into force in 2013.

Mr. Sijuwade stated these to our correspondent during the NRC’s first senior management staff retreat and award night in Lagos.

President Goodluck Jonathan had said in his Democracy Day, May 29, address that government had signed an agreement with GE to assemble locomotives in Nigeria.

Jonathan said the project would enhance the sustainability of the rail sector and make Nigeria a major hub in West and Central Africa.

GE will be utilising NRCs existing workshops for the assembly plants.

Mr. Sijuwade said: “GE will have to use NRC workshops because the rail lines are connected to our workshops. If you assemble elsewhere, you will have a challenge transporting the locos to the tracks. Also, our workshops will be improved by GE to modern workshops.

Why the assembly wouldn’t start just yet is that GE is also looking for investors and partners because they wouldn’t want to take all the risks alone.

He said: “By next year, am sure, GE should have commenced work on the assembly facilities. But first, they also want to conduct independent track integrity on the new tracks we are building so that they would be confident the locomotives they are assembling will be put to use.

“Nigeria’s commitment to GE is that, if they commence assembling the locomotives, we will buy at least 200 over the next 10 years. We need to make that commitment for GE to be assured of return on investment. It is a launch order.

But, the fact that we are making that launch order of 200 locos in the next 10 years isn’t a guarantee for any kind of price to be given us, we will still get the best deal for the offer,” he added.

The Lagos State Government has unveiled a two-way road newly constructed to serve as an alternative route to Eti-Osa-Lekki-Epe-Eti-Osa Expressway, which is being developed by Lekki Concession Company (LCC).

The state government also said the road was designed as an alternative for those who might not want to use the plaza.

This came Wednesday as the LCC, concessionaire of the Eti-Osa-Lekki-Epe-Eti-Osa expressway, announced that it had set December 16 to start toll collection on the second toll plaza (otherwise known as Conversation Plaza) constructed along the Lekki-Epe corridor, which covers a distance of 49.36 kilometres.

But Special Adviser on Public Private Partnership (PPP), Mr. Ayo Gbeleyi, while inspecting the alternative road alongside other state government officials, explained that the road was not just an alternative route for motorists who are not willing to pay toll at Conservation Plaza, a second toll plaza built about 10 kilometres away from Admiralty Plaza.

Gbeleye, while inspecting the route which starts from Chevron Drive and ends at Oluwanisola Estate, alongside the Managing Director of Metropolitan Construction Company, Mr. Carlos Franji and an Executive, Mr. Tony Fagbuaro among others, assured the people along the Lekki-Epe corridor that the state government would not force toll payment on them, a reason he linked to the administration of Governor Babatunde Fashola’s commitment to completing the alternative road before toll collection commences.

He added that the alternative route was newly designed to accommodate such infrastructure as street lights, comprehensive drainage system, dual side walk as well as detailed road signs, which the special adviser, said were put in place to ensure safety and security of lives and properties along the route.

Aside from facilities designed with the road, the special adviser noted that the state government would deploy both security and traffic operatives “to constantly patrol the road in order to ensure that motorist do not encounter any difficulty while driving because the road is sited in an area with good vegetation area.”

“As the uptake in population growth, the road will get busy. The opening is a temporary opening. But by next Sunday, every construction work on the road would have been completed. At that time, the road will no longer be lonely as motorist would ply the road constantly. Before now, there was no access to the community.

“But the managing director added that was constructed not only to provide alternative route for motorist, but also “to provide accessible road for residents of the community within the axis where the toll plaza were constructed. We have designed the road to be the alternative road for the second toll plaza,” he said.

He gave details of the alternative road, which he said, was constructed the road “to have a 90 degree angle. This angle would aid easy maneuvring of vehicles on the road including turning. We have constructed drainage and walkways, streetlights to aid visibility at night and suit the required standard of the state government.”

According to him, the road was design to serve the residents for at least 30 years. It is a very good road constructed with the intention of giving residents of the state easy movement in and around the axis. The route was constructed for motorist who may not want to pass through the toll plaza. It will serve as a bypass.

Eko Ile: The concessioned road belongs to the people of Lagos state, it's called indirect taxation. If they ask you to pay taxes to build that road, you wont pay, so you are paying for it right now, but the road is all yours free after the concession.

I've always maintained: THIS LEKKI ROAD PROJECT LCC PUTS LOGIC ON ITS HEAD!

You build roads then collect tolls on them, to recoup your investment and profit. that is the practice; it is fair and may be acceptable. You don't start by building toll gates, then collect tolls, use the money to build roads and claim credit for the investment, and continue collecting money into private pockets endlessly, in the name of private Public Partnership. that is not the model and spirit PPP. The government is taking people for a ride.

The whole arrangement lacks transparency and smacks of massive fraud.

But if you are dishonest in little things, you won’t be honest with greater responsibilities".

So in as much as money may be freed up from the much speculated policy postulations, i strongly doubt the resulting impact on the generality of Nigerian citizens. i mean the impact in business, infrastructure, creation of employment, education, health, better governance, etc.

you just can't conclude it is 'populist, poorly thought out'. the staff salaries/allowances and maintenance funding, for all public schools and institutions, are budgeted and disbursed by the state.

it appears over the years these high school fees were not used for development of the respective schools, but went to private pockets, while govt funds the schools 100% and gets the blame 100%. if govt can not ensure judicious use of the proceeds of school fees, considered to be on the high side, and is not convinced that the students get commensurate value for it, then it is justified to temper with the school fees to a reasonable extent. after all Gov Okorocha is running a welfarist agenda in his state.

Turbocharged: Against the backdrop of President Goodluck Jonathan’s yet-to-be announced re-election bid, a Lagos-based social critic, Prince Kayode Olowu, has said that the president would be his own greatest inhibition, as there is a dearth of trustworthy opposition across the political spectrum.

Olowu regretted that Jonathan had left the masses after riding on their popular support to power, saying, however, that he still has a chance to “return to the people through honest performance.”

According to Olowu, a former chairman of Lagos State Property Development Corporation, “There is no credible opposition now. Those in the PDP are merely ‘People Deceiving People’, and outside PDP, the opposition elements cannot be trusted. For now, those calling themselves opposition are not credible people. President Jonathan still has the chance to do it in such a way that Nigerians will just tell him to carry on.

“He should stop telling us he is not our problem. After all, what did he promise? Did he not promise that those not having shoes would be given to wear? “He should reorder his priorities to make the common people the target of his political agenda and development programmes. He still has time.”

Olowu said it was unfortunate that the federal government was finding it difficult to prosecute erring fuel marketers.
He stressed that instead of wasting public resources on such prosecutions that have little prospect of really punishing thieving marketers, to serve as a deterrent to others, government should device other ways of recovering the stolen funds.

“These oil marketers are holding everybody to ransom because the president has boxed himself into their hands. The masses were with him, but he left the people.

Abu Abdulazeez further stressed that, all their members who were arrested and are under the custody of security agencies must be released with immediate effect, and all their wives who were displaced following the crises as well as their children must be rehabilitated into the society to create room for a fruitful dialogue with the Federal Government.

He pointed out that for a dialogue to take place, it must be through the following elders namely: Dr. Shettima Ali Monguno, Former Head of State General Muhammadu Buhari, former Yobe State Governor, Bukar Abba Ibrahim, Ambassador Gaji Galtimari and Barr Aisha Alkali Wakil and her husband, Barr, Alkali Wakil, insisting that the dialogue must not take place in Nigeria but Saudi Arabia, as according to him, the government of Nigeria is not sincere for dialogue due to its betrayal in the past.

Abu Abdulazeez also said that the group has mandated five members who are to mediate on their behalf; they include himself (Abu Mohammed Abdulazeez), Abu Abbas, Sheikh Ibrahim Yusuf, Sheikh Sani Kontogora and Mamman Nur

While speaking on the series of killings and unwantom destruction of property that took over Maiduguri recently, Abu Abdulazeez disassociated the group from such act, pointing out that such attacks were politically motivated by those seeking for power in the Borno Emirate council, government or otherwise, but not in line with the ideology of the sect who are fighting for the cause of Allah.

He also said that,the burning of old and newly constructed primary schools witnessed across the state were not masterminded by the sect, insisting that the burning of such places were carried out by aggrieved politicians who were denied contracts from the state government.

Lanreclassic: President Goodluck Jonathan has felicitated with former President Olusegun Obasanjo on his appointment as the Country Representative for Queen Elizabeth Diamond Jubilee Trust.
This is contained in a statement issued on Thursday in Abuja by Dr Reuben Abati, the Special Adviser to the President on Media and Publicity.
Abati said that the President in a congratulatory letter, expressed confidence in Obasanjo on the “new honorific position”.
The President said that Obasanjo would ensure that the trust generated the resources required to fund legacy projects in the name of Queen Elizabeth through his wide network of contacts across the Commonwealth.
Jonathan said he considered the appointment, not only a personal honour to the former President, but also to Nigeria as a country.
