may God help us. i met a very beautiful young lady in the west of nigeria 2 yrs ago. she has a scare on her leg. i had a long hat with her and discovered she has a heart of gold. she is a gem. has love like you cannnot describe. she has just finished bible school to become a missionary. i will say it is not the scare but what is one the inside. that is not to say some people willl be all accepting of her but hey she is better than most liars and theives that nigeria has. |

@OP, sorry you feel this way now but you got to live like others have said. this is life it is no picnic or pity party. some of us have wasted probably more years and money on failed relationships that we almost began to beleive FAILURE was supposed to be our middle name. life is a battle and challenge. you get troubles from various angles you just learn learn to navigate them by Gods grace becos only through Him we scale them all. we never have sufficient strenght and wisdom in ourselves. yesterday i was reading about Jonathan ( sauls son) as he faced a situation even his dad didnt have solutions. note what he said in verse 6 1 Samuel 14 (New International Version)God does act on the behalf of His people. you never know what is ahead for this relationship that went off rail now only God knows. God and time heals. there is always a better tomorrow. things are not always like this. this may be your test and if you are a christian your cross. bear it well. the word says weeping may last all night long but joy does come in the morning too. it always. trust me i have seen some dark nights but i know God is faithful. He does not allow His people to be put to shame. what you call a set back now will look different to you in december. like someone said work on yourself and begin to love yourself and work on your relationship with God too. all the value we have is what He alone puts on us. [size=18pt]‘I joined robbery gang to attack my former employer’[/size] Adelowo Oladipo, Lagos - Updated: Tuesday 12-06-2009 The suspectsRECENTLY, when a construction company (name withheld) with its headquarters based in Ikoyi area of Lagos State, carried out a retrenchment exercise, hardly did it occur to the management of the company that one of the retrenched staff members, could lead a gang of armed robbers to attack the company. Crime and Security however, gathered that the affected 24-year-old ex-staff of the company, identified as Gafar Oshiagbe, had no reason to embark on the act as he claimed that he was satisfied with the amount paid to him by the company as compensation for his retrenchment. But no sooner than he was retrenched from the construction company, that some of his peer groups who had been nursing the idea of carrying out a robbery operation on the company, approached him and convinced him as an insider, on the need to rob the company to make money and get some valuable assets. Crime and Security learnt that because Gafar was out of job and was looking for an opportunity of generating more income, before he finished spending the money paid him as severance allowance by his former employers, he agreed to join his friends to rob the company. Nemesis, however, caught up with Gafar and his gang members, on their way to the company to carry out the robbery operation, as they were arrested by the police, following a tip-off, thereby terminating their plans. Crime and Security further gathered that no sooner than the suspected robbery gang members were arrested by the anti-robbery police team attached to Apapa Police Station, that information also filtered to Festac Police Station, which quickly ordered for the transfer of some members of the gang to come and answer for some of the crimes they had allegedly committed in the area. The robbery syndicate included Tosin, Tope Aladeseyi and Innocent Squavon. In a brief encounter with Gafar Ohiagbe in Lagos, he confessed to the crime, adding that bad peer influence was responsible for his involvement in the aborted robbery plans. He further stated that the construction company paid him averagely well, after he was relieved of his job, a week before the robbery attempt on the company. “But prior to my arrest, I was invited to the Victoria Island, office of the company by one of my friends, Ifeanyi, who is still working with the company. “On my arrival at the company’s premises, he asked me why I had refused to honour an earlier invitation that I should come and visit him at the company and I lied to him, that it was because I had no transport fares”, said Gafar. He, however, told Crime and Security that the main reason for his refusal to visit the company again was that he had been sacked and paid off by the management, and as such, he would not want to be seen hanging around the company’s premises again. Gafar further disclosed that on his arrival at the company on the fateful Monday morning, the said Ifeanyi, who was not affected by the retrenchment exercise, allegedly invited him to be a part of a robbery operation against the company. [size=17pt]I regret stealing my boss’ N20 million - Suspect[/size] By Adebayo Waheed - updated: Tuesday 12-06-2009 The suspectIF you are one of those people who have strong belief in their workers to the extent that you can entrust them with anything including huge amount of money, you had better be careful and be cautious. The reason is that you may be betrayed anytime and your worker may disappear or run away with your money or valuables. There have been several reports of cashiers duping their employers and making away or escaping with money put in their trust. Femi Ajao is a good example of such. He was a cashier with a bureau de change in Ibadan, Oyo State, but recently, he decided to abscond with N20 million belonging to the company. The suspect, who claimed to have attended St Andrews College of Education, Oyo, told Crimes and Ssecurity in an interview at the Oyo State Police command headquarters, Eleyele, that he did not know what really got to his head before he decided to steal the money. He admitted that he was entrusted with everything at the office, including money. According to him, without the knowledge of his boss, he decided to duplicate all the keys in the office including where money was kept. For days, he was keeping vigil in the office and at the same time mapping out strategies on how he could get the money out of the safe without his boss detecting. However, his strategy worked out when in the early morning of the fateful day, he decided to embark on the mission and packed the money before any of the staff could resume. He used the duplicated keys to gain entrace into the offices, forcefully opened the strong safe and took N20 million. After taking the money, he poured palm oil round the safe so as to create an impression that it was a strange, unseen spirit that carried out the operation. The palm oil, he said, was also to create fear in the mind of whoever that might visit the scene of the incident and also register the impression that the perpetrator of the act had an axe to grind with the owner of the company and that the battle was spiritual. With this impression, it would be difficult for anybody to smell a rat or suspect any foul play from any member of staff of the company. The suspect, while speaking with Crime and Security said “I don’t know why I committed the act, I was confused. What I remember was that I stole the money and when the policemen came for investigation, I told them to go and pick the money where I kept it,” he stated. The suspect was arrested for the theft of both local and foreign currencies, totalling about N20 million at a bureau de change where he was a cashier. Sequel to a complaint from the operator of the bureau de change that she discovered that her office was burgled on 15 May, 2009 and the sum of £9,442, $2,597, E185 and N2,451,775, amounting to N19,441,888 kept in the safe, was stolen by unknown person(s) and replaced with palm oil poured on the floor. Oyo State Police Commissioner, Mr Baba Adisa Bolanta, disclosed that policemen swung into action and commenced investigation which led to the arrest of the cash officer of the company who confessed to have stolen the money and poured palm oil in the safe to make it look mysterious. The police boss further stated that the suspect had confessed that he had long duplicated the keys to the safe and had been stealing from the safe before this time. [size=28pt] Genocide in the Delta?[/size] Much as we would want to wish it away, the end is not yet in sight for peace in the Niger Delta region. The Federal Government announced last month that Nigeria loses a whopping N8.7 billion daily owing to the instability in the area, as a result of militant activities that have recently assumed unfathomable proportions. The activities of the militants have forced down production of crude oil for export by about half of the country’s 3.2 million barrels per day. Attempts to dislodge the militants are similarly costing the nation lots of lives and property. So far, more than 900 persons, many of whom are said to be women, children and non-militants, have lost their lives within the last one month. This is a sad tale in a country which is already in the throes of economic hardship and absolutely inadequate infrastructure necessary for development. We have talked of Niger Delta issues in the recent past but, new developments in the saga continue to keep it in the front burners. For instance, the main rebel group, Movement for the Emancipation of the Niger Delta (MEND), has warned of an imminent civil war in the region if any of its camp is again targeted by government forces. In an email sent to The Times of Nigeria website and other media organisations by the group’s spokesman, Jomo Gbomo, MEND said it will join “the fray between the military Joint Task Force (JTF), and angry youths from oil bearing communities who retaliated an unprovoked attack by overwhelming and abducting four service men and leaving three naval ratings dead along the Nembe creek of Bayelsa State. “We wish to warn that should any MEND camps be attacked, the entire Niger Delta region will become a theatre of another civil war. The same position will be taken if the military carries out any punitive invasion on the impoverished communities that protested against Shell which led to this current crisis. The re-entry plans of the Shell Petroleum Development Company (SPDC), into the oil fields should not even be considered as we can not guarantee the safety of their staff and equipment,” The statement concluded. Going by stories emanating from the region relating to their past suicidal tendencies, these can hardly be considered empty threats. In recent times, the war stories have shocked Nigerians and the entire world community alike, prompting protests and calls for cessation of violence, broaching the need for more meaningful dialogue as a preferable option. Despite being undaunted in their “mission”, the government and its military forces are not letting up. About 300 homes were razed by the JTF on Wednesday in Oporoza, the largest Ijaw community and headquarters of the Gbaramatu clan in Delta State. Another offensive took JTF to Okerenkoko in search of militants holding Nigerian and foreign hostages. But the Ijaw National Congress (INC) and prominent Ijaw leaders like Godspower Gbenekama and Bello Oboko lamented that there is a plan to wipe out all Ijaw communities. They said their intelligence report showed that the attacks would be taken to Egbeme in Delta State and other Ijaw settlements in Edo, Ondo, and Bayelsa. Oboko alleged that "the JTF is no more fighting but on the rampage because all the people in the affected communities had fled before their homes were razed. Military air bombers and war ships were reportedly moved into Oporoza at about 8.30 a.m. and set the town ablaze. But there was no report of casualty of the villagers, since all had fled some days back. Troops shot at homes in the NPA Waterside area of Warri, killing a young man and leaving a lady with serious gunshot wounds. Some survivors who fled into the forest died. A man named Boyle lost two children aged 11 and 13 in the woods - where, ironically, some pregnant women gave birth. On their part, the militant group, the Joint Revolutionary Council (JRC), has vowed that the Army will pay dearly for the destruction in Delta State. It also joined those demanding the resignation of Vice President Goodluck Jonathan, for failing to stop Abuja from launching the attack. Its spokesperson, Cynthia Whyte, said in an interview that events of the last few weeks only demonstrated that Nigeria is a sick country governed by sick leaders who have no consideration for the masses. The JRC comprises the MEND, the Martyrs Brigade, and the Reformed Niger Delta Peoples’ Volunteer Force (RNDPVF). It is such hard views and threats like those being bandied on both sides that give some of us, who saw the three-year-old Nigeria – Biafra civil war, the shudders as we do not wish to experience any similar event in our lifetimes. There is therefore the need for wise counsel to prevail in this seemingly dog-eat-dog war in the creeks of the Niger Delta. Meanwhile, has anybody actually taken the time to find out the real demands of these Niger Delta peoples in the face of such determination to kill or be killed, if their wishes are not fulfilled? How have these miltants been able to amass such fire-power that they can conveniently confront the country’s armed forces with such ease and for so long? Who are the sponsors of these dare-devil youths? What is the possibility that there would be peace in the region if the present crop of militants is wiped out? Do we know if there are others willing to continue the struggle if the grievances are actually deep-seated? There may presently be no answers to any or all of these questions. The truth, however, is that this is where to start finding solutions, if indeed the country is sincere in trying to curb the excesses in the Niger Delta. There have been allusions as to how the situation we witness today developed in the first place. The House of Representatives puts the blame on the multi-national oil companies operating in the area, which show little concern for the well-being of the people by neglecting their corporate social responsibility and; plans to probe the activities of Shell Petroleum as well as Chevron, Agip and Exxon-Mobil, among others. They are also working on the premise that international oil bunkerers fuel the crises in the region by buying stolen crude and exchanging it with supply of arms and ammunition to the militants. If this is so, has any real effort been made to check the illegal bunkering? A foremost constitutional lawyer, Professor Ben Nwabueze, however, blames the escalation of the agitation on former President Olusegun Obasanjo, who, he said, manipulated the Supreme Court to rule on the issue of littoral states during his administration. “That was the origin of the problem in Niger Delta. The people of the Niger Delta are facing a lot of problems. The harm has been done with this entire concession thing,” he added. Recently, the Delta State House of Assembly called on the Federal Government to stop further bombardment of Ijaw communities of the state. As Chief J. P. Clarke, an Ijaw leader put it: “When you bombard a village, you cannot be sure if it is only militants that would be hit. There are also women, children and other innocent citizens (that could be killed in the process).” However one looks at the situation, there is the need for wise counsel on both sides of the divide. As warlord Dim Odumegwu Ojukwu once said: “No one goes to a war he does not hope to win.” In this case, while the military invading the militants in their creek hide-outs, intend to prove their military might, the militants seem undaunted in the determination to win their own battle for social justice. The result would only be a furtherance of the carnage that does no one any good. This do-or-die stance must not be allowed to prevail. [size=28pt]RESTITUTION: A bitter pill to swallow![/size] A restituted personRestitution is an act of putting right all things that were wrongly done or acquired illegally. In some Christian religion circles, it is emphasised that a polygamist must stick only to his first wife, thereby relinquishing others. How easy is this perceived spiritual mandate to those concerned? Ask Olu Osunde, Biodun Muhammed and Modupe Okusanya. Christians. Faith cometh by hearing says the bible. It is a rare privilege and special grace for a lost ship to gradually give attention to the voice of the shepherd and progressively retrace his step. Notable men of God like Brother Kumuyi, Bishop Oyedepo, Pastor Adeboye and many others have stressed the importance of restitution as emphasised by the holy bible. However, since we cannot but choose one out of the many definitions of restitution as drawn from the bible, we shall make do, in this case, with that of Pastor Enoch Adeboye, the General Overseer of the Redeemed Christian Church of God who defines restitution as follows: “Restitution is an act of putting right, what has been done wrongly, restoring what has been taken wrongly and repairing or giving an equivalent to loss or damage.” The man of God did not only stop at defining restitution but added “This is a very important step for every believer for a clear conscience and good testimony.” Brother Abraham, a newly converted Christian could simply be described as someone who truly listened to the word of God, meditated on it and practicalised it. He was once a drunk, fornicator as well as a liar and an examination fraudster. However, Brother Abraham secured favour in the sight of the Lord as he was led to Christ after a miraculous encounter. As the young man was trying to build his personal relationship with God by meditating on his word, he subconsciously glued his attention to the bible book of Leviticus chapter 6 verse 2-5 which states clearly that lying, cheating, deciet, robbery and other vices are wrongs which should be made right by way of restitution. The story of Zacchaeus who promised to give back all he wrongly acquired in multiple fold in the book of Luke chapter 19 verse 8 also came running across his mind. He then concluded that if restitution could feature prominently in the old testament as well as play a key role in the new testament, then it needed to be taken seriously. The youngman, who was then almost completing his study in a university, threw his ordinary level WAEC results away as he said he cheated to make the papers. He returned to his secondary school and started the process all over again from Senior Secondary Two, (SS 2). He was called various unprintable names for his decision but today, he’s a lawyer who is fervent in the lord. Glory be to God that Brother Abraham could do his restitution without any scare over his decision. However, Pa Alfred was not that lucky, the only consolation, which is of great importance, is his assurance of salvation as he paid a price that could devastate and make a man to burn-out. The man carried his cross and created a vacuum that no mortal man could block. Here is the simple story. Pa Alfred was 60 when he accepted Jesus Christ as his Lord and Saviour. He had acquired four wives before then and the church elders advised him to let go the three wives he married after the first wife. The wives and their children were suddenly detached from their loving husband and father. The first wife was really no longer with the man again as had they separated for long. Pa Alfred is now a bachelor as the bible does not give him the chance to remarry since his first wife is still alive. God is faithful to his word as he is no man that he can repent. He is not God of confusion despite some situation get too difficult to be explained except by God’s spirit. Tribune Church’s finding revealed that in some cases, restitution could looks difficult if not impossible, for example a number of men were asked, "how would you react if your friend says he was sleeping with your wife until now that he has repented." We got frightning responses and we shall use Bro. Sam’s response as a summation of them all since they all spoke almost the same way “Only God would tell if that friend would leave my house alive,” says Bro. Sam. With the seeming dilemma at hand, Tribune Church approached church leaders for their views on restitution, when and how it could be done. Pastor Chris Godsent of the Deeply Covenated Family (A.K.A Life of God Evangelical Church) said “restitution is doing thing you had earlier done wrong well. Showing that you have truly repented by revisiting all those things you did wrongly with a view to making amendment. Zacchaeus was a tax collector and when he met Jesus Christ and he was assured of salvation, nobody forced him to say he would repay everything he had wrongly taken from any man in four folds. “A very clear thing about restitution is that in some cases, you must be strongly backed by the spirit of God to act less you pay heavily for it. If the spirit of God leads you, no matter how delicate the case may look, He will back you up. For a former armed robber to go into a family to say he killed their bread winner would need the leading of the Holy Spirit. “I believe restitution is one of the things that a new convert should be taught so that such a baby Christian could mend his way." “Leading someone to make restitution requires that the pastors are deeply involved with the help of the holy spirit so that blunders are avoided. In some highly delicate cases, restitution could just be setting your conscience free before God by confessing your sin genuinely and begging for forgiveness. Like the death of Stephen, Saul was behind it all but when he repented, he did not go to the people of Stephen but placed his focus on God, his conscience did not condemn him. In his own contribution, senior Apostle Michael Ogundana of the Holy Light of God Church, Aladura, said “While the case of Zacchaeus is a good example of restitution that should be emulated by Christians, It is not in all cases that a man can get the person he has done wrong against. “We are under grace and so, one may need to just focus on God in true repentance. Tell me how a police man who has taken N20 from countless motorist would pay back. If he has the money to pay, can he get all the drivers? Zacchaeus had an opportunity that may not be available today because he could identify the people he did wrong against. “I must also let you know that the cost of restitution could be so high that one is not able to pay. If you marry more than a wife and you have to restitute by cleaving to your first wife, the bible demands that you don’t just send the other woman or women away. “You have to settle them well so that they don’t suffer. If a woman goes prostituting or she commits other sinful acts as a result of the failure of the man to settle her well as part of restitution, the man is still a sinner. Talking about restitution which involves restoring or repaying losses in a way that makes amends, one question that comes to minds is, does the bible teach that restitution is necessary? However, going by the law of God in Exodus: 22:1 it says, If a man shall steal an ox or a sheep or kill it or sell it, he shall restore five oxen for an ox and four sheeps for a sheep.” Also in Leviticus 5:15, the bible emphasises that; if a soul commit a trespass and sin through ignorance in the holy things of the Lord, then he shall bring for his trespass under the Lord a ram without blemish out of the flocks with thy valuation shekels of silver after the shekel of the santuary for a trespass offering and he shall make amends for the harm that the halth done in the holy thing and add the fifth part thereto.” Therefore, going by these scriptural refferences, we can boldly say restitution was something that was required under God’s law in the old testament. But was restitution practised in the new testament which bible schoars reffered to as the dispensation of grace, where we are not more under the law but under grace. However, Zacheus in Luke 19:1-9 told Jesus he would repay four times what he had taken dishonestly. Jesus did not ask or command him to do so, neither did he stop him from doing so. Can we then say the tax collector, Zacchaeus' actions was in obedience to the Jewish Law of God. Jesus said by faith alone we are saved - Ephesians 2:8-9 “for it is by grace you have been saved, through faith - and this is not from yourselves, it is the gift of God, not by works, so that no one can boast.’ Going by this scripture, one can deduce that even though restitution is still a valid thing and something that is and was required under the Jewish concept of God’s law, both in the old testament and in the old testament respectively, yet restitution is a “work” or “an action” which may not necessary lead to being saved in Christianity. Also, from Zacheus’ example, restitution can be said to be a personal thing between us and God. Immediately he had an encounter with Jesus Christ (salvation), His Spirit began to speak to him concerning things in his life that he had done that he needed to set right; what a wonderful pattern to follow. Restitution is part of repentance process but the beautiful thing about the two is that one has been accomplished and the other puts into action, what has been accomplished. According to Rev. Fr. Patrick Ekpada (OCD) of The Carmalite Fathers Community, Ibadan. Restitution is a kind of amendment made for one’s sin(s) after confession in the catholic church. It is like a payment made for damages done. In the Catholic church, restitution is a necessary condition for absolution from sin after confession. However, it is weighed against the gravity of the confessor’s sins. Usually, the practice is to ask the person to recite certain prayers in the church such as The Lord’s Prayer and the ‘Hail Mary’ as restitution. The priest can also ask the person to make amendment by returning an items stolen in the case of a theft. The person making restitution may do this himself or have it done through the priest or any other person as the case may be. Care must be taken not to jeopardise the interest of the person in question. However, he opined that not every sin can attract restitution. Speaking further, he buttressed the church’s view on restitution with the encounter between Zacheus and Jesus Christ in the bible where the former vowed to replace all that he had acquired unjustly or extorted from the people over the years in four fold, Luke 19:8 - And Zacheus stood and said to the Lord, behold, the half of my possession, Lord, I give to the poor, and if I have taken anything from anyone by false, accusationl, I restore four times as much. In some Christian religion circles, it is emphasised that a polygamist must stick only to his first wife, thereby relinquishing others. It is a rare privilege and special grace for a lost ship to gradually give attention to the voice of the shepherd and progressively retrace his step. Notable men of God like Brother Kumuyi, Bishop Oyedepo, Pastor Adeboye and many others have stressed the importance of restitution as emphasised by the holy bible. However, since we cannot but choose one out of the many definitions of restitution as drawn from the bible, we shall make do, in this case, with that of Pastor Enoch Adeboye, the General Overseer of the Redeemed Christian Church of God who defines restitution as follows: “Restitution is an act of putting right, what has been done wrongly, restoring what has been taken wrongly and repairing or giving an equivalent to loss or damage.” The man of God did not only stop at defining restitution but added “This is a very important step for every believer for a clear conscience and good testimony.” Brother Abraham, a newly converted Christian could simply be described as someone who truly listened to the word of God, meditated on it and practicalised it. He was once a drunk, fornicator as well as a liar and an examination fraudster. However, Brother Abraham secured favour in the sight of the Lord as he was led to Christ after a miraculous encounter. As the young man was trying to build his personal relationship with God by meditating on his word, he subconsciously glued his attention to the bible book of Leviticus chapter 6 verse 2-5 which states clearly that lying, cheating, deciet, robbery and other vices are wrongs which should be made right by way of restitution. The story of Zacchaeus who promised to give back all he wrongly acquired in multiple fold in the book of Luke chapter 19 verse 8 also came running across his mind. He then concluded that if restitution could feature prominently in the old testament as well as play a key role in the new testament, then it needed to be taken seriously. If the spirit of God leads you, no matter how delicate the case may look, He will back you up. For a former armed robber to go into a family to say he killed their bread winner would need the leading of the Holy Spirit. “I believe restitution is one of the things that a new convert should be taught so that such a baby Christian could mend his way." “Leading someone to make restitution requires that the pastors are deeply involved with the help of the holy spirit so that blunders are avoided. In some highly delicate cases, restitution could just be setting your conscience free before God by confessing your sin genuinely and begging for forgiveness. Like the death of Stephen, Saul was behind it all but when he repented, he did not go to the people of Stephen but placed his focus on God, his conscience did not condemn him. In his own contribution, senior Apostle Michael Ogundana of the Holy Light of God Church, Aladura, said “While the case of Zacchaeus is a good example of restitution that should be emulated by Christians, It is not in all cases that a man can get the person he has done wrong against. “We are under grace and so, one may need to just focus on God in true repentance. Tell me how a police man who has taken N20 from countless motorist would pay back. If he has the money to pay, can he get all the drivers? Zacchaeus had an opportunity that may not be available today because he could identify the people he did wrong against. “I must also let you know that the cost of restitution could be so high that one is not able to pay. If you marry more than a wife and you have to restitute by cleaving to your first wife, the bible demands that you don’t just send the other woman or women away. “You have to settle them well so that they don’t suffer. If a woman goes prostituting or she commits other sinful acts as a result of the failure of the man to settle her well as part of restitution, the man is still a sinner. Talking about restitution which involves restoring or repaying losses in a way that makes amends, one question that comes to minds is, does the bible teach that restitution is necessary? However, going by the law of God in Exodus: 22:1 it says, If a man shall steal an ox or a sheep or kill it or sell it, he shall restore five oxen for an ox and four sheeps for a sheep.” Also in Leviticus 5:15, the bible emphasises that; if a soul commit a trespass and sin through ignorance in the holy things of the Lord, then he shall bring for his trespass under the Lord a ram without blemish out of the flocks with thy valuation shekels of silver after the shekel of the santuary for a trespass offering and he shall make amends for the harm that the halth done in the holy thing and add the fifth part thereto.” Therefore, going by these scriptural refferences, we can boldly say restitution was something that was required under God’s law in the old testament. But was restitution practised in the new testament which bible schoars reffered to as the dispensation of grace, where we are not more under the law but under grace. However, Zacheus in Luke 19:1-9 told Jesus he would repay four times what he had taken dishonestly. Jesus did not ask or command him to do so, neither did he stop him from doing so. Can we then say the tax collector, Zacchaeus' actions was in obedience to the Jewish Law of God. Jesus said by faith alone we are saved - Ephesians 2:8-9 “for it is by grace you have been saved, through faith - and this is not from yourselves, it is the gift of God, not by works, so that no one can boast.’ Going by this scripture, one can deduce that even though restitution is still a valid thing and something that is and was required under the Jewish concept of God’s law, both in the old testament and in the old testament respectively, yet restitution is a “work” or “an action” which may not necessary lead to being saved in Christianity. Also, from Zacheus’ example, restitution can be said to be a personal thing between us and God. Immediately he had an encounter with Jesus Christ (salvation), His Spirit began to speak to him concerning things in his life that he had done that he needed to set right; what a wonderful pattern to follow. Restitution is part of repentance process but the beautiful thing about the two is that one has been accomplished and the other puts into action, what has been accomplished. According to Rev. Fr. It is like a payment made for damages done. In the Catholic church, restitution is a necessary condition for absolution from sin after confession. However, it is weighed against the gravity of the confessor’s sins. Usually, the practice is to ask the person to recite certain prayers in the church such as The Lord’s Prayer and the ‘Hail Mary’ as restitution. The priest can also ask the person to make amendment by returning an items stolen in the case of a theft. [size=14pt]Northernisation policy exposed - Forces truncate Senate probe of Federal Character violation[/size] Taiwo Adisa, Group Politics Editor - 14.06.2009 Fresh details of the alleged Northernisation agenda of the present administration came to the fore at the weekend with the revelation that no fewer than 20 Federal Government agencies have been reported to the Senate over violation of the Federal Character Principle inserted in the 1999 Constitution. Sections 14(3&4) of the 1999 Constitution indicate that the composition of the governments and their agencies, both at the federal and state levels, must conform with the Federal Character of Nigeria. The constitution stipulates that positions are to be spread in a way to ensure unity and promote a sense of belonging among the ethnic groups and the states that constitute the federation. Apparently working in line with the projections of a team of Northern politicians, who were said to have met in Bauchi and Abuja recently to pontificate on the need for the North to clear all top political appointments in the country, the government of President Yar’Adua has been reeling out appointments which give the North an edge over the other zones. Sources have confirmed to Sunday Tribune that revelations before the Federal Character Commission (FCC), as well as the Senate Committee on Federal Character, have indicated a long list of violations of the Principle of Federal Character by the North in most Federal agencies. There was outcry recently when President Umaru Yar’Adua appointed Mr. Sanusi Lamido Sanusi as the new Governor of Central Bank of Nigeria (CBN), following the expiration of the tenure of Professor Chukwuma Soludo. Sanusi hails from Kano State like other managers of the nation’s economy, including the Minister of Finance, Mansur Muktar and the Minister of National Planning, Dr. Shamsudeen. Some opposition leaders had also argued that to further confirm that Kano State is being perpetuated in the governance of the country, the incumbent head of the Nigerian Army, the Chief of Army Staff, also hails from the state. Investigations revealed that out of the 20 agencies that have been heavily indicted of violations of the Federal Character Principle by the Federal Character Commission (FCC), only three agencies were indicted of favouring the South East, while the 17 others favoured the North. The three agencies which were linked with undue preference for the South East in their records of employment, according to investigations, include the Central Bank of Nigeria (CBN) and the National Communi-cations Commission (NCC). According to a source, “In the last few years, there have been increase in the number of South East candidates who get employed at the CBN and the NCC. There are also reports that similar violations were recorded in the Nigeria Energy Commission. There are clear cases of violations of the Federal Character principle in three agencies in favour of the South East.” It was gathered that the CBN had recently defended its lopsided employment policy which favoured young professionals from the South East, by saying that its employments were carried out through competitive processes which ensured that only the professionally minded people got the jobs. The CBN recently wrote a government agency probing the violation of the Federal Character at the apex bank, saying that its employment strategies were geared at ensuring professionalism. “It is curious to note that even though a Yoruba man, Chief Olusegun Obasanjo, was the president who appointed Soludo as CBN governor, the Yoruba were almost declared persona non-grata in the apex bank, while other parts of the country except the South East suffered the same fate,” a source told Sunday Tribune. Statistics from government quarters have confirmed the lopsided employment records of the CBN and the NCC, whose management under the Executive Vice Chairman, Chief Ernest Udukwe is said to also unduly favour the South East. But besides these two agencies, a majority of the government agencies operate recruitment policies that directly favour the North. There was outcry when the Federal Government appointed the new Group Managing Director of the Nigerian National Petroleum Corporation (NNPC), Alhaji Sanusi Barkindo, following the ceding of the Ministry of Petroleum to Dr. Rilwan Lukman, another Northerner. It was gathered that the NNPC has been guilty of violations of the Federal Character Principle in more than ten years. Other agencies that have been indicted of violations of the Federal Character Principle and deliberately favouring the “Northern agenda” include the Nigerian Army, the State Security Services (SSS), Nigeria Intelligence Agency (NIA), the Ministry of Internal Affairs, Department of Petroleum Resources (DPR), Nigeria Liquified Natural Gas Limited (NLNG), the National Salaries and Wages Commission, Federal Medical Centre, Gusau, Federal Medical Centre Birnin-Kebbi, the Nigeria Communications Satellite(NIGCOMSAT) and the Petroleum Technology Development Trust Fund (PTDF). It was gathered that the perpetuation of the North, especially the North West in the Army, elicited a petition to the National Assembly recently, where the petitioners accused the Army of “Kaduna Southernalisation.” But sources informed the Sunday Tribune that the Nigerian Army and the SSS have risen to defend themselves. It was gathered that the Army had fired back after its indictment for violation of the Federal character was revealed by saying that its recruitment has been affected in the North by the non-participation of women, a situation which then made it concentrate its recruitment on men. It was equally learnt that because the Army could not balance the ratio of men in the North compared to the other geo-political zones, the statistics has been made to look as if it deliberately recruit more from a section of the North. The SSS was said to have replied to its indictment in a similar manner, by indicating that its recruitment in the North has been affected by the non-participation of women. Besides the indictment by the FCC of the agencies, an inquest by the Senate following series of petitions indicting the management of several federal parastatals of violation of the Federal Character Principle, has revealed what has been described as “unprecedented marginalization” of a section of the country through the recruitment policies of the agencies. While the chairman, Senate Committee on Federal Character, Senator Smart Adeyemi and 21 other Senators had planned to move a motion in the Senate to ensure an official hearing into the matter, it was gathered that some forces, who sensed dangers had intervened, asking the Senators to back out of the bid. The planned motion has so far been kept in the cooler in the Senate. Other Senators who had declared support for Senator Adeyemi’s motion include Senators Olorunnimbe Mamora, Ayogu Eze, Isiaka Adeleke, Joseph Akaargerger, Ayo Arise, Andrew Babalola, George Sekibo, Lee Maeba, Zainab Kure, Grace Folashade Bent; Kamorudeen Adedibu, Chris Anyanwu, Aloysius Akpan, Mohammed Ahmed, Joy Emodi, Dahiru Awaisu Kuta; Lawan Ahmed Ibrahim, Anthony George Manzo, Anthony Agbo and Nkechi Nwaogu. In June last year, the Federal Government defended its appointments against the alleged Northernisation policy by reeling out the figures, which indicated that the South had more appointments than the North. A statement by the Special Adviser to the President on Communication, Mr. Olusegun Adeniyi, had indicated that the President appeared to have favoured the South in the appointment of his personal aides and advisers and special assistants. The statement indicated that “a verifiable list of all the personal aides, special advisers and other appointees to the Yar’Adua Presidency reveals that the North is actually behind the South. While the President retained about 80 per cent of the personnel from the Obasanjo era, even a glance at the states of origin of the few he himself appointed, reveals that majority are actually from the South.” It further said: ”Records kept by the Office of the Chief of Staff to the President show that out of the 57 political appointees in Presidency, 31 come from the South and only 26 from the North. A breakdown of Presidential Aides further reveals that of the 19 Senior Special Assistants (SSA), 11 are from the South and eight from the North while of the 23 Special Assistants (SA), 13 are from the South and 10 from the North. There are only four Personal Assistants (PA), three are from the South with only one from the North.” But some sources have said that the quantity and quality of the appointments have to also be examined. Sources said that whereas the South could boast of more appointments in the number of special aides of the President, the influence and budgets attached to the offices occupied by Northern aides tend to further confirm the claim of marginalisation.
