The inductive method of development is applicable in every sphere of life. Indeed, it is the bed rock of sciences,in particular in Biology, which as it were, is the study of particulars in its minute nature into the bigger picture of a developed concept into a general one.

It is also true, the method known in science as the Deductive method. But the very different stern from, in the first place,that - 1. Inductive method is the study from particulars to that of the universal or general. While 2. Deductive Method is the study from the Universal or general to particulars.

And in scientific studies, we are often being told that Deductive method becomes the mostly applied method for one reason or the other.
There are lots of scientist who may probably agree that, since these methods have yielded a great and most astonishing result in the field of development, it can as well be applied in other areas. And I think is fair to say they can be meticulously applied in every other area of our cultural, political and economic development.

To my modest estimation,I think the African or Nigeria in particular must beginning to ask why we are not developing in spite of all material and human resources that seems to be in our possession. I think the reason is clear, because we do things without any method of application involved .

And in that matter we are loosing sight of some of the basic method- like the inductive and deductive method that could also be applicable in our economic and other areas in terms of development.

A case in point is the creation of Local Govt.- to foster and accelerate the rural infrastructural development and If I may add, in the informal sectors of which our political elite do not take so seriously as they regard this area as secondary or not important. But with a kin and close observation of developed country, it becomes the area of experiment from the informal to the formal, -particulars area to general. Now Which method do we operate - non I think or vicious cycle development ? .

Standing back to look at a problem objectively often seems less important most of the time. But taking an objective stance seems also to have a calming effect, as it help people to see or view things as they really are, and if you like, from a different perspective, neutral position.

This is what might be called the stand point of view of objective principle. In the first place it tends to help to remove emotion or decrease it as it allow one to think more rationally and reflect in the process. The other aim or use of objective principle is that it tends to provide a neutral position that allow one to have what might be called an equitable discussion to have its way.

It must be observe, that when we talk about being objective, it simply mean a bunch of things like, the avoidance of being too subjective in the control of emotional state over an issue of vital importance . It is also true, it means being unemotional and without getting too agitated as not to see things as they really are. And without being get carried away from a personal bias or mixed up sentimental point of view. It also comes to mean being neutral, and understanding both in the point of view of a third person position in question.

At the long run, an objective point of view comes out to be more realistic and fairer in terms of judgment. With the result of a display of agreeable resolution not without some level of human differences.[b][/b]. It will be observed in this perspective, that objectivity is opposite of subjectivity. Because a person with a subjective view often come to see things only from his own point of view, often not without a complete bias, with a dose of sentiment. And this view often come to invariable vary differently from everyone else subjective view.

Objectivity as a decrease of emotion, is when for instance, you get upset or angry, and as you relieve your past experiences, you come to see things through your own past with a review of the close experiences again. And you will notice at this point that as you re-experience the emotion and look down on the scene, the emotion tends to definitely dissipate into the air, as you experiences things differently.

The objective nature of human beings can be deduced, from the fact that man is a destructible being. And as such, his life, health and indeed his well-being are not automatic in its functionality. On the contrary, it is contingent upon the successful application and maintenance in consonance with his reality that necessitate the science of ethic.

In order to figure out what benefit the life and health of man as a being, is not a matter of whim or an arbitrary process, but the determination of the objective nature of reality of man. It is also true that ethical precepts, like the term of right and wrong, good and evil.etc, are not subjective non just a matter of opinion. But they are objective in nature as a matter of factual reality in human nature.

Ethical principles and objective values, is rooted in the realm of science and not in subjective opinion, as some people would have everyone to assume. And objective value, just like in every individual, varies from one environment to the other, and in particular, at the level of concrete values. And there are hierarchies of values in diverse circumstances we often have to contend.

Take for instance, two individuals of A and B who may come to find themselves in diverse circumstances. Such circumstance of which A may find himself in the wilderness with portable water, but no food. The other circumstance of which B may come to find himself in a deserted environment with food but not with portable water. It becomes obvious, that A with portable water, food becomes the greater objective value than portable water while for B with food; portable water becomes the greater objective value than water.

Therefore, distinguishing between the relative value of food and water between the two individual, it is obvious that it can never be a matter of opinion but of facts based on the different reality they had to contend. The same is true, that in practical terms, this is the reality we currently refuse or denied to acknowledge that actually exist, that require to be face up to in our collective reality.

[b]TEMPERANCE;-It is the quality of moderation, restraint and reason and it is a factor to be recognized in the avoidance of extremism and errors. It is also the first among other virtue that guide us in the application of other virtues like honesty, fortitude and compassion etc. The foundation of temperance is rooted in our willingness to concede that not all of our idea is right and correct. Although, this does not necessarily mean to back out of our convictions, on the contrary, it is simply means to back away from any possible errors and extremism.

It is true; we have our convictions and belief and have come to recognized in all honesty that belief is not facts. It is also true that we come to recognized that any form of extremism is the result of inattention to temperance rooted in dishonest position. It is true we must recognized that our conceptual faculty is volitional, rooted in the power to choose; such that often we do not always know which action and value will be right. This often happen in particular when we are faced with choices for action, as we calculate what the likely consequence for alternative action will be.

At this point, reality becomes complex as it tends to repeat with subtle interconnections in such a way that any prediction could be unreliable or impossible to figure out. It is true, that unless we adapt a systematic approach rooted in human needs, in ethical principle, the problems remains. There are some individual who subscribed to some kind of situational ethical approach and others to some pragmatic approach.

But only to regard each new situation as unconnected to any kind of principle or greater reality, if you like. In this perspective, a concept like honesty and justice becomes simply a byword or meaningless abstraction. Why they ask, why I should act honestly, if I can obtain a greater profit by being deceptive.

Of cause, they see themselves a practical and smart individual as they fenced themselves in by their past blunders. Often times, they tend to get away with their dishonesty but some other time they are cutup to suffer the consequences.

 Preventive maintenance is always a planned technical type of maintenance. It is performed regularly at a predetermined interval of time, which means periodically on equipment.

The aim and objective of this periodic maintenance, is to avoid and minimize the failure of the equipments in use at any point in time. There are three type of fundamental and basic preventive maintenance, which is - (1.) Systematic, (2.) Condition–based (3) forecast preventive.

CONDITION-BASE, P.M, requires the monitoring of Equipment functions in a particular parameters of a particular operation, as it overcome the disadvantage of Routine Maintenance.

SYSTEMATIC, P.M is the first stage, due to its critical importance in the control of degradation of any component- parts of equipments.

The reason is that it is periodic or predetermine time interval, without controlling the general condition of the equipment.-Example of the periodic service based on a particular KM-reading.

It is done with a solid knowledge and high reliable method with elimination of doubt or any further monitoring with periodic inspection.

It is Systematic preventive maintenance because it is performed on components. Those components that did not require expensive replacement cost, before any break down could take place .

The activities which includes in the performance of PM checks like the followings;-

1.Oil Filters;- For the sake of peak performance, oil filters can be change at every three (3)- months or 3,000KMS, which ever comes up first. But it must be replaced with oil change at the same time.

2.Power Steering Fluid; - The level of it must be checked once per month through the reservoir dipstick. When it is low, add fluid and inspect the pump and hoses for any leaks.

3.Shocks -Absorber;- Look for any defective sign on the shock absorber and test the shock action by bouncing the vehicle up and down. Check for any leak or worn-out and replaced in pairs.

The forecast preventive is always based on experience of the equipment in question as acquitted to in its functionality overtime.

Wheel balancing is necessary to restore proper balance in a vehicle. And tread wear causes the distribution of weight around the tire to change, and this leads to imbalance that causes shake or vibration. During wheel balancing, there is in use the calibrated spin balancer that test both the static(non moving) and dynamic (moving) wheel balance. The balancing is carried out when the tire is rotated on the wheel, usually in every 5-6,000km.
Wheel alignment is also referred to as "front end alignment" and sometimes, simply tire alignment. The angle of wheel is adjusted to position of the recommended specification. This will include tire check for sign of poor alignment and inspection of the toe, camber and caster which are the three components for measuring wheel orientation. Wheel alignment can be checked when the vehicle is pulling to one side or if there is a recent collision of the vehicle. So we can say, they are separate services of which one can be done frequently to enhance the life and performance of the tires and the other not as often, which is the alignment.

In oversea university, Nigerian are striving a great deal as many of them often with first class. And what this tends to mean is that Nigerian are brilliant people whether the devil like it or not. Then why are we so lacking in tackling these basic discrepancies, in our education, environment, power and name it. We need to upgrade our level of reflection.. Preventative maintenance includes services, designed to detect and prevent potential failures as well as services intended to prolong the operational life of the equipment. Activities that are included in the performance of most PM on the vehicles checks include:

1.The Air Filter;-[b][/b]This must be checked every month. It can be replaced or tune-up when it becomes too dirty.

2.Battery; -Extreme caution must be take when handling any battery, because it can produce explosive gases. It is advisable, not to smoke, create a spark or light matches near the battery. Always must wear protective glasses and gloves.

3.Fan-Belts; - The fan-belts and holes must be inspected every month and any fray or worn out belt must be replaced. Replace also any bulging, brittle holes and tighten the clamps. On inspection, if holes looks bad, feel too soft and too hard, it must be replaced.

4.Brake Fluid; - The brake fluid must be check monthly, but the dirt must be wiped-out from the master cylinder reservoir lid. Always check for possible leaks throughout the system but do not overfill.

5.Engine oil; - The engine oil should be checked after every fill up. The dipstick is removed and wiped clean then insert it again. But if it is low, add oil but know that the oil should be change after every 3 month or 3,000miles, and oil filter is replaced at every oil change.

6.Exhaust;- Look underneath for any loose or broken exhaust clamp and supports. Check for any holes in the muffler or pipes. Any rust or damaged parts must be replaced. Check the emission in compliance with the laws.

7.Lights;- Always make sure that all the lights are clean and working, including the brake lights. Turn on the signal and emergency flasher to see they are ok. Keep spare bulbs and fuses in the vehicle in case you may need them.

Know that Preventive Maintenance is a necessary expense just to keep the equipment in good working condition. Therefore, the schedule maintenance recommendation must always be followed very closely in the manuals.

Because, checking fluid level regularly changing the filters periodically can minimize the risk of breakdown and prolong the life of the engine, Transmission, cooling system and brakes.

The definition of Maintenance is a combination of action carried out to restore in any equipment, to its normal working condition. Here there are two set of maintenance which is –Proactive and Reactive Maintenance.

(1.) On the one hand is –the Predictive Maintenance and Preventive Maintenance which are the proactive maintenance.
(2.) Then on the other is the Corrective Maintenance system which is the Reactive Maintenance.

Therefore, the four Maintenance commitment and strategies are as follows;-
 (1) Preventive Maintenance – The type of Maintenance carried out regularly before any major break down, to restore any equipment back to its normal working condition and often it is a combination of routine and periodic maintenance in action.
 (2.) Predictive Maintenance -carried out before it is actually necessary after a careful examination or inspection of any equipment. It is unforeseen action carried out with diagnostic equipment in order to avoid any impending and emergency breakdown of the equipment.
 (3) Corrective Maintenance- the type of maintenance carried out after the break down of any equipment called -recto-active strategy system of maintenance. It often said to be cost saving because it prolong the life of any equipment without risk of running to any form of failure.
 (4) Reliability-Center-Maintenance –the type of maintenance that involved the improvement programme in the cost –effective and technically feasible approach. It also comes to utilize a systematic structured approach based on the consequences of any failure.

THE FOUR (4)-LIKELY CONSEQUENCES OF POOR MAINTENANCE.

 (1) –Reduced production Capacity.- This is when the Assets tends to perform under-expected target of which the consequence is down-time.
 (2.)- Increase Production cost- This is when the real cost and opportunity cost increases due to asset not performing in its optimal level.
 (3)- Low quality Product & Services- This is when we have customer dissatisfaction that could result to lost of sales and costumers in the process.
 (4)- Safety Hazard- that implies failure leading to injuries and finances and even lost of life in the process.

SOME WAYS TO OVERCOME THESE PROBLEMS

 These problems can be partially overcome through Schedule inspections and monitoring programmes to assist in optimizing the planned maintenance intervals.
 Through a structure like method called –Checklist- through which consistent information about the actual condition of the equipment is known.
 A designed out maintenance method to eliminate high cost due to poor engineering design and maintenance practices or operation of a system outside its design-specification.

Sometime ago, we said even though, Culture is difficult to define, but it is the work environment we are supplied with, the moment we are in the work place. Modern educators did realize that a well rounded, complete education often demands not only training of the intellect but also training of the will and the heart as well. And this simply means the formation of character is as important as the acquisition of knowledge. Such that the character formation requires the knowledge of an ideal that will-“give direction, measure and value to our effort”-according to Monsignor William J. Kelly.

Because the intellectual ability, is no proof that we will be able to master the difficulty of life to adhere to the right principles of action in time of distress. The same is true, that often it is only with strong will and a firm character we are able to stand such trials and tribulations unshaken. It is obvious one cannot pretend not to know that life is full of trials of various brand, hence, the necessity not to undermine character formation for the transformation of the right attitude and values.

This requires also, a fair knowledge of oneself that include body and soul, the strong and the weak point and indeed, our asset and defects. Of cause, needless to add that be it individual or collectively, man is often painfully conscious of the many shortcoming as he feels the great desire to eliminate the unsatisfactory personality trait, just to achieve the greater harmony within himself and the environment in which he leaved.

In man’s evolutionary journey, if you like, historically, he is endowed with virtue based on the concept of –“speaking to’’ in terms of human experience as a people. The subject of virtue and ethics are conceived to be interrelated, although, this might not be immediately obvious. However, the concept, of virtue seems to be made obsolete but not without our failure to ground it into the contemporary ethical framework, of which we must take the responsibility. Although, it seems most people still have a fairly strong conception of what virtue and ethical standard is all about, even if only subconsciously, the effort to live a virtuous life did continue to motivate many of our actions, aware of it not.

We are told, that ethics in the most basic level tends to address the very question of “How we should behave towards others”. On the other hand, virtue tends to address the question of “How we should behave in general, not only in relation to others, but also in relation to ourselves and the wider society in we find ourselves.

In the first place, what does it mean to be irrational or rational. The word rational in the first place is derived from the Latin word ration and from there it entered into the old French lexicon as reisum or reson. It is said to enter Middle English lexicon as resoum or reisum. And the English word rational is directly tied to the very concept of reason, just as the reasoning power, cognitive power, logical thinking and sanity.

The same is true that a rational being is an individual capable of logical thought with the ability to reason. Such ability to reason toward sound conclusions based on facts and evidence, drawing what may be called inferences from not only situations and circumstances, but also inferences that make a sound well-reasoned judgment based on factual information. Often, humans at their best are rational beings who unfortunately could lose a moment to give in to moment of irrationality during action, decision, judgment and inferences based on emotion, pressure physicality and anything other than sound reason.

whether, we like it or not we get to interact with a lot of unique personality of various backgrounds. In the mix of these individual are characterized ambitions, greed and name it while others are motivated by a higher calling just to make a difference in characters and attitude in general. The same is true, that not until we are able to identify what actually drive individual on a personal level at any point in time, it will be difficult, if not impossible to really work effective with them to achieve individual goal and objective. It is also true, that some time, we often come to find ourselves in a situation where this expectation don’t always hold true. Therefore, sometimes certain individual are simply just outside the box of what come to be known as rational in terms, hence, can be squarely been regarded as irrational. But how do you learn to deal with such irrational individual, becomes the question. It must be observed that it is particularly an important skill to learn as any challenging behavior has the tendency to manifest itself at any given instant along the way. And this may happen to be an obstacle to any sound objective. It is also true that managing any such behavior is never an easy task, although, it can be done, hence psychology come into play here to do some vital role to understanding what is at stake.

However, we are often being told, when haven’t to deal with difficult individuals of irrational behavior, some essential element of simple lesson tends to stands out. In the first place and very important, is to recognize that everyone, including your very self, irrespective of the prevailing climate at any moment in time, can as well act irrational and even crazy at any given time, depending on the emotional psychology. It must be emphasized, that the reality is that at one point or the other, there are many factors that may come to influence our behavior, for instance in any tense situation we least expected.

I wish to ask, why she has to be held for so long in prison. And does it mean no one seems to care about her, I mean within the family cycle. Because God still uses people in what looks like a helpless and peculiar situation like this. Please, I am appealing on behalf every one, to intervene for God sake. Really, I don't care what her offense maybe and who maybe responsible , but we still must be our brother's keepers as long as God is on the thrown. The law of change has being embedded with the evolutionary effort of man through which human race has come to slowly lift up himself from the baseline of all other creatures. The baseline where the destiny of all living things has been fixed by life pattern and instinct, through which man has, always strive since the time immemorial. It is obvious that the entire history of mankind has come to be clearly marked as a pattern of perpetual change, moving onward and forward. It has become the creature’s device from the rational human to those of irrational animals or other creatures.

This is true in the eternal –authenticity and a varieties of life habit and thought of man that is continually reshaping into a system of relationship, moving into a more harmonious and better understanding of his environment. It is imperative, not lose sight of this pattern of change, in the life of man in his evolutionary journey. Because it is this device of change through which we adequately comprehended and put into use the habit and attitude to masters the very cause of fear of change which is but an opposition to the overall pattern of the universe. To conform to this overall plan of the universe of change or perish, is always the nature’s warning through the manifestation of some devastation that often come to be witnessed over the centuries past even till this current period- like the climate change.

This is true, that often times, the fear and failure and indeed, the very shock of disappointment in human, are design to shake loose of this fixed habit that man has tenaciously clings to. But no matter at what level man has struggle with his irrational paranoia, change has always be the very device through which we adopt, embrace and even benefit by better habit of growth. In this perspective, education becomes the bedrock of transformation that starts the mind of the individual to grow and develop from within through introspection.The mind which has become accustomed to the freedom and impartiality in habit of growth, will always preserve something of the same in the world of action and emotion. It will view his purposes and desire as part of the whole. And of cause, in the absence of insistence that result from seeing them as fragments in a world of which all the rest is unaffected by any one man’ deeds.

Education causes the mind to evolve and expand as he moves from the primary level to the highest level through the constant changes in the very thinking process and reflections. It is this thinking process and reflections; we often come to develop an act of rationalism and become acquainted with what may be called potential power to advance. Make no mistake, it is through this avenue, we are capable of not only striving to solve individual and collective problems, but also confronting and coming to terms with our realities in our evolutionary effort. it is self evidence, that this theory, no doubt, conform to nature’s plan as found through human experience of inventions, that forces man to use and develop his mind power. The same is true that this law of change is the very sources of education. Understanding this reality; you will no longer oppose this inalienable heritage from nature that has given a wide scope of understanding of us and the environment.

It is significant though, to know that the traits that our creator seems most emphatically frowns upon in man are –complacency, procrastination, fear, and self-imposed limitation, all of which, no doubt, carry with it, not without consequences. Although, complacency and habit has come to won a victory over change and progress overtime, in this part of the world and this is unfortunate. It must be emphasized, though, that the only and only one means of which the creator provide man to break away from other irrational animal to ascend into spiritual estate, to be master of his own fate, is this very law of change.

And our creator do this through the simple process of mental attitude and draws a pattern of living, in conformity with nature and make it into a reality. With this irrevocable and unchallenged power of what looks like an absolute control, has since been considered by the others to be the most and only important prerogative for man. And to come to deny him or be denied this very right, no doubt, amount to repression and misconception of the central purpose of what man’s life is all about.

The fixed habit and self-imposed limitation is but an attitude that openly shun knowledge and all what it represent in man’s evolutionary journey, in the acceptance of living by the truth of others long past. The same is also true, that it is but an act of resistance to the truth and the very foundation they have come to predicate the truth. The truth that tends to represent what looks like a vociferous attack to growth and advancement, to use Debbie’s phrase.

But in man’s evolutionary journey, it is but a mandate that he must strive to comply with this evolutionary element of his being. This is true, if he must come to term with the infinite truth, the state of ‘just being’ to use Debbie’s phrase again, which is but a metaphysical dimension through which one become aware that we are just a student of the universe who must be humble and obedient to learn from everything and everyone around us.

The term metaphysical dimension here is but a dimension that transcends rational discourse without lapsing into rationalism, the last precarious refuge of the human truth to which man’s own thought tends always to aspire. Because, out there are forces outside of our control and comprehension that are totally defying any reasonable explication in our daily struggle for survival. It is significant to know that nature tends to lead man through change after change by peaceful means as long as we co-operate with her, but she result to the opposite and react when we neglect or refuse to conform to the law of eternal change.

It is probably one of the reason that when things get foggy, the universe is not playing any form of trick, but only a reminder just to try to stare man in the right direction for the sake of making an adjustment or an appropriate change. The reason seems clear, because, she enforce the law of fixation of habit and instinct in every living thing lower than human, just in the same way as it enforces the law of change and rational habit in every living things higher than animals. And when this is brought into full efficiency through close attention and discipline, it will always make a difference, hence, the level and degree of rationality do also vary. Therefore, those who oppose change are but vampire-like -associate who are more likely to drain you of life–given energy than restore the innocent qualities of your heavenly soul.

It is pathetic that we Nigerians are yet to realized that we must not do away with our collective struggle to make Nigeria a better place. A conducive environment for all, because in diversity is unity as obtainable in other place. It is time we must reflect in our level of discipline and patriotism irrespective our political and religious affiliation as we strive to lay aside any form of witch hunting.

In this same process, we may get our hands very dirty and in the dirtiness of the human realm with wild emotions and crazy actions. But certainly, we may need to remove our mask of deception until we recognize ourselves, let alone anyone else knowing who we are. We are in a period of what I choose to call the “concept deconstruction” that requires, to begin to question what works and what does not work, almost like what take place in the age of reason in 16th century which demand authenticity in our evolutionary journey that may offend in its honesty and passion, challenging the religious, political and social status quos. The same is true that we answer to no one,except our creator, when it comes to the truth, because it is its own arbiter as it leaves nothing to stand on its awake. The time has come for the most candid honesty to muster first and foremost with ourselves to move inward- direction to see where things[b][/b] are going wrong.-introspection.

This transformation and freedom did ask for enough courage to transcend any abstraction in adherence to the noble demand of the scripture, if man is to have any value in the scheme of things. The meaningful life, or value, that does not come to depend on material possession only in other to survive, but taken cognizance of the sacredness of the human life. The avoidance, of misplacement of concept, which defies the inability to strike the balance between what, is ontological and logical and indeed, what is spiritual and material. It must be emphasized, though, that technological progress, do not force any one to advance, instead, it is but the very requirement of organizing society, because, any devaluation of human life in the process come to destroy the very foundation of the basic established order of progress.
