Offer them job and see them giving you one excuse or another. If their activities are result of lack of jobs, what about students, articians, bankers, under age boys that are doing it. There is this boy who work for me before( a student now for that matter), just completed their family house and finished it. There is another one( student also) who just bought a car. Giving 10k each to individual is economic waste of human resources. 99% of beneficiaries will use It to satisfy their appetite.
