Tell us how you know they're subsidizing the dollar with our reserve. When it was being done by Emefiele, official price of dollar was around ₦465 while the black market rate was about ₦700, meaning that the defending of the naira using the reserves wasn't even working. The rates did not converge under Emefiele but they were largely stable and predictable. You don't need to devalue before your rates converge.
