Foreign rice is not a prohibited item in Nigeria. You can validly import it through the ports. What then will be the basis for seizure by the customs?

Regarding checking for custom papers of vehicles on inland roads, this is not new and not peculiar to the east. They do check on western states roads too. Infact, they are permanent at Ijebu-jesha (Osun state), Akure near FUTA (ondo state) and after Ifaki (Ekiti state) but surprisingly you won't see custom check point on the 600km stretch of Lokoja - Abuja - Kaduna - Kano road

The way Governors are commissioning shoprites stores left and right shows, they have got stakes in the business.
It is the malls (owned by Nigerians) that are commissioned by the governors. Shoprite, Game, etc just happen to be anchor tenants in those malls.

Shoprite and Game stores have a policy of NOT owning the buildings they operate in.

How many people can recall that the construction of the 2nd runway for Abuja airport was awarded to Julius Berger in February 2010 but was canceled by the federal government shortly after based on the motion moved in the House of Representatives by the then Hon Dino Melaye (now a senator) alleging that the contract was overpriced at N64b. Nigerians hailed the decision that time.

The second runway would have been ready by 2013 if that contract was just reviewed rather than canceled.

Between 2010 and now, Abuja airport had been closed on many occasions for short periods for emergency repairs of the only one runway that it has. In 2014, a Saudi cargo airplane crash landed on the runway and the airport was closed for three days

I dont believed that he was 'demystified' in anyway. What really happen is that he tried to punch above his weight and he was knock out.

B4 2015 election, Tinubu was just another state party leader with occassional influence outside Lagos just like the Saraki of Kwara. But definitely Tinubu influence was starting to grow even outside Lagos but not to d extent of him determining what happens all over Nigeria.

However, when APC won d 2015 election due to d efforts of many pple and d toxicity of GEJ reputation, the jostle for APC power started. That is where Tinubu tried to be on top of so many issues at once. He probably 4get dat the efforts of others too has to be compensated. In his efforts to control everything, he overreached and he get burnt.

APC as it stand b4 d election comprised of 3 major group. The Buhari's group, Tinubu group and d disgruntled PDP group. Pple 4get easily that without the nPDP group, there is no way Buhari would av won d election. Tinubu in his wisdom decide to sideline this important group in d scheme of things. Buhari already has d President slot, Tinubu got d VP slot and d nPDP want d senate slot. But no, Tinubu want that too. And that is d genesis of his problem.

That is why till today, when there is a political battle to be fought in APC, this group always allign with anybody that represent Tinubu's foe. It doesnt matter what they will get out of it. The mantra was to cut his influence b4 it drown everyone of them and sadly for Tinubu, they are suceeding in this....
@ bolded, this is not totally correct. Before 2015, Tinubu was far higher than Saraki in terms of political influence. Tinubu was accused of having a deal with Jonathan by turning 2011 votes of the south-west to Jonathan, where was Saraki then. Have you forgot that Buhari actually tried to form an alliance with Tinubu for 2011 election but failed because of the issue of running mate position already occupied by Tunde Bakare.

APC was formed in February 2014 and registered in July 2014. It was principally an alliance of Buhari's CPC and Tinubu's ACN together with the faction of ANPP and APGA(Rochas) on the fringe.

The faction of PDP (nPDP) which include Saraki, Amaechi, Kwakwanso and others did not join APC until October 2014 when they were sure that it was a big platform that was capable of giving PDP a run for its money. If APC had not become a reality by October 2014, nPDP members would have stayed behind in PDP to fight their cause there just like Sule Lamido and Babangida Aliyu who were originally part of them did.

Even the CJN is not left out in making insinuating statement about lower court judges. During the hearing of Jimoh Ibrahim case by the Supreme Court, Chief Justice Onnoghen while addressing Jimoh's lawyer said "Nwofor, there was only one judgement by YOUR Justice Okon Mbang, why are you having 14 separate appeals from that single judgement?"

The use of 'your' to precede Mbang is quite telling and a strong insinuation.

Natural gas engines have outputs/capacities between 5MW - 20MW, some engines have higher outputs, depending on the specifications. It should be noted also, that these engines can either burn solely on natural gas, or a mixture of natural gas and LFO (liquid fuel oil/diesel). LFO here, serves as the pilot fuel, and NG as main fuel. Some burns with HFO (heavy fuel oil)

In the case of LFO as pilot fuel, an approximate quantity of 1.5 ton - 2.5 ton maybe used daily, depending on load and run-time.
I think this particular engine uses LFO only (just my thought). That is bad business, and whoever advises on such should be flogged, considering we've got gas in abundance.

OBJ and GEJ are frauds, or whoever is in charge. You can build a Wartsila powered Power station of 250-MW with $350 million, from ROW(right of way/ground zero) to completion and commissioning. This is not just a power plant of low standard, but one of world class standards, meeting all international regulations. Same amount may also be used to erect a combined-cycle power plant of 360MW.
@ bolded. Diesel can be trucked in standard tankers by road up north. They just need a big tank to at least hold may be a 30 days stock at a time. There is no gas pipeline to Sokoto currently. Who will build one? Will such pipeline not be at risk of vandalisation by the ND militants like the one for kaduna refinery?

Where you have supplementary revenue not hitherto budgeted which can be used to finance a new unbudgeted project or supplement an existing budgeted project before the next budget year, the president forwards supplementary budget to be passed into Supplementary Appropriations Act in accordance with Section 81(4) of the constitution.

The keyword in supplementary budget is "Extra or supplementary revenue not initially budgeted"

Where there is no extra or supplementary revenue as stated in the president letter referred to in post by the OP, the source of financing the deficit in some already budgeted project is to reduce the fund already allocated to another project in the approved budget. This is virement which is effectively an amendment of an already passed Appropriations Act. Only National Assembly can do that and it already envisaged this hence virement clause is always included in the Appropriations Act.

Section 3 of the 2016 Appropriations Act under the Virement heading reads as follows:

In the event that the implementation of any of the projects intended to be undertaken under this Act cannot be completed without virement, such virement shall only be effected with the prior approval of the National Assembly.

In summary, Supplementary Appropriations Act is a new law/Act which increase the total spending of a government in a budget year. Virement is an amendment of an existing law/Act which just reallocate the voted amount but the total original budget must the same.

Is it not funny that the DSP is reported to be ignorant of the term used in a law passed by the National Assembly?

Ekweremadu shouldn't have said the virement request to the National Assembly was unconstitutional.

It is illegal to make virement without National Assembly approval, so how can seeking that approval as required by law be unconstitutional?

What is the salary component in 2017 budget? Not stated. In 2011 figures you quoted, it was just 15.1% of the budget. Let us factor in subsequent increment in minimum wage introduced by GEJ regime and marginal expansion in government, it may be about 20% of 2017 budget.

Apart from personnel wages which have not been adjusted to reflect the current cost of living, all other costs - capital or overheads (80%) will be at current cost. Expenditure doesn't have to be in dollars to reflect current prices. The importers of the goods would have priced their goods to reflect forex rates. There is no special separate market for government procurements.

The Senate just yesterday dismissed the budget that Buhari want to present because it was based on unrealistic exchange rate of N290/$.

The 2017 budget is $2.6b (cbn rate) or $1.7b (parallel rate)

Inflation rate in 2011 was 9%, in 2017, it is projected at 20%

Don't dabble into what you do not have any idea about.

Have you checked what is written on most of the buildings, most especially at the entrance ---- OSSG/UBEC.
UBEC as a matter of policy does not fund 'mega' school buildings but basic functional buildings so that the resources can go round, thus the mega schools embarked on by Ondo, Osun, Kano etc state governments won't have ubec funding.

Furthermore, ubec fund should only be used for basic education schools i.e. Primary and junior secondary schools never for senior secondary schools.

If it costs that much it is because whoever is producing it for them has inflated the contract to accommodate the kickbacks some people are collecting.

You didn't get my explanation. What you are being charged is not the cost of production. The fees are revenue to government and form part of the IGR of state governments. The fees are fixed by the Joint Tax Board (comprising the federal inland Revenue service, customs, frsc and states boards of internal revenue). Frsc is only reimbursed the cost of production while the rest goes to states as revenue.

Note that lagos state government produces number plates for lagos relying on 1999 constitutional provisions and was unsuccessfully challenged by frsc (because of the commission it loses) relying on the 1986 decree that set it up.

The fees from driver license and number plate majorly belong to the states as a form of revenue. Frsc only take a part to cover the cost of producing them on behalf of the states.
