Foreign rice is not a prohibited item in Nigeria. You can validly import it through the ports. What then will be the basis for seizure by the customs? Regarding checking for custom papers of vehicles on inland roads, this is not new and not peculiar to the east. They do check on western states roads too. Infact, they are permanent at Ijebu-jesha (Osun state), Akure near FUTA (ondo state) and after Ifaki (Ekiti state) but surprisingly you won't see custom check point on the 600km stretch of Lokoja - Abuja - Kaduna - Kano road |

Nigerians hailed the decision that time. The second runway would have been ready by 2013 if that contract was just reviewed rather than canceled. Between 2010 and now, Abuja airport had been closed on many occasions for short periods for emergency repairs of the only one runway that it has. In 2014, a Saudi cargo airplane crash landed on the runway and the airport was closed for three days |

She was appointed by virtue of her being a chartered accountant but she didn't leave her substantive position as the Managing Director of VYB Industries and chairman of Bewac Plc throughout her tenure as the chairman of UBA What then make her a great banker or a cougar in banking industry? |

Abbycite:@ bolded, this is not totally correct. Before 2015, Tinubu was far higher than Saraki in terms of political influence. Tinubu was accused of having a deal with Jonathan by turning 2011 votes of the south-west to Jonathan, where was Saraki then. Have you forgot that Buhari actually tried to form an alliance with Tinubu for 2011 election but failed because of the issue of running mate position already occupied by Tunde Bakare. APC was formed in February 2014 and registered in July 2014. It was principally an alliance of Buhari's CPC and Tinubu's ACN together with the faction of ANPP and APGA(Rochas) on the fringe. The faction of PDP (nPDP) which include Saraki, Amaechi, Kwakwanso and others did not join APC until October 2014 when they were sure that it was a big platform that was capable of giving PDP a run for its money. If APC had not become a reality by October 2014, nPDP members would have stayed behind in PDP to fight their cause there just like Sule Lamido and Babangida Aliyu who were originally part of them did. |

During the hearing of Jimoh Ibrahim case by the Supreme Court, Chief Justice Onnoghen while addressing Jimoh's lawyer said "Nwofor, there was only one judgement by YOUR Justice Okon Mbang, why are you having 14 separate appeals from that single judgement?" The use of 'your' to precede Mbang is quite telling and a strong insinuation. |

The keyword in supplementary budget is "Extra or supplementary revenue not initially budgeted" Where there is no extra or supplementary revenue as stated in the president letter referred to in post by the OP, the source of financing the deficit in some already budgeted project is to reduce the fund already allocated to another project in the approved budget. This is virement which is effectively an amendment of an already passed Appropriations Act. Only National Assembly can do that and it already envisaged this hence virement clause is always included in the Appropriations Act. Section 3 of the 2016 Appropriations Act under the Virement heading reads as follows: In the event that the implementation of any of the projects intended to be undertaken under this Act cannot be completed without virement, such virement shall only be effected with the prior approval of the National Assembly. In summary, Supplementary Appropriations Act is a new law/Act which increase the total spending of a government in a budget year. Virement is an amendment of an existing law/Act which just reallocate the voted amount but the total original budget must the same. Is it not funny that the DSP is reported to be ignorant of the term used in a law passed by the National Assembly? |

Let us factor in subsequent increment in minimum wage introduced by GEJ regime and marginal expansion in government, it may be about 20% of 2017 budget. Apart from personnel wages which have not been adjusted to reflect the current cost of living, all other costs - capital or overheads (80%) will be at current cost. Expenditure doesn't have to be in dollars to reflect current prices. The importers of the goods would have priced their goods to reflect forex rates. There is no special separate market for government procurements. The Senate just yesterday dismissed the budget that Buhari want to present because it was based on unrealistic exchange rate of N290/$. |

SuperS1Panther:UBEC as a matter of policy does not fund 'mega' school buildings but basic functional buildings so that the resources can go round, thus the mega schools embarked on by Ondo, Osun, Kano etc state governments won't have ubec funding. Furthermore, ubec fund should only be used for basic education schools i.e. Primary and junior secondary schools never for senior secondary schools. |
vodutive:You didn't get my explanation. What you are being charged is not the cost of production. The fees are revenue to government and form part of the IGR of state governments. The fees are fixed by the Joint Tax Board (comprising the federal inland Revenue service, customs, frsc and states boards of internal revenue). Frsc is only reimbursed the cost of production while the rest goes to states as revenue. Note that lagos state government produces number plates for lagos relying on 1999 constitutional provisions and was unsuccessfully challenged by frsc (because of the commission it loses) relying on the 1986 decree that set it up. |
