It is not a private residence but a public building that belongs to the Ife people.

That house is just a building within the palace complex. It is not even the Royal court. The last ooni that used there as a residence (not the court) vacated the place in 1980 when another multi-storey building was built within the palace to serve as residence which was used throughout the reign of Sijuwade.

This look like a simple case of heart attack.

That is not how most hotel doors work. The door once shut can either be opened from inside using the lever but from outside by using only the key. Thus you can lock yourself out if you don't have the key on you. If the lady had double-locked the door from inside, even the spare key couldn't have opened it from outside.

So, it was the pastor that shut the door.

It is just that our media are too agressive these days and just scrape non-news issue and repackage it as news. From time immemorial, banks are required to publish any fine paid in a year in their Annual financial statements which are published in the first four months of the following year and distributed at the annual general meetings of such banks.

Our news hunters just got 4 of such accounts that were published early and made news of it. Hardly do any bank go a year without been penalized for one thing or the other. Only magnitude differs. Even in this report, you see that UBA had almost 90% of the total. Last year only Skye was near it.

To educate you, some of these decisions are not made during plenary but by principal officers and National Assembly management. There are no bills to be passed before equipment deemed necessary are procured in the NASS. e.g You dont need a bill to be passed to purchase Printing paper for their offices or fuel their cars, they are part of budgetary provisions probably from the last assembly and govt.
Budget is a bill that must be passed into law before it becomes operative. Stationeries are recurrent items that will be budgeted for in whole as part of overheads, but vehicles acquisition are part capital items that must be budgeted for specifically in the appropriation bill.

He may be excused though in that if the majority supports it, he can only have his say, not his way.

Saraki knows that once Umar steps aside, the case is dead.

There are only two judges currently in CCT including Umar. If he steps down, there will be lack of quorum. The President will have to appoint another person. That new person will start the case all over again suo moto.

Ntel is still on test run. They did not expect you to travel to Abuja to buy SIM card. The letter was specifically addressed to the OP because he must have pre-ordered the number in March 2016 and selected Abuja as his pick-up centre.

The free internet connection up to April 30 is actually to use as many customers as possible in Abuja to test run their equipment before starting to charge them.

Nigeria is not adopting Chinese currency as its official currency or replacing naira with it. It is just a bilateral currency swap. This agreement will not increase our foreign reserve and if you are not importing from China, you will never get to deal in or with it.

At least 80 road projects amounting to N40bn were inserted into the 2016 budget at the National Assembly, sources told our correspondent yesterday.
There have been controversies over the removal of the N60bn Lagos-Calabar rail project and others from the 2016 budget by the lawmakers.

Sources told Daily Trust that the lawmakers at both chambers removed some of the projects included in the budget submitted by the executive and replaced them with new ones.

It was gathered that the chairman of the House of Representatives committee on appropriation, Rep Abdulmumin Jibrin, allocated projects worth N4.169 billion to his constituency in the budget.

Details of the budget seen by Daily Trust yesterday indicated that Jibrin alone allocated 22 projects worth N4.169bn to Kiru/Bebeji, his federal constituency. It was gathered that the projects allocated to the lawmaker’s federal constituency are outside the usual constituency projects captured in the budget.

A senator told our correspondent on condition of anonymity, that the projects were included during budget defence and that they had since scaled through.
“In works alone, 80 road projects that were not in the budget submitted by President Muhammadu Buhari were included. These projects were injected into the budget by the works committee,” he said.
According to him, each of the projects cost about N500m and the senators included them in the budget to attract projects to their constituencies.

“The roads were distributed to the senators’ constituencies. It was while the committee was trying to address the lopsidedness in the distribution of road projects that the roads got into the budget.
“You know in the initial budget submitted by the president, there was gross imbalance in the distribution of road projects. It was while balancing this that they introduced new 80 road projects,” he said.

The senator said each of the committees introduced new projects into the budget and they had since scaled through. He listed the affected committees to include agriculture, water resources, health, education and rural development.

He said it would be unfair to single out the chairmen of the Appropriation Committees of both chambers.
“It is a common thing during budget processes at the National Assembly. All chairmen and vice chairmen of committees are involved, especially popular committees. This has been the practice as such there is nothing new about this thing,” he said.

Jirbin confirmed to Daily Trust yesterday that it was true that he allocated projects to his constituency just like some of his colleagues did.
“It is true that there are projects allocated to my constituency just like other members did. Just because I’m the chairman of the appropriation committee, my constituents should not get projects? Are my constituents not Nigerians?


“Every member has one project or the other in his constituency, so I don’t think I did anything wrong by having some projects in my constituency. I think people should be fair to me please,” he said.

A breakdown of the projects showed that there are 10 under the ministry of works, which are
construction and rehabilitation of the works centre, N100m;
construction of town hall, N100m;
block of classrooms, undisclosed;
rehabilitation of Sharada - Kwanar Dogara, N1.445bn;
solar street lights, N300m;
drainage, N20m;
rehabilitation of Gwarzo Kiru, Kwanar Maiyaki, N180m;
Kiru - Badaf road construction, N405m;
rehabilitation and construction of roads in Kiru/Bebeji, N150m, and
construction of pedestrian bridges, N200m.

In the ministry of water resources, there are eight projects, namely:
construction of earth dam, N1m;
construction of 10 hand-pump boreholes in Bagauda, N10m;
small irrigation schemes in Kiru, N100m;
construction of Bebeji earth dam, N270m;
construction of solar powered boreholes, N150m;
outstanding projects of 2014 in Kiru Bebeji, N100m and
provision of hand-pump boreholes and water scheme, N38.023m.

Under the ministries of women affairs and agriculture, the projects are empowerment programme:
supply of tricycles, grinding machines and set of women salon empowerment kits, N200m and
construction of rural roads in Kiru/Bebeji Federal Constituency, N150m.

As for the SGF’s office, there are two projects for the Kiru/Bebeji Federal Constituency, which are
provision of empowerment items, N100m and
provision of entrepreneurship development training and vocational centre, N100m.

It was observed that one item was repeated with different figures under the Ministry of Water Resources, which is construction of Bebeji earth dam with N270m and N50m respectively.

The report could have been better written.

It appears the singer and her family are residing in Benin. If so, what necessitated her checking into a hotel in Benin again after her outing in Warri?

One can understand the lagos based pastor staying in the hotel in Benin since he still had Benin and Asaba shows to conduct but that did not justify the married singer staying in the hotel in a town that she has her family.

Why did Senate narrowed its criticism to Amaechi? The press never mentioned his name as the source of the news on the lagos calabar rail. They attributed the source to Presidency.

If as the senate is claiming that the executive did not include it in the budget, why hasn't the presidency debunked the news attributed to it or is buhari no longer aware of major projects in his budgets? The president specifically wrote in January 2016 to admit responsibility for the bungled budget that he presented in December and asked the legislature to use the new budget that he later sent.

By the way, senate is still on break, where did they meet to demand Amaechi's resignation?

Whether it is labeled salary or pension does not matter. What I queried in my post is what did efcc want to achieve by quoting what the bank labeled the payments in the Saraki's bank statement rather than use its investigative powers to know from the Kwara government what the payments truly represent.

Now it has alleged that Saraki continued to draw salaries (illegally?), what Saraki needs to poo ooh that naive allegation is to present the Kwara State Public Officers Pension Laws 2010 which entitles him to draw salaries for life at the same rate as the incumbent governor.

It may be immoral but the salaries/pension are legal backed by Kwara State laws. The focus of efcc, since the trial is at CCT should have been to establish whether Saraki declare that income in his asset declaration or not.

Let us summarise the holes in the holes you picked

1) Why is pension being paid to a man that is yet to retire? A pension comes from a pot to support people that have retired from work.
Pension laws for governors of each state allow it. He is deemed to have retired on successful completion of his tenure (if not impeached). The same applies to all former Heads of State at federal level. It was under that law that Buhari got the cars that was bombed and the replacement (through Dasuki)

2) Why is Kwara state government paying people's pension? Should that not come from a pension administrator?
The Pension Laws for Presidents and Governors are different laws from Pension Reform Act that established Pension Fund Administrators (PFA). For PFA to be responsible for your pensions, you must have been a contributor during your working life. This is not applicable to presidents and governors. Even under the Pension Reform Act, there is what is called Close Pension Scheme. Military, secret service, nnpc workers, Shell, Mobil workers etc operate their independent pension schemes not through PFAs

3) Why is the pension, being paid, sometimes labelled as "salary" in the bank statements?
What the bank decides to label a payment is not the headache of the state government after all it has no access to Saraki's bank statements to know how it was labeled. What matter should be what does its own vouchers and supporting documents call the payments and if there is a law that authorized that payment

4) How come the "pension" or "salary" is more than his previous salaries as a Governor and always increasing? If it is being increased, will the percentage increase not be applicable to other Kwara pensioners?
If the law provides it, no offence has been committed. In NNPC, your pension is reviewed anytime the salaries of active workers are reviewed. So the pension at a point will surpass your salary that you retired upon. In any case, like I said earlier, the pension laws for governors are different from General pension law

5) Why was the "pension" payments stopped in August 2015 and has not been paid since then? Did Saraki die that it had to stop?
The question that should be asked is what is efcc trying to prove by bring up the issue of these payments and in what context was it brought up. According to the report, efcc only said that these payments stopped coming into Gtb and Access bank accounts. They did not say that they confirmed from Kwara government if it stopped making payments or whether Saraki started using another bank account to receive the payments. What if Saraki donated the fund and instructed the government to be paying the donees directly? What if he had benevolently asked the state government to suspend paying him until the economy of the state improves because he is now the number 3 citizen? What if the state government had begged him to defer receiving the pension until it is financially stable? So many ifs.


These show the monies are just casual withdrawals by Saraki from Kwara State budget. Maybe he is claiming back money he spent on putting his cronies in position in the state.
Even if this were so, as I said above, it depends on what purpose efcc intended to achieve in bringing up the matter. Note that this is CCT not a regular court. The CCT will only concern itself on whether the income was declared by Saraki not whether he got it illegally. If the tax authority takes you to court that you failed to pay tax on income from illegal source, the court will only enforce the tax or jail you for evading tax not convict you for involvement in criminal act because tax authority will not be the prosecuting agency for such

They are not necessarily tax 'evaders' but tax 'avoiders'. Tax evasion is an offence. Tax avoidance is not. Even within the country, you can structure your financial affairs to legally avoid tax.

Moving your wealth to 'tax havens' is not illegal. Switzerland, Isle of Mans, Mauritius, Seychelles etc Are there for such purpose. The source of your wealth may however be illegal, that is what law enforcement agencies can look into, not the simple fact that you have offshore accounts.

Note that even Nigeria laws do not forbids public officers from owning offshore accounts, only that it should not be opened while in office and if already opened before assumption of office, it should not be operated directly while in office. You can legally sidetrack that by transferring such assets to 'blind trust' like obasanjo did.

Governor Ben Ayade of Cross River State has finally returned to his office in Calabar after about two months’ absence.

He left Calabar for different Eastern and Western countries since February 14, and returned yesterday March 30.

Reacting to his return yesterday, the Speaker of the State House of Assembly, John Gaul Lebo, said that the lawmakers were comfortable with his long absence since he did not violate the constitution.

Lebo said normal functions of government were on course during his absence.

He said, “The governor was not out for two months. He was on official outing. If the governor was not communicating with anybody during this period, and if the deputy and commissioners were not aware of his movements, and if salaries were not paid and other functions of government were hindered, we would have invoked section 190 sub 2 of the constitution against him.

Your question is out of context. The person I quoted erroneously mixed up the Bureau with the Tribunal by querying how a court can appeal its own judgement. That is what I straightened out. Whether the Bureau will or can appeal was not my focus in that post.

Code of Conduct BUREAU is not a court just an executive body. It is the Code of Conduct TRIBUNAL that is a court. The Bureau took the case to the Tribunal for judgement, so it is a prosecuting party.
