It's actually a call service plan where you call and they offer you a service like sex chat, medical advice, legal advice, e.t.c

Some just put you on pre recorded response and since you called, you'll be charged per seconds as long as you stay on the call.

Ordinarily, legit businesses place those contact numbers on their websites or advertise their services on TV but these ones simply flash you and if you out of curiosity call back, you get billed.

What I do once I notice those type of calls is I quickly pick up so they get charged the international call rates. Joke's on them
