Announcing a ban would not cut it. The states have House of Assembly that makes state laws.

The governors should sponsor a bill banning open nomadic grazing and stipulating the sanctions for disobeying said law ( jail time or fines)

Send the bill to the HOA, and get it passed and signed as law.

Let me see who will question the legality of the said ban in that case.
