It isn't unbelievable. Do the rough math. 20 million 50kg bags of rice = 1 million metric tonnes of rice.

Vietnam's land mass is exactly 9 times as large as Kebbi State and produces around 40 million metric tonnes of rice annually.

So, other factors aside, it isn't impossible that a State 9 times as small as Vietnam can produce a fortieth of the amount of rice that Vietnam produces.

However, normalizing both region's production on the basis of total land mass, Kebbi is around 23% efficient relative to Vietnam. Okay, that's a bit worrisome as I'd expect about 10% efficiency as per this is Naija (hehehe) but that still tends to 10 million 50kg bags. So, it's not bad.

Thus, it isn't impossible and the figure can't be far from the truth.
