The political and religious leaders of those states adopted unconstitutional sharia crimimal laws between 1999-2001. Boko Haram followed immediately after and says it's fighting for a Nigeria to be governed with Sharia criminal laws.

Sharia civil laws and customary laws are allowed by Nigeria's 1999 Constitution'; but not sharia criminal laws. Sharia criminal justice system includes stoning blasphemers to death, cutting out the hands of thieves, stoning adulterous women to death, among other harsh punishment systems.
One of the earliest demands of Alhaji Tanko Mohammed, the Chief Justice of Nigeria appointed by president Buhari was for inclusion of sharia criminal laws in the 1999 Constitution.
In 2001, Muhammadu Buhari vowed in Kaduna before a large crowd of Muslims that he would not stop until Islamic sharia criminal justice system is applied in all the states of Nigeria.
