Not in all cases...even in economics theory, supply sometimes creates demand, even when and where demand was virtually zero.

Hospitals are not charitable organizations, huge money goes into stocking the place and putting in more Senior Doctors in the hospital 24/7 as this happened during a night shift, at which time I guess you were soundly asleep with no care in the world. I don't know if you would have felt better if he had done nothing or fail to consult or seek the opinion of a colleague or someone higher up.
