Paying for a PhD in my opinion is not a really smart idea.If your research is not useful or valuable enough for someone to pay for it whether school or industry then why are you doing it?

I think you should think about going to Canada. Getting an H1-b visa (6 years work temp work visa) in U.S could be challenging. Getting a Greencard or PR is even harder. The easiest way is to either marry a citizen or continue to PhD where you can file for greencard by yourself. If you're thinking of staying back and get offer to move in all three I believe Canada offers the easiest pathway to PR. PR is important because without that you can't work legally in any of those countries and you'd be stuck with odd jobs.
