Many times when projects are announced in Nigeria people often make a lot of fuss as to the cost relative to the perceived small scope of the project.
Casebin point was a thread on Nairaland a few months ago with respect to Lagos State Governor announcing construction of the 8.7km regional road. Although the cost wasn't announced, a lot of the comments suggested that the road shouldn't be up to N1bln since its only 8.7km!
However attached shows that the city of Houston is adding 5.9miles (9.4km) of a single lane on either side of an existing 2lane highway for $85mln, which is N48bln!!
This just goes to show that there is a lot of difference between building a project extension to something existing in a built up area compared to a virgin road in the middle of nowhere. The $85mln might build 20miles of highway it if was in the Bush..

intent is good, but the reality is that no road project can really help Lagos traffic. The number of vehicles on the road are simply too many and will overwhelm any new road project. It will cause bottlenecks for those going under the cane village towards Maryland bridge due to merging with new traffic coming from Opebi. It’s the same way removal of roundabouts on the Lekki axis seemed to work for a while, but we are now back to the same issue, although it could be argued that it would have been far worse now if the roundabouts had not been removed.
Ultimate for Lagos is the train system. That is the only real way to move large amounts of people effectively and efficiently. But the problem with that is that the middle class with their cars may still not give up the comfort and convenience of their cars. The most critical rail to develop after the Red and Blue line will be the line that goes along the Lekki corridor because the Lekki peninsular is a pretty narrow strip, so it can serve a huge amount of people with a single line.
Lawan is just speaking in circles. The Petroleum Industry Act which was passed by the same Senate mandates NNPC to operate as a profit making organisation. Keeping subsidy meaning operating business with the intention of making losses! I don't anyone of us does that in his/her private business, so why should Nigeria?
People like Lawan are the ones who set us backwards for political reasons.
