Ventura1: The battle for slots – and the speculations – in the 43-man cabinet of President Muhammadu Buhari intensified yesterday, with ministers-designate trying to outwit one another.
The President is said to have raised a Kitchen Cabinet advisory committee on how to put a round peg in a round hole.
The advisory committee is said to have concentrated on the 29 new members who are joining the Federal Executive Council (FEC).
Most of the 14 old ministers will return to their portfolios, according to sources close to the committee.
But there is a pall of uncertainty over Minister of State for Petroleum Resources, even as Monday is tentatively slated for the inauguration of the ministers.
Ministers-designate have been meeting some power brokers to intercede on their behalf for portfolios where they will be able to influence decisions, The Nation learnt.
Some ministers-designate are said to be lobbying for ministries where they can impact on the lives of Nigerians with much visibility.
Some of the ministers-designate have, however, been suspected of lobbying for some portfolios, which they believe can help to oil their political machines ahead of the 2023 general elections.
A source, who spoke in confidence, said: “Most of the ministers-designate have stayed put in Abuja to outplay each other in the lobbying for portfolios. Since they have no direct access to the President, they have been mounting pressure on some power brokers and members of the President’s Kitchen cabinet.

imeyalo09: The Police Service Commission has said it could not verify the academic credentials of 80,724 applicants shortlisted for employment into the Constable cadre in the Nigeria Police Force.
The Commission stated that the candidates were shortlisted based on their physical attributes, noting that the verification of their certificates would be done by the West African Examination Council after their admission into police colleges for training.
The Commission’s spokesman, Ikechukwu Ani, in a telephone interview with our correspondent on Wednesday, said successful applicants who were invited to write an aptitude test on Saturday, must have five credit pass including English and Mathematics, to qualify for recruitment.
He explained that the test will hold in the 36 States of the Federation and the Federal Capital Territory, Abuja.
The 80,724 candidates were shortlisted from the 210,150 applicants who applied for the 10,000 police slots. A total of 315,032 online applications were received at the close of the Commission’s recruitment portal on January 11, 2019.
Responding to questions about the number of applicants who failed to meet the academic requirements for the exercise, Ani said, “What we are doing is, we screen the documents and their physical attributes. At this point, we don’t have all it takes to verify certificates, but we look at it and if it looks okay, we pass it.”
He added, “When they (applicants) finally get in, there would be proper scrutiny of the certificates after they get to the (Police) colleges. I think we would write to WAEC to confirm the certificates, but at this point, we are just looking at them (certificates) and the one that is okay, we would pass. The person must have five credit pass including in English and Mathematics.”
The Commission’s spokesman, who is in Anambra State for the exercise, further explained that only those with physical deformities were dropped during the physical screening conducted by the Nigeria Police Force.
He said candidates who passed the aptitude test would also be subjected to medical screening to ascertain their health and fitness for the job.

“The Police handled the physical screening and if you don’t have a flat foot or knock knee and if your results appear fine, then they would pass you to the next level, but the medical screening would be done for those who passed the examination,” Ani noted.
Commenting on the planned recruitment of 40,000 community police officers announced by the Inspector-General of Police, Mohammed Adamu, the PSC spokesman said the Commission was not part of the initiative.
He stated, “There is no meeting where it has been discussed with the Commission; The Commission is not part of it. I don’t have a brief that the Commission is part of it, but I feel the Commission should be part of it.”

Ebullience: President Muhammadu Buhari opened his defence on. Tuesday by tendering some 26 documents, including copies of his academic credentials, including certified true copy (CTC) of the Confidential result sheet of University of Cambridge, West Africa School Certificate 1961 for Provincial Secondary School, Katsina.
Buhari,listed as the second respondent in the petition by Atiku Abubakar and the Peoples Democratic Party (PDP), has also called his first witness.
The first witness, Major General Paul Chabir Tarfa, said he was a mate with the President in the Nigeria Army and that they were all enlisted on April 16, 1962.
He said they were enlisted upon passing the examination and that they were thought in all the courses they attended in English. Under cross-examination by lawyer to the Independent National Electoral Commission (INEC), Yunus Usman (SAN) the witness said they were not asked to submit their certificates to the Nigeria Army.
Usman: “You submitted all your school certificates to the Nigerian Army when you were enlisted?”

This came as Edo State chapter of All Progressives Congress, APC, weekend, rubbished claims that Governor Obaseki was at loggerheads with his predecessor and National Chairman of the party, Mr Adams Oshiomhole, over control of the state and leadership tussle in Edo State House of Assembly. Edo State APC chairman, Mr Anselm Ojezua, who made the disclosure during an interactive session with newsmen in Lagos, blamed the crisis on the deceptive nature of players in the state’s political space.
Meanwhile, sources disclosed to Vanguard, weekend, Governor Nasir el-Rufai of Kaduna State, who is a member of the committee set up by President Buhari to resolve Edo State crisis, declared the stand of the president at the first re-conciliatory meeting of the group in Abuja, last week. The committee, headed by Chairman of Nigeria Governors’ Forum, Governor Kayode Fayemi of Ekiti State, has el-Rufai and business magnate, Alhaji Aliko Dangote, as members.
Both the National Chairman of All Progressives Congress, APC, Mr Adams Oshiomhole, and Governor Obaseki are members of the committee. The initial meeting of the committee, presided over by Fayemi, was held at Ekiti House, Abuja. A source said el-Rufai informed the meeting as they commenced that he had information from President Buhari. He hinted: “The Kaduna State governor told the meeting that President Buhari wants Obaseki to issue a fresh proclamation for re-inauguration of the House of Assembly, and that anybody interested in the speaker’s position should contest it. Obaseki’s position “Governor Obaseki interjected, saying he thought they were looking for peace, but having seen the handwriting on the wall, even before the meeting, he said he would want to appeal to Oshiomhole for a situation where the self-worth of both sides would be accommodated in the final resolution.’’
Vanguard learned that the governor argued that if the present speaker, Mr Frank Okiye, would be sacrificed, then Oshiomhole should also shift grounds on his preferred candidate, Mr Victor Edoror, for a neutral person, Mr Emmanuel Okoduwa. It was learned that el-Rufai demanded to know what Obaseki meant by accommodating the interests of both sides, saying if the governor wants anybody in the new dispensation as speaker, he should ask him to lobby his colleagues and he (Obaseki) should also lobby the lawmakers for him. The Kaduna governor, according to the source, made reference to the recent inauguration of the National Assembly, where the president and the party settled for the incumbent Senate President, Senator Ahmad Lawan, while Senator Mohammed Ndume insisted on his rights to contest, with everybody lobbying the senators-elect.

You were quoted as saying that your memoirs would be one grenade of a book, why?
You know; there are so many versions of some the critical events that took place over the years in which I was involved. Some of the versions are sanitized; some of them are slightly inaccurate, which I will endeavour to correct. And in correcting them, there will be a few explosions. You know what a grenade is- it explodes. Unfortunately, for me, each time I pick up my notes and try to write, I have to relive some of those very tense periods and I am so worked up. So, what I have decided to do is oral history- tell the story to a writer who’ll record, transcribe and so on and the book will bear his name and mine.
Will you, in the book correct, for example, the many stories around the coup in Ibadan in 1966 and your alleged role in the killing of Aguiyi-Ironsi and Adekunle Fajuyi?
The interesting thing about the Ibadan coup where Ironsi was arrested is that the full story is already in print. If you take the book written on me by Lindsay Barrett, the account given there with General (Yakubu ) Gowon’s biography written by Professor Isawa Eliaugu – if you read that part of the book, the account thereof what happened – if you put them together, a lot of the grey areas will be clear.
Well, you still have to clear some speculations here concerning your role. It is said that you broke Ironsi’s famous swagger stick, which was thought to be his magic wand. Did you? Did your people drag Ironsi on the road? Did you take him to Iwo road and shoot him?
No, it is not true. What happened was that after we arrested him, I lost control. Remember that I was a complete stranger. I came from Lagos with Ironsi as a staff in the Army Headquarters attached to him. I stayed in the barracks with the Adjutant (the Chief of Staff of the Commanding Officer). I stayed with him in his single officer quarters. And it was there, that at one or two o’clock in the morning – I was in bed – when he came and knocked at my door. He said, “sir, do you know what has happened.” I said, “no”. He said there was some trouble in Abeokuta. He said there was an Igbo officer holding a secret meeting with all the Igbo officers in the Officers’ Mess and our boys went and shot all of them.
Who are the “our boys?”
Northern soldiers! Remember, Igbos did the killings that took place in January (1966). They killed non-Igbo senior Army officers. Only one Igbo officer was killed but Igbo wiped out almost all the senior non –Igbo officers. We rounded up all the people, who did the killings because we all helped Ironsi to abort the January coup. They were rounded up and put in jail, where they were being paid their full salary
They had television, they had everything there despite being detained and nobody was talking about court marshalling them. Instead, the newspapers including the Daily Times wrote to the effect that the boys being detained were national heroes. National heroes because they killed corrupt politicians! He didn’t say anything about Army officers…” they killed corrupt politicians and replaced them with lronsi whom we would call Iron-side”. Very insulting and, in my own opinion, provocative! They were saying that those boys should be freed. Tension started building. Riots broke out in the North and it was because of the riots that broke out in the North that Ironsi started going round to talk to traditional rulers and the Army leaders. I was in his convoy. We got to Ibadan. We had a meeting with traditional rulers and leaders of thought at the end of which everybody was asked to sing the National Anthem. We all sang the National Anthem. In the night, we had dinner and we came back. We dropped him (Ironsi) at Government House, and then went to the barracks to stay with the Adjutant. Then, at one o’clock in the night (there was) gbam, gbam, gbam on my door. I said what happened. He (Adjutant) said there was some trouble in Abeokuta. I said what was it? He said the man on duty – duty officer – saw the Commanding Officer holding meetings in the officers’ mess … all the officer that attended that meeting were Igbos. They left out non-Igbo officers. The duty officer called one or two soldiers; they cocked their guns, went there and rounded up everybody. They thought it was a joke. One of them had his staff machine gun by his side and he bent down and attempted to pick it up; they opened up on him and shot him down. They sprayed everybody, killed everybody there and started telephoning. They rang Ibadan. It was then that this boy woke me up. This was what happened. The press had been calling for the release of the January coup plotters. Now, our boys had created an excuse for the release. After killing these people, it is a draw – they killed Army officers in Lagos and all over Nigeria. Igbos did it. Now, Igbos had been killed in Abeokuta; that’d be the end of it. I said no. I asked the Adjutant, who was in a position to know if the Supreme Commander – at that time lronsi was known as Supreme Commander – had been told? He said, no; he didn’t think so. I said okay; he should get me some soldiers. He brought soldiers. I didn’t come to Ibadan with combat dress. I had to borrow the combat dress of an officer about my size. It was an American combat dress. This officer had just come back from the US. You know, when you travel with the Head of State you have to dress decently, wear service dress and so on. So, I borrowed fatigue, wore it. In fact, I wore it over my pyjamas and left with the Adjutant. I said, “Take me to Government House”. We got there. We asked soldiers who were on duty to ground arms. cokerlino: Sokoto – Gov. Abdullahi Ganduje of Kano State, says states, where Fulani are not indigenes will not be required to implement the RUGA settlement initiative.
Ganduje made the clarification shortly after attending the wedding ceremony of the son of Sen. Kabiru Gaya, Ibrahim Khalil in Sokoto on Saturday. The governor told newsmen that the RUGA settlement initiative was for states who could cater for the Fulanis, and was targeted at making herdsmanship a socio-economic investment, not a socio-cultural issue. “So States where indigenes are not Fulani cannot be asked to implement RUGA, as such it is for states that can cater for the Fulanis and wish to improve their herdsmanship. “That is why we are developing RUGA in Kano state, so that Fulani people can be in one place and enjoy all the social services like other people of the state. “The type of herdsmanship the Fulanis are doing now will be improved, so that they can produce more cows, more milk and ensure more economic prosperity to themselves,” Ganduje said.
The governor, however, said the best way to improve the living standard of Fulani people was by banning their seasonal migration to the central and southern parts of Nigeria. “No better way to improve their lives if you don’t prevent their migration from the north to the central and southern parts of Nigeria.
“Fulani migration should be banned otherwise they would continue to suffer and the security challenges in the country would continue to exist,” he added.
In this aspect Ganduje made a lot of sense,the northern elites are making a big mistake in the way they most times insist on a practically unrealistic agenda just because their feel they control political power,the answer to the pervasive poverty in the north is education n agriculture,one would expect the north to be so eager in taking advantage of the northern comparative advantage in agriculture n always insist that the north should come first in any agricultural scheme,this RUGA scheme for instance is not a bad idea for the northern states as it has the potential of creating so many economic opportunities eg vetinary personnel, livestock rangers,new schools n hospitals,transport business,marketers, labourers, diary business etc,it is very dangerous for the north itself to think like Junaid Mohammed often give the impression that they can make the north Africa's headquarters of fulani n use them to threaten the other parts of the country,the north will always suffer the consequences as it is now, large population can be an advantage politically but it can also be a serious threat to socio-economic well being if not well managed,the northern elites need to think beyond today's political ambitions n act wisely,I commend Ganduje for this.
