You have a very strong point here, but there was a way this was being controlled back in the days. All we need is a strong auditing system.
The major use of dollar is basically for payment of international bills including school fees and importation of goods. Dollars purchased on the ETF can only be used for services by major international merchants and dollars used for importation must evidently show proof of the imported goods.

Even 100 dollar monthly limit for every naira card will go a long way to reduce the need of dollar. I usually don't need more than this to renew my services as a tech entrepreneur and this is the major reason I visit aboki.

Back in the days it is very hard for you to round trip this 100 dollars monthly limit even if you have 100 naira-cards with 100 dollars monthly limit because at the end, the international charges are high and what you will get back after your round trip won't be up to 100 dollars.

It is not a rocket science, just create a forensic unit that follows the dollar and back it up with a strong audit system. Every importation must be done by registered companies and once found guilty while trying to fault the system , you are ban for life. Create a system that Give every company and every transaction a frequent code name where the forensic unit monitor transactions by their code names so they can't go back door to Strick deals with importers. Every imported goods are linked to some kind of port of lading and if after three month you didn't import anything, then return the dollar and face jail.

Creating such EFT will see them lose their control total control and autonomy over the dollar.

With such an ETF all the foreign Airlines and MTN whose funds have trapped in Nigeria would not be crying to CBN to allow them repatriate their money, they will simply use their Naira to load up enough Naira/Dollar ETFs and then sell same internally and collect the proceeds into their foreign accounts in their home Country.

Also remember as with Futures and ETFs if the owner of you the security wants to take possession of it, you must provide the physical cash. e.g. if MTN sells their Naira/Dollar ETFs, the buyer can sell it and CBN will be on the hook to transfer dollars to the exchange who will then credit the seller.

Additionally don’t forget that speculators are mainly in the game to make money, as the guarantor, they will bleed CBN dry because CBN have to keep up with liquidity in the system as speculators take profits and cashes from time to time.

Vendors like these are not going to get dates wrong, they are not going to get signatures wrong.....and Tinubu did not use any vendor approved by CSU to obtain his Oluwole Diploma hence the University did not back it.

If his replacement certificate came from their approved vendor, they would have said so under oath, rather under oath they say they cannot speak to its authenticity.

Finally, a vendor not authorized by a University can not offer a replacement diploma for that University....You have a myopic understanding of this and I can spell out the details in each post.

Every Graduate Diploma have a seal of authenticity from the University that issued it.

Again, you cannot approach third parties to issue your diploma, you have to approach the University and it is the University that sends the Certificate to their own third party through their secure communication path to print the certificate and after printing it is returned to the University where they will cross check with their internal systems including signatures, etc and if everything checks out, they will put their seal on it.

Tinibu went to Oluwole, where they googled Diplomas from CSU and got a hit on Certificates sent out around year 2000, they xero everything including the signature of the President of CSU was not the President during that time, and even after all that, they got the dates and logo wrong and they then forged the seal of CSU on it.

A third-party vendor cannot put the seal of another entity on the document belonging to that entity....and CSU would never permit their seal to be place on that replacement diploma that Tinubu submitted because the information on it needsis factually incorrect, which would be a dent on their reputation.

CSU does not need to state that the certificate is fake, all they need to say is that it was not issued by them and anyone with common sense will conclude that it is fake simply because it did not come from the source.

What you stated is not true….the third party vendor that that CSU is referring to is….that, they don’t produce the Diplomas themselves but they contact their own approved outside vendor for that, they then send that vendor what needs to be produced.

And they will put their seal on it.

You can not go shop for your own vendor and photoshop CSU seal and stamp it on that diploma, it is the seal that makes it authentic.

You cannot just walk to any outside vendor and ask them to produce a certain College diploma. When you graduate from a College in the USA, if the College does not have an internal Printing Press, they consult a designated outside vendor that they have approved prior and give them Diploma samples, signatures, etc and authorize them to print the diploma with their seal on it.

Diplomas usually and always would carry the seal of the University aka power, authenticity, etc….Therefore a University cannot allow any vendor they have not approved to just produce their diploma as it will degrade their reputation without their quality checks.

That is exactly what Tinubu Oluwo Diploma had done to CSU, the document have the wrong logo, wrong date, wrong signature, wrong BOT only the fonts matches but it has the seal of authenticity of CSU on it….that is fraud period! As there is nothing authentic about it.

CSU produced Bates labeled as CSU 0011 and CSU 0012 diplomas prepared for other CSU students (with their names redacted for privacy) which match the format of the Tinubu replacement diploma dated June 27, 1997.

CSU produces Bates can be found online, check Way Back Machine, they are all there.....Tinubu people had access to those sample and reproduced one with similar fonts for him, even at that they messed up the logo and years.

CSU never validated Tinubu's replacement diploma....we all know that you can get a good replica of any document from Olowo in Lagos.
