A controversial proposal by a German minister that foreign powers acquire land in Africa to curb migration has been rejected by the African Union, writes the BBC's Dickens Olewe. The European Union, or a body like the World Bank, should build and run cities in Africa in order to boost job creation and development on the continent, Germany's Minister for Africa, Gunter Nooke, told the BBC in an interview in which he outlined his thinking on how to stem migration to Europe. This will mean African countries leasing their land to a foreign body to "allow free development for 50 years", Mr Nooke said. It is a controversial idea, rejected by critics as reeking of colonialism. But others - like Carol Musyoka, an academic at Strathmore Business School, one of Kenya's top universities - are open to the concept. In a BBC interview, Ms Musyoka described the proposal as "fascinating", and said she would support it if it was a genuine attempt to ensure that Africans - not foreign powers - benefited. American Nobel Prize-winning economist Paul Romer developed the idea a decade ago. In 2009, he said developing countries should consider surrendering part of their territory to foreign states which would then build what he called "charter cities" from the ground up. The cities, he added, would operate under a set of laws separate from the host country. In 2008, Madagascar's then-President Marc Ravalomanana expressed interest in implementing the plan in the Indian Ocean island following a meeting with Mr Romer. He said two such cities would be built where locals and migrants from neighbouring states could live. The opposition accused Mr Ravalomanana of treason, and organised protests which killed the idea and helped trigger his downfall in 2009. Mr Romer, in a 2011 TED Talk, argued that foreign-run cities could be a model of efficient governance and offer a good quality of life, stopping people from migrating for economic reasons. Some proponents of the idea see Hong Kong as a model. They argue that the Chinese territory owes its economic development to when it was under British control between 1841 to 1997. Mr Nooke sees the cities as economic bases that would also provide education to young Africans. "The basic idea is that these free cities will create growth and prosperity," he told the BBC. However, some warn the plan will not work. "Creating an enclave economy would be a crazy idea," Ken Opalo from Georgetown University in the US warned. Such cities would trigger internal migration, and not benefit the whole economy or fix the myriad problems African states are grappling with, he said. Ms Musyoka is among Africans who hope such cities will be built, saying she will accept "voluntary colonialism" because of the failure of many African governments to provide a better life for their people. Her view will make the founding fathers of independent Africa turn in their graves, but it could gain currency among young Africans risking their lives to reach Europe to escape poverty, corruption and inefficiency. |

DeepSight:I pointed out successful countries in the tropics because u alluded to climatic condition as a reason for our underdevelopment.... Pls learn to follow YOUR own line of argument...ok.... Besides there are equally relatively successful large heterogeneous countries within the tropical belt zone.... Indonesia, Saudi Arabia, Malaysia etc.... India is doing relatively well and is poised to be the 3rd largest economy by 2030.... Nigeria even buy fighter jets from Pakistan which is another troubled country within the tropics.. I repeat, Nigeria has no excuse to be in its present state.... Poor leadership quality coupled with ignorant followers is the bane of our problem.... DeepSight:Stop giving excuse... Singapore has a tropical climate just like most African countries... Yet it's far developed than any sub Saharan country can dream of.... Middle East is as hot as hell.... But they have UAE, Qatar, Bahrain which are good examples of what happens to nation when human n natural resources are properly utilised by a visionary leader..... It's even funny that the hotter northern Africa( at least during summer) is more developed than sub Sahara africa.... Then u mentioned heterogeneity.... What happens to restructuring or confederacy whereby homogenous groups within a nation are allowed to govern themselves at their own pace and formulate policies that best suits their aspiration.... Is that not what we have in quebec canada, Scotland UK, Catalonia n Basque Spain n even hong Kong, Macau China.... Must everybody be forced into a unitary govt that's obviously unproductive n too divisive when it's clear we are different.... Why not promote the structure of nations within a nation.... There's nothing wrong with africa or nigeria.... The problem is the people.... Their thinking is too backward n their mindset too retrogressive to birth any productive venture when it comes to collective interest.... They lack the principle of self preservation and wealth creation.... We are too selfish and individualistic....that's what is killing africa.... Not climate or heterogeneity.... |

Look here, American economy is in a transitional period with focus of high tech n high end product services..... U need solid n quality educational background to attain some level of success in that type of economy.... Ever wondered why the most successful Americans right now are 2nd n 3rd generations immigrants- Asians and indians... Those with basic skills hoping on labour union n govt labour laws to get them fat pay checks will be left behind.... expecting high school diploma to get u ur dream job or studying music in college doesn't cut it anymore... STEM relates courses is the future and that's what the companies are ready to pay for.... America remain what it is- the land of immense opportunity for those who are ready to do what it takes take to develop themselves irrespective of your background.... No other country offer economic n carrer opportunities on such large scale to either it's people or foreigners.. That's what make America great.... Tinubu should be told to stop being greedy, rather he should use his political influence to bring all Yoruba political elite under the umbrella of restructuring.... We Yoruba should demand that power be returned to us and be allow us govern ourself the way we deem it fit and at our own pace.... Tinubu and his fellow greedy political cohort should also eschew extractive economic system they are pursuing in their states. This system is the root cause of growing poverty and lack of economy opportunity in Yorubaland... Yoruba land is blessed with lots of potentials.... It's struggling economy has nothing to do with Abuja or neglect by the centre but has everything to do with the present generations of politicians with thier retrogressive mind sets.... Let Tinubu embrace the principle of inclusive economic system and see whether unprecedented prosperity will not return to SW irrespective of what goes on at the centre..... Besides, Facebook has over 2 billion users in 2017 compared with 1.4 billion in 2014.... Furthermore, they are into other stuffs like artificial intelligence, internet of things and automated driving car... They are about to establish their own version of YouTube... 10 years ago, it's revenue was 1 billion dollars. 5 years ago, it was 5 billion dollars. 2017 revenue was 50 billion dollars..... The world is obsessed n addicted to social media- that's the driving force and the energy pushing these internet companies.... I think the feminist war in nigeria is more against chauvinism n misogynist than feminism itself.... The African woman is still far behind with regards to equity and social rights when compared to her contemporaries on other parts of the world... Economically and sociocultural, Africa is harsh but worse off for women...... Women are easily bullied and threatened in order to ensure their voice are unheard or force them out of the way.... Unfortunately, there's no system to check this abuse.... Imagine how Dino Melaye emotionally abused Remi Tinubu, yet those utterances received applause from a large segment of men.... A man can kick his wife out the house without a rethink even if the wife contributed towards the buildong of the house... The present nigerian man do not have the financial capacity to raise a family single handedly.... He wants a woman with a good career or steady source of income to assist him and really there's definitely nothing wrong with that... However the nigerian man demands absolute submission and almost zombie-like attitude from the same woman who contributes equally if not more towards the upkeep of the family.... I'm a man but I think it's high time we begin to face up to some realities.... Men build civilisation and any present civilisation that doesn't promote gender equity and protection of the vulnerables isn't sustainable..... |
hush15:Students in private universities don't pay 800 naira per year for hostel accommodation... They actually pay good money to ensure the hostel facilities are well maintained...... Soup wey sweet, na money kill am... Now if the FG decides to privatise the hostels in federal universities so that students will pay realistic rent and in return get good value for money. . U guyz will be the first protest calling the govt insensitive.... The funny thing is some real occupants of these filthy hostel rooms lease out their bed space to fellow students at ridiculous price of over 50 thousand naira..... So why don't the students pay private developers good money n in return receive satisfactory services... |
I think it's a matter of Ghana protecting its local retail for her citizens... It's a common practice all over the world... Even USA is fighting Hb1 visa because they feel the visa puts American cutizens at a disadvantage compared to immigrants... ECOWAS is useless anyway n will do nothing... Most west African countries run an uninspiring restrictive n protective economy where they use every opportunity to tax the hell out of foreigners.... |

Not finding excuse on why there's a compromise.... Yes lecturers will most likely avoid ladies with strong moral fibre because they know they will not get anywhere with such ladies.... But the focus of these discuss is vulnerable female students who are either academically unsound or morally weak and thus easily subject to authoritarian machination.... Universities claim they train students both in learning and character.... It's obvious they are failing in both aspects and shamelessly giving excuses why they've failed.... No woman should be coerced or manipulated to give up her guard just because she's vulnerable, no matter the circumstances.... It's evil and wicked..... It doesn't have to do with her religious affiliation, the way she dress or her mannerisms..... It destroys the moral fabric of the society and such society don't prosper.... |
