A controversial proposal by a German minister that foreign powers acquire land in Africa to curb migration has been rejected by the African Union, writes the BBC's Dickens Olewe.

The European Union, or a body like the World Bank, should build and run cities in Africa in order to boost job creation and development on the continent, Germany's Minister for Africa, Gunter Nooke, told the BBC in an interview in which he outlined his thinking on how to stem migration to Europe.

This will mean African countries leasing their land to a foreign body to "allow free development for 50 years", Mr Nooke said.

It is a controversial idea, rejected by critics as reeking of colonialism. But others - like Carol Musyoka, an academic at Strathmore Business School, one of Kenya's top universities - are open to the concept.

In a BBC interview, Ms Musyoka described the proposal as "fascinating", and said she would support it if it was a genuine attempt to ensure that Africans - not foreign powers - benefited.

American Nobel Prize-winning economist Paul Romer developed the idea a decade ago.

In 2009, he said developing countries should consider surrendering part of their territory to foreign states which would then build what he called "charter cities" from the ground up.

The cities, he added, would operate under a set of laws separate from the host country.

In 2008, Madagascar's then-President Marc Ravalomanana expressed interest in implementing the plan in the Indian Ocean island following a meeting with Mr Romer.

He said two such cities would be built where locals and migrants from neighbouring states could live.

The opposition accused Mr Ravalomanana of treason, and organised protests which killed the idea and helped trigger his downfall in 2009.

Mr Romer, in a 2011 TED Talk, argued that foreign-run cities could be a model of efficient governance and offer a good quality of life, stopping people from migrating for economic reasons.

Some proponents of the idea see Hong Kong as a model. They argue that the Chinese territory owes its economic development to when it was under British control between 1841 to 1997.

Mr Nooke sees the cities as economic bases that would also provide education to young Africans.

"The basic idea is that these free cities will create growth and prosperity," he told the BBC.

However, some warn the plan will not work.

"Creating an enclave economy would be a crazy idea," Ken Opalo from Georgetown University in the US warned.

Such cities would trigger internal migration, and not benefit the whole economy or fix the myriad problems African states are grappling with, he said.

Ms Musyoka is among Africans who hope such cities will be built, saying she will accept "voluntary colonialism" because of the failure of many African governments to provide a better life for their people.

Her view will make the founding fathers of independent Africa turn in their graves, but it could gain currency among young Africans risking their lives to reach Europe to escape poverty, corruption and inefficiency.

My dear brother you spoke both good sense and absolute nonsense. Let me distill it for you. The part where you are talking absolute nonsense is the part where you compare Nigeria with places like Singapore, Bahrain, Qatar and the UAE. I have already explained why this is nonsensical. In a nut shell you simply cannot compare the size and complexity of Nigeria with any of these places. All of these places are small countries - in fact miniscule tiny countries compared to Nigeria - and I mean that in terms of population and complexity. This is a factor you guys seem to just ignore but you should not. Do you know why? Because there is no way a nation can develop without first resolving its internal conflicts. Europe has had quality time to do so and believe me they bloodied themselves in wars for centuries. They have been through literal hell and have had time to come to a self conscious peace which permits development. It is impossible to speak of development in the absence of conflict resolution and Nigeria is as conflict prone as they come on account of her complexity. She is almost 300 nations crammed into one space.

Let me make it clear for you - in fact most European languages are simply different dialects of one root language - Latin. French, Italian, Portuguese, Spanish, English are all derivatives of Latin. So they have a deep linguistic tie and yet they needed centuries to wage many many wars and come to an understanding of self that would permit development here and there and gradually. Nigeria by contrast has languages that are completely distinct and separate from one another - ethnicities too many to count also. There is no realistic way that we would not have the sort of deep division and conflict which will stagger our development. Our political history is that of conflict resolution and be in no doubt that we are still in the process of this. Be in no doubt that it is a process that still has a long way to go - by my reckoning at least a century of resolution of internal conflicts will be required before we come out of the woods.

There is no magic anywhere, these things take time, you cant escape it. Please dont ever compare us to those simple states such as Qatar or the UAE again. Those are very poor comparisons.

Now the part where you made good sense is where you alluded to restructuring. Thank you very much for that. That is part of the conflict resolution that is necessary in our future. True federalism, or even confederacy, devolution of powers, etc. These are the steps that we need.

Besides there are equally relatively successful large heterogeneous countries within the tropical belt zone....

Listen you would be being highly simplistic if you think it'd just one factor at play. There is rather a Mish mash of many complex factor's.

I have already cited historical and climatic factors. That generally deals with the overall state of retarded development of sub saharan nations. That's in comparison to nations in temperate zones.

However for each country there are other specific factors. The heterogeneous nature of Nigeria is relevant when you are looking at things in comparison to homogenous nations. For example it is relevant when understanding why Ghana is a saner clime than Nigeria. It is also relevant in comparison to small homogenous places like the UAE or Singapore.

There are indeed many homogenous African nations still with retarded development and other factors are at play such as the climatic factor I mentioned and the history of trade.

These matters are deep and complex. So let's not be simplistic. Someone up there said they don't give a hoot how old Britain is. That is terribly misguided.

You are right though about the fact that it all rests I'm the mind. The thing is, schooling a group mind is a task that takes real time.

You all know that 99% of the cases are as a result of the girls throwing themselves at the lecturers because most times they're not ready to seat in class for lessons etc and always on Social Media ...its worst now than it was during my days in the University. Too much distractions around than it was then.

Have you ever heard of a staunch Scripture Union (SU) or a Deeper life female member sexually harassed in school? I guess you've not ...because they 'mind their business' and dress decently to lectures. Take it or leave it .....sexually harassed girls by lecturers are 99% the cause of their travails.

This lady kept on talking about big boobs ....it would be interesting to have seen her pix while in school to know how she tried to cover it up or something.

BTW ...her pix with the man does not in anyway paint a picture of someone who is a victim. To me this is probably was a case of a failed deal or relationship undecided

A citadel of learning should guard jealously the principle of merit no matter what.....
Not finding excuse on why there's a compromise....
Yes lecturers will most likely avoid ladies with strong moral fibre because they know they will not get anywhere with such ladies....
But the focus of these discuss is vulnerable female students who are either academically unsound or morally weak and thus easily subject to authoritarian machination....
Universities claim they train students both in learning and character....
It's obvious they are failing in both aspects and shamelessly giving excuses why they've failed....
No woman should be coerced or manipulated to give up her guard just because she's vulnerable, no matter the circumstances....
It's evil and wicked.....
It doesn't have to do with her religious affiliation, the way she dress or her mannerisms.....
It destroys the moral fabric of the society and such society don't prosper....

U keep talking as if most of these girls are innocent...I have seen where they also use their bodies to get marks from lecturers!!! Sexual abuse occurs..yes..but also blatant soliciting for marks through sex by these females.....

It's a citadel of learning....
The core foundation academic institutions stand for is merit....
If that is sacrificed on the altar of lust of the flesh simply because it was initiated by the female student....
Then there's nothing mere to be said about such institution....
Nigeria universities are not the only one with male lecturers admitting female students....
Yet they are the ones always blaming female students for the rampant sexual abuse going on in campuses....
They will never address the pervertness of their male staffs.....
This things don't even occur on such large scale in other developing countries....
Sometimes, I wonder what's wrong with us as a people....
